A flash of light, and a projected map of Mobutoland appears behind McGrath.

"A few days ago FWS rapid deployment forces invaded neighboring Mobutoland. Mobutan forces, already decimated from incidents centering around the release of a new virus in South Victoria, stood no chance. They were quickly swept away while Fascist forces were reinforced by cavalry and armored divisions."

McGrath nodded to seemingly no one, and the slide changed to a blown up satellite image.

"At this moment, FWS controls 100% of the nation, and is attempting to auction off all of Mobutoland's 36 million captive citizens. What you see here are satellite images collected today of Mobutan citizens being round up and prepared for deportation from their homeland."

A dull murmur suddenly eminated from the crowd, but McGrath continued as though he did not hear it.

"This is about more than showing that Great Matean warnings are not to be taken lightly. This is about more than showing that I am true to my word. Ladies and gentlemen, this is about basic human rights. This is about preventing the growth of tyrannical leaders the world over. This is about justice, and for justice we shall crusade!" "I implore other nations of the world to join us in our battle; show that righteousness is not any empty word thrown around by politicians."

Applause broke out throughout the audience. Waiting for the clapping to subside, McGrath continued again.

Our actions shall be quick, efficient, and decisive. And with that, McGrath stepped back from the podium, and strode off the stage, as the crowd rose to deliver a standing ovation.

Yes. Mobutoland is a very small piece of western namibia.. About 1/10 the size of Namibia... It was created as a homeland (autonomous reservation) for the blacks after the whites drove them out of Rhodesia, Botswana, and Namibia... It always existed at the mercy of FWS... OOC: ^_^ I always manage to type my directions wrong. I intended to ask for your forces to move in from the east and head west, while we move in from the west and head east.

7,884,000... That is the total number of combat soldiers we have... Not counting tanks, artillery, IFV crews, etc... Just the combat soldiers. Includes all reserves, excludes police, secret police, TKs, TKCTF, etc.

I am sending 30,000,000 men, with tanks, planes, and ammo to FWS, and if this gets worse, I will join FWS to destroy all of his enemys.

Hearing that Chellis, a declared enemy of FWS was in the process of returning forces to Chellis to amass for the assault into FWS... FWS high command ordered over 30 FWS regular divisions to cross into Mozambique.

A massive 2 hour long artillery barrage preceded the advance, about 50,000 lbs of Non-Lethal CS-Tear gas was used, many more tons of conventional shells were used... If you bothered to read the thread of the attack into Mobutoland... The Army did it without authorization, well a part of the army... Only after the attack, did the FWS government try to make it look like they did it, so nobody knows just how little control we have when it comes to keeping our army from "jumping the border" so to speak... We are wealthier and more economically powerful and influential than both nations put together; the miniscule profit we could perhaps make from controlling both nations would not be worth it. We are nearly 15 times larger than both nations put together; the population gain would be meaningless. The land gain similarly so. We would have no use for any captured technology; it is inferior to our own. This conflict is a direct result of FWS failing to heed our warnings regarding their aggressiveness and what our actions should they do anything more would be. Where are these planes launching from? A fleet can't just materialize out of thin air. If you had one in the area, I would've easily noticed it. If you can explain the phantom fleet, I will permit the attack, but be prepared to have it realistically RPed, thus said attack to do virtually nothing.

I can guarantee you we won't invade mobutoland, there is no need to disarm either nation. We will build a 10 mile long canal / river along the mobuto / fws border... That way there is no easy way for us to ever set foot into mobutoland again... Or perhaps we can cut the landmass off and let mobutoland float into the ocean, become an island... Future tech could do it... You have my pledge we want peace... Mobutoland and FWS have a complex relationship... You need to understand our history... FWS saved mobutoland from certain doom once, and Mobutoland sent 400,000 troops into FWS to help FWS once... We have our ups and downs... We usually get along well though. Trust us to handle our own problems please.

We don't have conscription. Our army is all volunteer.


Also we only have about 9.2% in the army... It is usually 5% but emergency times we activate the reserves and other highly trained citizens militias... Don't let the word militia fool you, they train about 100 days per year, and they train with some of FWS elite units (Paracommandos, TKCTF, paratroopers, Grenadier Guards)


When the reserves are mobilized, (the FWS women who basically just stay home and give birth to and raise children), enter the factories and do the industrial work.

Hearing that Chellis, a declared enemy of FWS was in the process of returning forces to Chellis to amass for the assault into FWS... FWS high command ordered over 30 FWS regular divisions to cross into Mozambique.

