In a small press room, surrounded by several Black Robe officers
President Luke McCowan, President of the United Confederate States of Hamanistan reaches into his pocket pulls out a folded peace of paper. he unfolds it, and begins to read.
"Some of you may have heard there has been a terrorist attack near the decks of Embassey Island. Well the rumors are true, there was indeed a terrorist attack where the apparent target was The Burnsian Desert's ambassador to Hamanistan. The ambassador is currently recouperating(sp?) in a secret facility on one of the islands, from a massive bruise on his left side. The terrorists have been killed, but it has came at a steep cost. Along with the terrorists, thirteen Hamanistani citizens have been killed and seven others have been wounded, or are missing. Now I ask that everyone bow their heads and say a prayer for those lost to us on this day...............................................................
This attack has brought the fact that our security forces are severly underpaid, undermanned, and ill prepared to deal with the obstacles that the current times have shown. Therefore I will go before Congress tonight and ask that all security forces for Hamanistan, not including the military, be comprised of the elite Black Robe troopers. The Black Robes have been serving the presidents of this nation from 1945 through the present, protecting them and giving up their own life to save others. All current security forces will be either re-trained to join the Black Robes, or will be laid off, with a years pay.
With that the President folds the paper back up and stuffs it into his pocket, and steps off of the podium with the reporters hurling questions at him.
