The newly re-armed and re-organized Naval Guard has been re-deployed by order of Supreme Naval Commander Itxaad.

Citing a steady increase in the amount of smuggling and piracy in the areas SouthWest of Allanea the Naval Guard are deploying 5 of their new 'Tactical Groups' to patrol and secure the international waters.

"With Allanea's Navy still in shambles and no other discernable naval forces in the area, less honourable elements have filled the viod and are operating at will." stated Supreme Naval Commander Itxaad.

Reports of attacks on merchant vessels in the area, and an influx of smuggling have led the Republican Council to activate the Naval Guard. Navla vessels are reportedly giving a wide berth to Allanea's territorial waters and focusing on the activities in International waters.

Edolian assistance is always appreciated. We have over 100 ships and 400 planes en-route, we will most likely not require any assistance and we certainly do not want to strain any of our neighbors Naval resources.

The Democratic Arcologies of Feline is deploying two fleets. No attacks were, fortunately, made on our navy. Amphibious forces are being loaded aboard the ships as well. Air patrols will also cover the area.

Felinean assistance is also appreciated, once again only if it does not tax your naval forces. So far no warship has been attacked in the region,.we have only received reports of piracy against merchant vessels and received tips about rampant smuggling.

We always appreciate the help of nations that are as committed to peace and security in Haven as we are.

The Jaguar is a double hulled cruiser, capable of hydroplaning at high speeds or cruising with a low profile. When cruising the Jaguar appears to be only a hump. It's rounded deck has dozens of 'portals' that can slide open to deploy it's weapon systems all of which are entirely missle based.

It's main weapon is the CIWS (close in weapon system) SPEAR Rolling Airframe Missle system. The SPEAR is capable of firing missles rapidly enough to down cruyise missles and anti ship missles. If engaged close up, the SPEAR can be used as a missle firing 'gatling gun' to attack other naval vessels. It's Sonic Sweep combined with it's Icarus torpedo launchers makes the Jaguar nearly immune to submarine attack.

With a crew of only 78 persons, the ship is mostly automated and can even be contolled entirely by remote control from a Revenge Battleship fire control or Tollan fire control in Lassic.

The Jaguar was designed by Costa-Tula Shipyards LTD and was Manufactured at the SHNS LTD facility in Suth Haven, Ilek-Vaad.

The Tollan stands apart from other carriers in that it has no flight deck. The Tollan's slanted sides make it look like a floating byzantine foretress. The Orion Stealth Fighter, being a VTOL craft launches out of trap door like bays from the top of the carrier, there are 5 trap doors along the top giving the Tollan the unique ability to launch 5 fighters at a time , instead of just one or two.

Not having a flight deck means more room for weapons, and in this case, state of the art SPEAR RAM missle batteries and the 50mm Goalkeeper CIWS weapons systems. A pair of 6" naval gun batteries give it suprising front and rear fire power and a mildly respectful broadside, especially against smaller corvettes, and gun ships.

The Tollan Class Carriers has a crew of 325 with 125 Naval Marines and 210 Naval Marine pilots.

The Tollan was designed and manufactured by Costa-Tula Shipyards LTD at the Costa-Tula shipyards in Costa-Tula, Ilek-Vaad

Both ships use the Retaliatorty Guard's RASTER satellites for targetting, GPS, thermal imaging and threat assessment. Both ships have reactive hull plating, like the Revenge.

No hardship is too much for our allies, especially when we have three fleets of that type and a Coastal Defence Force back at home.

Hattia would like to request permission to deploy fleets to the area.

We have as much interest as everyone in keeping Haven safe and secure.

In other news, the nation of Doujin has been "temporarily suspended" from the Ali'Staan Accord.

The Island States would like to deploy two carrier groups and several large salvaging vessels. Our carrier groups will patrol for smugglers and protect our salvage ships during their recovery of our vessels sunk in the SW during the Allanean War.

Supreme Naval Commander Itxaad addressesd the gathered and gathering fleets

"Gentlemen ,ladies, we have gathered at this point to execute the following plan. Since the end of the Edolian/Allanea conflict there has been scant little patrol of these waters.

