Statement of the Allanean Minister of War
As it is known, Allanea has always been a nation of marksmen. Eveybody owns a personal firearm of some sort of another. Children are taught marksmanship in schools.
This pervasiveness of small arms use (and more particularly, skill in defensive weapons) is so complete in our culture that it cannot but influence our military training.
Today, we begin the Heston-City Sniper College. It will become the single largest government-owned small arms training facility in Allanea.
To be admitted to the HCSC, one will have to have scored consistent high marks in Marksmanship classes while in school or to have other proof of skill.
The recruits will be entered into a year-long course, throughout which, they will fire at least 6,000 rounds of ammunintion each.
Together with the HCSC we will form the Allanean Sniper division, composed of 10,000 HCSC graduates. It is the single biggest unit of it's type in Allanean history.
HCSC graduates will either enter the Allanan Sniper Division or the sniper squads in the infantry brigades. We will note that while diplomas from private schools are sufficient for other units,
only and HCSC diploma will get you into the ASD.
HCSC cadets are considered members of the standing army.
At any given moment, the HCSC will have 20,000 cadets, 5,000 instructors and 10,000 supporting staff (all considered members of the military). Of these cadets, 2,500 per year (the best) will be recruited into the ASD, and the rest will be directed towards other units as snipers. We expect a drop-out rate at about 30%
