Shivan Communication outpost

In the void of space, within an empty and unclaimed stellar system a small station appeared out of subspace. It was small perfect sphere, no larger then 400metres in radius. However this sphere was emitting a standard communication signal on all frequencies. It simply said.
"Shivan Communication outpost 1, diplomatic relationsare to be opened here."
The small outpost was unnarmed, and it held only one Shivan awaiting a response from the galactic community.
