The Science Minister for Moozimoo today made clear the plans to build a train capable of 4000 mph. At first many nations dismissed this claim as a typing error, but it is in fact correct. This is how the train will work:

As you can see, it requires the construction of a massive tunnel below the sea. There are four tracks - two passenger, one maintence and one emergency. However, the most important factor is the vacuum which there will have to be in the tunnel. Without this, the train would be signifcantly slower, and if it did break the speed of sound, the tunnel would be ripped apart by the shockwave.
The train will link the country of Moozimoo with other nations in the region, and if any other nations wish to be linked, you will be required to pay for it yourselves. Construction is starting immeadiatley, and will take 10-15 years.