Several merchant vessels have reported being attacked and raided, and there has been an increase in attempts at smuggling into The Free Republic. We have also found that terrorist groups have also been attempting landings in Haven and Allanea, as Allanea has seen with some recent issues with 'civil unrest'.

We propose that all ships fan out and seize all merchant vessels. Search them and make sure that all cargo is internationally registered and has the appropriate waybills, bills of lading and manifest.

Ships that attempt to avoid search or attempt to turn back afet being hailed will be immediately seized. Ships that fly flags contrary to their stated port of orgination will be seized. Ships that are carrying contraband or do not have appropriate shipping papers will be seized.

Armed ships that do not openly display national colours and registration will be sunk.

We will be implementing a zero-tolerance attitude to illegal maritime activities."

With that, the Naval Guards Tactical Groups begin to fan out and implement their plan, staying in International Waters ONLY.

"International Law provides for reasonable searches and seizures of vessels in International waters. The Free Republic does not recognize and is not aware of any 'sacred rights, due to anyone by International Law or Convention.

Our searches will be reasonable and will be according to international law. Once again we will not search unless there are problems with the ships bills of lading, port of origin, etc..."

The 'Glory' is hailed by a Jaguar Arsenal Cruiser moving at high speeds as it enters International Waters

"This is Captain Rostov of AC-0X178, stop where you are. Due to piracy and increased smuggling in this area we are stopping and checking all vessels. The Allanean government is participating.

I am sending a man aboard, please have all international shipping documentation ready. So long as there are no descrepencies you will be allowed to continue in about 15-20 minutes. Thank you for your co-operation."

The Jaguar then comes alongside

The captain of the vessel raises a bullhorn to his lips:

"You are welcome to inspect out papers all you want. We do not see, however, how could this ship be ever attacked successfully by a pirate. We had some try lately, but Ma Deuce here - " he taps an antique machinegun gently with his left hand "took care of them all right

Admiral Eric Wearp sat in his office aboard the John Stuart Mill, watching the boarding via satellite. "Most intriguing. I wonder what they will find- drugs, guns, you name it. Allanea has way too much legal." he said to himself.

The Jaguar Arsenal Cruiser slowed as it came alongside the transport, settling down off of it's hydrofoils and looking more like a submarine that had surfaced instead of a normal naval vessel.

As it came along side the transport a pair of door pop open, revealing SPEAR rolling airframe missle batteries that quickly target the transport. The Jaguar has no deck, and no crew or portals are visible, until a third door opens and quickly and efficently extends a gang plank, a single Naval Marine walks quickly up the plank and on the deck of the 'Glory'

He takes the ships manifests and bills of lading from the captain and quickly scans them with a palm pilot looking device, without looking up he hads to the hold and questions the Captain

"What port do you orginate from? Where are you headed? Do you have anything to declare that is not in your manifest? What are you shipping?"

As each question is answered the crew of the Jaguar checks the answers (recorded by a camera and microphone in the Marine's visor) against the scanned in documents.

The captain smiles,

"We come from the port city of Daralan in South-West Allanea, Aissur Province. We are carrying cars and guns to the port city of XYZ, Fluffywuffy. Here are the papers, sir."

As the marine finishes the inspection, the captain tosses him a small package of high-quality marijuana: "Enjoy!"

OOC: These leaves are made not for smoking, but for making tea (which is a possibility with marijuana, with similar or better effects as smoking it). The package will contain information as per the content of th package (drugs are legal in Allanea, and this package was bought in a regular store).

As the Naval Marine hecks bills of lading against crates the crew make s a quick call to both port authorities in Allanea and Fluffywuffy confirming the vessel, it's cargo and that it's cargo is legal.

Once all of that is confirmed (I assume it is) the Marines gets ready to leave, the Captain of the 'Glory' tossing him the marijuana. The Marine tosses it back

"No thank you, I cannot accept gifts," he pauses printing a ticket from his palm computer and handing it to the captain "When you are hailed by another ship, give them this confirmation number and they will not stop you again. Have a good day."

He then re-boards the Jaguar Arsenal Cruiser that speeds off..............
