The generally accepted time is 1 RL day = 1 NS year. During RPs time usually slows down to however fast you are posting....
Other people use slower times when not in RPs, but most stick to this. Noone will complain if you use a different time scale, though, if you feel you need a different speed for some reason, but make sure you stick to the rule of slowing down time during RPs (you pretty much have to anyway, it's hard to do a year's worth of RP in one RL day, especially if you are doing said RP with someone else.

[OOC: I think the official word about NS time is: "It depends."
Some people use 1 RL day = 1 NS year, likely because of the fact that populations increase by several million overnight. Others use 1 RL week = 1 NS year. For role plays (such as the Sarzonian Civil War thread), the timeline slows down appreciably. That may take several RL weeks to be equivalent to maybe a four year war, if it lasts that long.
I think where it really comes into play the most is with storefronts. Follow the conventions of the nation whom you're purchasing goods from. For example, Isselmere uses 1 RL week for 1 NS year. I'm not sure what Great Mateo uses, but he's said OOC that he hates countries that use one RL day for one NS year to build a military more quickly than they might otherwise.
I just gave two examples of storefronts where I have some idea of what their conventions are and their preferences are. Other people may have different standards.]

NS Time is very fluid, the examples Falastur and Sarzonia gave are good examples, it's different for every player for different situations.
