Following an extensive four year cleanup and leveling of the former Eldaimovey Advanced Research Labs (EARL), the government of Schultaria Prime has officially declared that Eldaimovey will be rebuilt. This comes at a critical time in Schultarian history; with the nation's centennial in less than six years; many in both the government and the general public have a desire to complete the construction as quickly and thoroughly as possible. However, hopeful predictions and speculations aside, the Central Directorate has taken a more cautious stance regarding the official reopening of Eldaimovey.

"Of course all of us would like to see it completed in time for the hundredth anniversary of Schultaria Prime, but we don't want to sacrifice anything in terms of security and protection. Following what has happened to us and our nation, security of the facility should be our first priority," said Director Harlen Damien in a private interview with HIFEX reporters last week.

While the majority of the construction work will be done under the control of Schultaria Prime's Designwerks Corporation, the nation has opened several contracts in the hope that foreign nations might be willing to assist Schultaria Prime in their rebuilding efforts. The official groundbreaking ceremony for the new lab's dedication will take place at the end of this week, 13:30 Schultarian Standard Time.

OOC: I hate those "horned" emoticons; it's just a personal preference. I notice that most people who use them in an IC setting lack sufficient experience to role play any subplots. I hope that this is not the case with you.

IC: As an ally and economic partner, Lindim will send a construction team and materials to help with the reconstruction, and a team to wire the building, demonstrating thier new fiberoptic technologies.

Secret IC: Tre nodded, satisfied the transmitters were securely attached to the cables. Intry Fuego was kind and diplomatically correct to do this, but Tre planned at gaining some valuable information.

"Good, this works out. Make sure the reception station is working. We should have a full feed of everything the do in the new building by next week."

OOC: Tre is the backstabbing Intelligence Minister, and right now she has bugged the fiberoptics. The Prime Minister, Intry Fuego, knows nothing of this and donated everything out of her heart, and political mind. The bugs are built into the fiberoptics, they can't be spotted. Only a EMW sweep of the cables would spot them.

And I REALLY hate the horned emoticans too. Always have. They seem immature and just plain annoying!

The government in exile is willing to send 100 of the Jordaxian Inflitration and recce corps, for free, to provide security during the rebuilding process. Naturally, since diplomatic contact between our two nations has been virtually non-existent, we would be happy to respond to any questions regarding the professionalism, reliability, and amount of trust you choose (if any) in our ability to assist.

Eldaimovey is a huge complex; the central laboratories and space launch facilities alone occupy an area of approximately 30 square kilometers (3 km radius). The majority of all the laboratory facilities were located within 7 kilometers of the central launch gantries before the disaster; however, due to more intensive security and safety regulations, the facility has been expanded to nine times its original surface area (150 sq km to 1350 sq km).

Think of Eldaimovey as a combination of Cape Canaveral, NASA Mission Control, the Los Alamos and Oakridge National Laboratories, and the universities of Caltech and MIT COMBINED in significance, physical size, and scope of its research efforts.

Time is of the absolute essence for our nation; we wish to complete the majority of the laboratory complex in time for the Nation's 100th anniversary celebration which will take place in three years.

Our task is daunting, and we are steadily falling behind schedule in several major facilities not excluding the main launch gantries, primary construction facilities for our rocket prototypes, and our badly damaged roadway systems within the complex. Though you know we cannot send laborers for medical reasons, we believe there are other ways to help. At our disposal, and yours if you wish, are vast supplies of raw materials- metals, plastics, etc., and a significant capacity for microgravity industry to produce components more perfect than possible on Earth. Additionally, we would like to present designs for the infrastructure necessary to support more advanced rockets than the chemical engines you have used in the past, as well, of course, as the rockets themselves.

OOC: The average technological level of Schultaria Prime is approximately 2070 - 2100. For the storefront, I've tried to keep it less than 2025 for the sake of decent role play and easier technical explanation.

Schultaria Prime is more than willing to receive raw materials of any sort to help further speed up the process of construction. The Schultarian Defense Forces have required that all structures above ground must be able to withstand the explosive capacity of approximately 15 standard kilotons of high explosive detonated at 700 meters. To this effect, we require finely engineered metallic composites than our industries outside of Eldaimovey can currently produce. We hope that the nations of Sephrioth and Spacer Guilds would be more than willing to help us in this task.

Schultaria Prime will also consider any technology to improve our current facilities planet side, but we will be unable to implement them in the current construction schedule. However, following the official reopening ceremonies, we would be delighted to entertain any offers from other nations.

OOC: Don't worry, 4 trillion long tons (or 8 quadrillion standard pounds [8,000,000,000,000,000 lbs]) is far more than our entire nation would ever require; our current demand (at the absolute most for the entire facility) would be about 50 million tons of even the most basic of building materials. You wouldn't have to give us every last gram; just enough to help cover our current structural demand. It would probably be no more than 100 million tons at the absolute most.
