Troop build up in French Guiana

My comrades, recent developments with TBD has made security on all Republics belonging to the U.F.S.R. increase. We have decided to have in position on the Republic of French Guiana(territory belonging to CL) 1 million troops for protection. We also plan to start building up a stronger mobilized armored forces and airforces their within the year. Louisiana's own Commander Derek Gaspard will command forces in French Guiana while General Steven Autin takes command of forces guarding Communist Louisiana and the Gulf Of Mexico during this time of crisis.

Many of the delegates begin talking to one another quietly

This decision comes after a recent event involving a TBD submarine in the Gulf of Mexico. You will be happy to hear that we have some 25 S-3B Viking's patrolling now and we have an area around 7 miles wide secured knowing that this is where the foreign submarine is.