A massive 2 hour long artillery barrage preceded the advance, about 50,000 lbs of Non-Lethal CS-Tear gas was used, many more tons of conventional shells were used... FWS "Super Guns", railroad guns, took part in the bombardment; each gun has a crew of 6,000 and a range of 600 miles. The Shells weigh 12 tons each and are 2,500mm in caliber. Chellis laughs at this desperate move. Moving badly trained men into a nation controlled by one of the strongest armies in the world.

150 assorted army divisions lay in the nation, 86 were on the border as they well knew they were about to fight the FWS forces.

As the first shots are fired by FWS tanks and artillery, massive amounts of chellian artillery use static radar stations to track the artillery sites before the first enemy artillery shells hit the ground. Even after many static radar sites are hit, a huge number of FWS artillery sites are found and are fired upon. Most chellian mobile artillery survived, the FWS strike mainly damaging fixed radar and anti-aircraft sites.

Most notable is the use of chellian Persicion guided munitions against the so called super guns of the FWS. These weapons decimate quite a few front line defense positions and military bases, but as chellian forces rush to the front lines, they know the FWS crews must realize that such large shells, used on front line battling, would most likely hit their own troops with splash damage. Cruise missiles and massive rocket-artillery attacks against the guns hit the areas, knowing how long it takes to unpack, much less move, guns, as well as the fact that the Stryker G-3 cruise missiles could adjust for the target.

(By the way, a range of 600 miles is impossible with a 12 ton, 7 foot wide shell. The gun would break, having to use that much energy. The paris gun only had a range of 121km, and was much smaller, aka aerodynamic, than yours. I would give yours 25 miles range at most.)

The massive cruise missile attack by FWS forces probably caused the most disarray, although not many losses. After the artillery barrage started, many aircraft, etc forces, scrambled, quickly recieving orders. 3,000 I-4's, 5,500 RAA-M aircraft in mozambique, a large number of them took off with either AA or ATG weapon setups, to stop the FWS advance, assuming that the ground forces couldn't. Using passive radar and long range acquisition/flight missiles, many chellian aircraft were able to take out enemy aircraft as they passed the border, the mozambique air defense system picking most of them up.

Chellian officials rate the "rapid advance" reports of some FWS officials as horribly wrong. The artillery strike looked impressive to the FWS officials, but anytime the FWS ground forces tried to advance against front lines, hull down chellian tanks and tank hunters, massive artillery all along the lines, chellian soldiers in trenches and defenses with ATGM's, long range rifles, and machine guns would open full barrages on the FWS soldiers. Artillery strikes werent too feared, as the expertly made defenses held while counter-artillery that had waited for FWS firing to hit the enemy.

Chellian V-121 recon variants fly over FWS land, at speeds over Mach 2, at over 15,000 meters height. Taking mass pictures, video, etc, they avoid enemy fire mostly with their awesome speed for bomber aircraft and strong body, able to take most proximity hits. These pictures prove vital in figuring out exactly what FWS is attacking with, and cruise-missile striking areas, mostly large defensive areas.

FWS forces push chellian lines no more than 20 kilometers from their origional positions; many not being pushed back at all. Chellian helicopters and tanks gather in massive forces, shells constantly flying over the border from artillery or whatnot. Chellian battalions slowly start pushing in areas toward the FWS border, flanking attacking FWS soldiers in some places, trying to get inward to scout on FWS defense lines.

Chellis warns FWS that any attacks on chellian citizens, even semi-intentionally, will come back in the form of raze on FWS cities when chellis advanced further into the country. Chellis offers FWS the same terms as Great Mateo did, and only those terms.

At home, although the borders are already closed to all but a few nations, as well as buisnessmen that obtain special passes through background checks, photo id, etc. Chellian airport guards are, however, supposed to be on the lookout for anyone carrying guns or looking of FWS background. The only airplanes let in and out of chellis are chellian, and naval ships are only allowed to transport non-living things to chellis, people arent allowed(and this is heavily enforced/checked).

Chellis has lost about 60 aircraft, 220 vehicles, a decent number of airfields have been damaged as well as military bases, but few completely destroyed. Chellian clean-up crews quickly being repairing the damage, most of it being to move hangar wreckage to other areas so the chellian aircraft may land. Chellis has lost 2,400 combat men and about 11,000 civilians, due to the use of large shell weapons against cities where chellian troops presided, etc. Chellis holds 99% combat strength at the front, the sadly trained forces of FWS not able to compete with chellis.

