An secret legislation within the The People's Republic of the Tokugawa Shogunate was broadcast to the world by the guerrila group "Black Fang", who hiijacked a TV signal to major news networks.

We Black Fang, seek to show the world the evils of the Tokugawa Shogunate. Under a direct order by the Shogun Ieyasu, the government has created a secret intelligence branch which has set up double agents in governments, mostly in the region of Japan, with the intent of assassination of important leaders, military and executive, to weaken these governments in times of war. The codename for these shadow warriors is "kusa" or grass. Their orders are to kill these rulers and leaders when relations sour or in a pre-emttive attack before an invasion or in war.
