For far too long, rogue nations have used nuclear weapons at will, wiping out nations including Feazanthia with an all-out assault. In response to this and other uses of nuclear weapons, the Incorporated States of Sarzonia announces it is developing its own nuclear weapons.

We intend for the use of nuclear weapons to be solely as a measure of last resort and only in retaliation for the use or the attempted use of similar weapons of mass destruction against Sarzonia. However, we firmly believe that the ability to use nuclear weapons is itself a deterrant that prevents some of their use by some countries.

While we acknowledge the concerns of some countries, namely Five Civilized Nations, we believe our foreign policy record speaks to the fact that we will not use nuclear assault as a first strike. In addition, we are also developing a conventional bomb we believe will be the largest conventional bomb in the world with the largest possible yield.

We would like to discuss establishing dialogue with countries that have already well-established nuclear programs to further the implementation of our own. [OOC: We will not be discussing matters with the aforementioned rogue countries or with fascist or terrorist countries, so if you RP that, don't bother to respond to this.]

While we recognize and respect your objections with regard to the use of nuclear weapons, we have every intention of maintaining their status as deterrents, only to be deployed in the event of an attack using weapons of mass destruction.
