They are pretty much like heroes in Starcraft, vincible but a little stronger than the usual unit. Think Bruce Willis from Diehard

Butch from Predator
Ricco from Starship Troopers
McClaine from Diehard (as you said)
Agent K from Men in Black

Muktar examples:
High Commander Akan Muktar (Leader of Military, all but one Honor)
Field Commander Karst Kantina (Hardly any service time, but full Honors)

Strictly speaking nothing is "disallowed" it is just that there are a number of silent unwritten rules about what people accept.
Anyway as to your "heros"
As such they wouldn't make a huge difference in terms of military power but the use of extraordinary characters as part of an Rp narative is generally acceptable.
heros don't need to even be anyone spectacular just soemone who is in the right palce at the right time. Think aboutt he tom Clancy books and the likes of Jack Ryan, John Clark and Dmoningo Chavez. Ryan is no superman but things tend to happen around him.
these sorts of personallities make Rps more interesting and more personal for the reader.
think of them as narative tools as opposed to all conquering trump cards (unless of course it's a David Webber/John Ringo Character in which case the enemy automatically surrenders and flees).
