I propose to engage in a phoney war with another country or countries, and use this war as the premise on which to base massive oil price rises, thus substantially increasing the oil-tax revenues received by the governments involved.

I didn't really intend for this to be about America or Dubya....

I just want to raise my nation's taxes on the sly. Having considered it further, I think I will have my top computer programmers generate false footage of war in an oil-rich state...kinda like the 'Running Man'.
