Dynamodery Considering Development of Nuclear Weapons

The nation of Dynamodery is considering development or purchase of nuclear arms. We would like any nation considering to sell nuclear weapons to get in touch with the leader of My confederacy - Dynamodery. If people do not offer us we will start a new nuclear arms program which will cost us over $50 billion (150 000 Dynamarks).
This high cost is the reason why we would want to buy nuclear weapons instead.

The weapons we will he purchasing will be for non aggresive purposes and we abide by all UN Regulations and Laws. We will be storing the nuclear weapons in a submarine but will also have land based nuclear weapons in nuclear bunkers later on.

The nuclear weapons we require must be between 100 - 200 killatons. The cost of these war heads should be under $10 million. We require roughly 100 war heads of these specifications.

Anyway, he can start one at this age, it's just that it would be bad form to complete one before he reaches 100 million people...

Well you won't be able to purchase weapons for under 10 million if you want them to come with a delivery system unless its a free fall bomb. Without a delivery system Belem can sell you 200 killion weapons for 9 million each.

The thing people don't seem to realise when they use this argument is that the above nations have been around slightly longer than new nations on NS. I mean, which one of the above nations built itself from absolutely nothing, and started a nuclear program in less than 2 decades????

The United Kingdom was essentially bankrupt, and had had many of it's cities destroyed by the end of the Second World War, so you could say they were starting almost from scratch, yet they were still able to construct nuclear weapons without any help from anyone else (the US passed a law forbidding the sharing of nuclear technology) by 1953, just 8 years after the end of the Second World War.
Israel began their nuclear weapons program in 1953, which is only 5 years after they were founded. They seem to have built their first bombs by 1967, just 19 years after they were founded.
In conclusion this idea that a country cannot possess nuclear weapons until they reach a certain age\population is ludicrous. Many countries with a population over 100million don't have nuclear weapons, indeed most of the countries with nuclear weapons have a population of less than 100million. The age arguement is similarly stupid, with many younger nations, e.g. Israel, North Korea, South Africa etc having nuclear weapons (or having had nuclear weapons in the case of South Africa, because they decommisioned them), while many older nations, e.g. Egypt, Japan, Greece etc don't have nuclear weapons (though admittedly Japan has a cultural barrier in the way of their production of nuclear weapons).
I'm all in favour of stopping new nations having nuclear weapons, but simply imposing an arbitary limit which is contrary to the evidence available in Real Life is not the way to do it. Instead, try to come up with a reason that actually makes sense ICly.

The hundred million mark is interesting. The concept is not placing any realistic capacity of a country to produce nukes per se, but rather making sure that new nations learn how to RP correctly before rushing in and getting nukes.

Its difficult to assess how good it is, but it is acceptable RP practise to allow new players to get used to the rules instead of allowing every new player access to weapons.

I usually waive the rule as long as the player is a good RPer and isnt too eager to actually use the weapons.