OOC: For some background knowledge, chellis does spend a large amount of money on its military, however, it is because people are mostly expected to pay for everything of theirs themselves. The government offers little welfare, etc. We have 30 million in the standing army, 120 in reserves that are for the most part active(Takes a few days to activate them, moving them is the only hard part), and countless trained militia. We spend a large amount of our money on the maintenance of the military, munitions, and R&D. We have hundreds of divisions around the world, and about 80 more are coming from chellis and torres(chellian controlled continent), 20 coming from Algeria. As long as FWS doesn't try to act like his men are much better trained than say militiamen, seeing as 10% of your population amounts to about militiamen training, even if they are supposedly volunteers.

OOC: By the way, i am sticking with my losses as my real losses. Chellian forces are pretty much focused on defense, as in offense, we can usually mass men, while in defense, its usually less men in one area. Longer range rifles than most, etc, help us do this. I wouldnt be surprised if your claimed losses are correct to my correct losses.

Chellis laughs at this desperate move. Moving badly trained men into a nation controlled by one of the strongest armies in the world.

150 assorted army divisions lay in the nation, 86 were on the border as they well knew they were about to fight the FWS forces.

As the first shots are fired by FWS tanks and artillery, massive amounts of chellian artillery use static radar stations to track the artillery sites before the first enemy artillery shells hit the ground. Even after many static radar sites are hit, a huge number of FWS artillery sites are found and are fired upon. Most chellian mobile artillery survived, the FWS strike mainly damaging fixed radar and anti-aircraft sites.

Most notable is the use of chellian Persicion guided munitions against the so called super guns of the FWS. These weapons decimate quite a few front line defense positions and military bases, but as chellian forces rush to the front lines, they know the FWS crews must realize that such large shells, used on front line battling, would most likely hit their own troops with splash damage. Cruise missiles and massive rocket-artillery attacks against the guns hit the areas, knowing how long it takes to unpack, much less move, guns, as well as the fact that the Stryker G-3 cruise missiles could adjust for the target.

(By the way, a range of 600 miles is impossible with a 12 ton, 7 foot wide shell. The gun would break, having to use that much energy. The paris gun only had a range of 121km, and was much smaller, aka aerodynamic, than yours. I would give yours 25 miles range at most.)

The massive cruise missile attack by FWS forces probably caused the most disarray, although not many losses. After the artillery barrage started, many aircraft, etc forces, scrambled, quickly recieving orders. 3,000 I-4's, 5,500 RAA-M aircraft in mozambique, a large number of them took off with either AA or ATG weapon setups, to stop the FWS advance, assuming that the ground forces couldn't. Using passive radar and long range acquisition/flight missiles, many chellian aircraft were able to take out enemy aircraft as they passed the border, the mozambique air defense system picking most of them up.

Chellian officials rate the "rapid advance" reports of some FWS officials as horribly wrong. The artillery strike looked impressive to the FWS officials, but anytime the FWS ground forces tried to advance against front lines, hull down chellian tanks and tank hunters, massive artillery all along the lines, chellian soldiers in trenches and defenses with ATGM's, long range rifles, and machine guns would open full barrages on the FWS soldiers. Artillery strikes werent too feared, as the expertly made defenses held while counter-artillery that had waited for FWS firing to hit the enemy.

Chellian V-121 recon variants fly over FWS land, at speeds over Mach 2, at over 15,000 meters height. Taking mass pictures, video, etc, they avoid enemy fire mostly with their awesome speed for bomber aircraft and strong body, able to take most proximity hits. These pictures prove vital in figuring out exactly what FWS is attacking with, and cruise-missile striking areas, mostly large defensive areas.

FWS forces push chellian lines no more than 20 kilometers from their origional positions; many not being pushed back at all. Chellian helicopters and tanks gather in massive forces, shells constantly flying over the border from artillery or whatnot. Chellian battalions slowly start pushing in areas toward the FWS border, flanking attacking FWS soldiers in some places, trying to get inward to scout on FWS defense lines.

Chellis warns FWS that any attacks on chellian citizens, even semi-intentionally, will come back in the form of raze on FWS cities when chellis advanced further into the country. Chellis offers FWS the same terms as Great Mateo did, and only those terms.

At home, although the borders are already closed to all but a few nations, as well as buisnessmen that obtain special passes through background checks, photo id, etc. Chellian airport guards are, however, supposed to be on the lookout for anyone carrying guns or looking of FWS background. The only airplanes let in and out of chellis are chellian, and naval ships are only allowed to transport non-living things to chellis, people arent allowed(and this is heavily enforced/checked).

