Trans World Airlines is offering a contract to have someone produce 52 aircraft. Here are the ones we need and their requirements:

15 Higher Class Aircraft
Supersonic
Some Luxury

10 VIP Aircraft
Supersonic
Defensive Capabilities
Moderate Luxury

5 Presidential Aircraft
Supersonic
Defensive Capabilities
Extreme Luxury
Strong Aircraft Body

Whoever can build a better aircraft with more options gets the contract.

We can supply 15 787 Hustlers for just 1.5 Billion USD. these carry up to 195 Passengers, and while a bit cramped, they have better luxury then you require. we can also sell you, for the same amount, 10 VIP versions seeting 105 people, but with a much higher speed and a weapons loadout of 7 AIM-9X Sidewinders.

The Kingdom of Crookfur can provide limited numbers of new biuld Concordes (with new engines, slightly greater fuel efficency, and fly by waire/glass cockpit). The interior is entirely modular allowing it to be reffited to your requirements. A full defensive aids system can be isntalled.
these new biuld concordes would be availble at a price of roughly $200million each.

We offer 2 further jetliner options:
The CFU-9 (A330-200) and the CFU-16 (A380, for when you want areally big aircraft), prices and specs availble on request.

What is being proposed here is that you could run a direct flight from Nova Hope city, the capital here in Nova Hope, to Lantana the capital of Tarqys. We would be willing to grant a subsidy to you for your providing this service. We are willing to offer you a subsidy of $3 million for every Noviet citizen you employ and $2.2 million for every Tarqysian you employ. We also don’t want you to exceed a ratio of 2:1 Noviets to Tarqysians on this route. We of course expect you to abide by all local laws and for accepting the subsidy we will give you a legitimate protected monopoly, on the Noviet side, for five years. (five RL days.) And as an added incentive even after the five years had past we will offer you first dibs at expanded service when the time comes.

To protect our national airlines and their industry we must limit your presence as an international one, meaning you will only have clearance for international flights to and from Lantana International Skyport - LIA - and other nation's international airports. We have a map of LIA and we will be happy to grant your airline dedicated gates/terminal. Though we limit your domestic abilities, we will go out of our way to provide more than adequate facilities for your international development.
