Dear Sir or Madam,
My name is Rahmkehr, and I am a Drakkiis. I am a member of the Johbanodrak Tribe, which is the dominant tribe of Tohdehnkiis. My king, the Mighty Nehh-ii, has asked me to invite you to our Daakdehnkiis Fohroii, or Mother Goddess Festival.
The festival is held during the Summer in times of prosperity, right before the Tohdehnkiis wet season. Though we do not have the tools and skills of other races, there is still song, dance, and food.
All heads of state and their families are welcome to attend the festival, though we request that you inform us if you decide to attend. Also, we would be interested in establishing formal diplomatic relations with your nations.
We hope to see you there.

The festival should begin when there is a decent number of RSVPs.
If any nation has linguists who would be capable of deciphering the Drakiis tongue without being taught it, I ask them to telegram me, the player, so we can work out a level of comprehension for the linguists. I imagine all the heads of state will get a crash course from '* during the festival proper.