Chellis has lost about 60 aircraft, 220 vehicles, a decent number of airfields have been damaged as well as military bases, but few completely destroyed. Chellian clean-up crews quickly being repairing the damage, most of it being to move hangar wreckage to other areas so the chellian aircraft may land. Chellis has lost 2,400 combat men and about 11,000 civilians, due to the use of large shell weapons against cities where chellian troops presided, etc. Chellis holds 99% combat strength at the front, the sadly trained forces of FWS not able to compete with chellis.

OOC: For some background knowledge, chellis does spend a large amount of money on its military, however, it is because people are mostly expected to pay for everything of theirs themselves. The government offers little welfare, etc. We have 30 million in the standing army, 120 in reserves that are for the most part active(Takes a few days to activate them, moving them is the only hard part), and countless trained militia. We spend a large amount of our money on the maintenance of the military, munitions, and R&D. We have hundreds of divisions around the world, and about 80 more are coming from chellis and torres(chellian controlled continent), 20 coming from Algeria. As long as FWS doesn't try to act like his men are much better trained than say militiamen, seeing as 10% of your population amounts to about militiamen training, even if they are supposedly volunteers.


You obviously don't know our soldiers are crack battle hardened troops. FWS has been in about 12 wars of one kind or another in her short existence... Also, as soon as the railroad guns fire, they roll back into the tunnels... They're safe... Also we pulled out after making initial incursions... Also 1/2 of your army is in algeria.

Which is why we spents hundreds of millions to get it to work right. :) Spend enough money and you can be successful. Saddam Hussein was building a super gun to get range on Israel. I'll agree with you here... He will take a long time to get those forces into FWS... I'd say he should air transport probably 1-2 million light infantry forces and then the rest would have to wait for the planes to return or be shipped in via boat.

3. It is called a rail gun, it uses alot of electricity, the US Navy has one, it can not yet be put on ships but plans call for it to be put on a ship by 2008. It has a range of several hundred miles, I am not sure about 600 miles but definetly atleast 200 miles. It shoots the projectile to the very upper limits of the atmosphere, to load it with gas would not be very affective, the amount would be so little that only a handful of people, maybe 100, could be killed with each shell. Those guns use Kinetic Energy to destroy their targets, a projectile hitting at those high of speeds could obliterate a target without the use of any explosives. In my physics class we built a small Rail Gun, it fired nails, unfortunately it hit the tin can at such an angle that it deflected and almost hit my teacher (about one foot away), we were no longer allowed to use it.

We don't teach much in school besides History, Math, Science, Literature, WAR, WAR, and WAR.

I agree to all of the concepts of the terms but would like to smooth out some minor details...

1) I will limit foreign military purchases to 50 billion... But that means I can just have FWS Defense Corporation make all I need for me. Right?

2) Mobutoland doesn't want reparations except for us helping rebuild all damages free of charge... Which will amount to just about 500 billion in construction fees, labor, parts, time etc.... We already began work. Indeed, Mobutoland agreed to let me keep the 300 billion in gold reserves as their compensation for their militants killing nearly 5,000 FWS farmers, and their stealing of our oil.

Mobutoland also agreed to abide by earlier treaties and limit their oil production so the price is kept artificially high (FWS likes the price about $34 per barrel... Mobutoland was making so much it dropped to about $19 per barrel)

3) 210 days??? That is insane... I agree with the concept, but shorten the time...

4) I'd be willing to eliminate 100% of land based nuclear missiles, and cut back on submarine based missiles... But we Fascians are simply in love with our Chemical and Biological weapons (Thought we're willing to halt all new production of Chemical weapons and biological weapons)...

I think the USA is destined to fragment into several nations... As the main racial group (Whites) that basically are the glue that holds the nation together, are outnumbered by numerous other groups who don't want to or are unable to assimilate.

We will move our divisions away from the border, send back the incoming men and equipment, and lessen our defensive lines if you do the same.

Fourth, you dont develop artillery with enough range to hit maputo from your borders. Im not going to ask you not to make decent range missiles, etc, but artillery, we must insist. Many citizens panicked when they heard they might be shelled.

We hold all the cards. If there is to be peace in this situation, it shall be on our terms. If the leadership, both politically and militarily, of FWS wishes to prevent the planned from operation from continuing, they will unconditionally submit to our demands.

1) FWS shall, under coalition supervision, eliminate 95% of its NBC weapons over the next several years.

2) FWS shall pay reparations of $500 billion to Mobutoland over the same span in order to restore the Mobutan monetary reserves and compensate for the horror inflicted upon their citizens.

3) FWS shall pay the previously offered reparations to Chellis for the loss of civilians.

4) FWS military purchases shall be limited to $50 billion per year (OOC: And I mean Great Matean year, which is 21 RL days long) for a period of 4 years.

5) FWS shall engage in no form of offensive military action without coalition permission or supervision for a period of 10 years (OOC: Again, Great Matean years).

The leaders of FWS shall have 48 hours (OOC: RL hours; FWS player has two days to respond) to respond to these demands. Failure to agree to these demands, or failure to respond, will result in the operations being carried out as planned.

I agree to all of the concepts of the terms but would like to smooth out some minor details...

1) I will limit foreign military purchases to 50 billion... But that means I can just have FWS Defense Corporation make all I need for me. Right?

2) Mobutoland doesn't want reparations except for us helping rebuild all damages free of charge... Which will amount to just about 500 billion in construction fees, labor, parts, time etc.... We already began work. Indeed, Mobutoland agreed to let me keep the 300 billion in gold reserves as their compensation for their militants killing nearly 5,000 FWS farmers, and their stealing of our oil.

Mobutoland also agreed to abide by earlier treaties and limit their oil production so the price is kept artificially high (FWS likes the price about $34 per barrel... Mobutoland was making so much it dropped to about $19 per barrel)

3) 210 days??? That is insane... I agree with the concept, but shorten the time...

4) I'd be willing to eliminate 100% of land based nuclear missiles, and cut back on submarine based missiles... But we Fascians are simply in love with our Chemical and Biological weapons (Thought we're willing to halt all new production of Chemical weapons and biological weapons)...

But if you insist, the FWS ARMY will dispose of all Chemical and Biological Weapons... FWS Armed forces will dispose of them in a manner they deem appropriate. (They won't just dump them in a river, or fire them at people... Don't worry... We'll get rid of them if you insist.)

5) I already offered to pay Chellis money and he declined... My earlier offer still stands, if he changes his mind and accepts.

I am basically saying all your terms are deemed acceptable... But we need to smooth out some minor details. I suggest we chat via MSN/Yahoo.

Also, a major issue with FWS is that no foreign soldiers be stationed in FWS... At least no significant amount... Observers would be permitted though... But since you didn't raise this as an issue, I am thinking we're on the same page that no foreign soldiers will be in FWS.

In light of this, FWS shall be limited to $30 billion spending combined between foreign purchases and self production. There shall be no loop holes that permit FWS to further build their military. The purpose of this campaign was to strip your nation of the its ability to attack like this in the future, and stripped of that power you shall be. With your man power now limited, there is also no reason to permit the FWS military to spend such exorbitant amounts of money when it would be much better spent improving the standard of living inside their own borders.

5) OOC: Ok, maybe 210 days was a little harsh. But it's not like you're going to have a military to attack anyone with now anyway.

In light of the similar restrictions on FWS offensive actions recently established by Automagfreek, we shall shorten our limit on unsupervised Fascian offensive military actions to 10 standard years (OOC: 1 year = 7 days). However, any military actions after said term deemed to be ruthlessly aggressive or uncalled for shall be immediate grounds for the occupation of FWS.

These demands are the final demands submitted by the Matean government, and are not to be negotiated. They shall change only if the Chellian government desires so, so that they may reflect Chellian opinion.

Chellis would like to add a clause to number four, allowing him to train say 1 percent of his population in militia and reserve scenarios, and be allowed to arm these, in smallarms only mind you. This wouldnt take part of the FWS budget. However, there would be severe limits, and chellian, GM, or both nations would be allowed to fiercly observe and check your training of these to make sure they arent being trained for offensive or non-infantrey tactics, etc. Also, they would not be allowed to be better trained or equipped than your regular forces, to loop-hole the 600,000 limit.

Chellis also thinks that FWS should eliminate its WMD's, and if its so afraid of being attacked, it be allowed to spend extra money for a short period to replace those with conventional weapons, such as conventional explosives, missiles, and the like. Also, if you prove to be cooperative to this, FWS, im sure chellian and probably GM officials would be more likely to defend you from an unjust attack. That seems like very adequate defense, unless you plan on attacking others.

OOC: That says 600,000 limit of self-defense manpower. That includes private security that acts like mercenaries, like most do, and police forces who act like a national guard, which yours probably falls under.
