Secret memo to Hendrik Rhodes from General Walter Kruger

FWS Scientist Ivan Gregorov II (Head of FWS Bio-weapons program and Bio-organic weapons program), son of Ivan Gregorov I (head of FWS chemical-weapons program).


Dr. Gregorov II has requested that over the next 8 weeks, he will need 50 billion dollars for the T-Virus development. He states if the money is given to him and his teams that he will likely have the virus ready for testing in 8 weeks (real time). He furthermore states that Project-Hunter is progressing satisfactorily and expects actual field-testing to begin in 12 weeks (real time). However, he states that this is contingent upon increased funding to LAB-Z.

He also requests more Ebola samples be sent as his work is heavily based on theories of Ebola. His T-Virus will eventually killed everybody who it comes in contact with. Those not killed by the virus will eventually by killed by the carriers of the virus. The virus will remain airborne only for a few moments, however the carriers will transmit it to others via the blood.

Lastly, the doctor is concerned about lab safety. As you are aware, the lab is a great distance from the front, and is 7 miles below ground, in what used to be a diamond mine and is now a heavily fortified self-contained bunker complete with its own power plant and air filtration etc (It is basically like your bunker sir, only the lab is deeper)... He is concerned that the enemy could learn the location of the bunker and attempt to storm it with ground forces. Therefore, he suggests that the entrance be sealed after supplies for 24 months have been moved into the bunker. He feels that should FWS forces be unable to hold the river, that certainly within 24 months FWS will be a free nation again and all foreign invaders would have left by then. The cost to move the supplies has been calculated into the 50 billion in funding he is asking for. He also is requesting 22 doctors from around the nation be sent to the bunker to help his work. Amongst them are some of our brightest biochemists, biologists, geneticists, etc.

Your project T-Virus is an inspiration to us all. You are truly a genius. I am however curious as to how exactly the virus will work. Do not shy from using medical and scientific terminology as I have a basic background in chemistry and biology, as you remember I attended the Commando Academy. Also, we have procured all the funds you have asked for and even have an additional 200 billion for any extra expenses you might incur. Also we are working on funding for the Hunter and Tyrant prototype projects.

Dear Emperor,
The virus works by causing rapid degeneration of the central nervous system and rapid cellular deterioration. Once the infection reaches a certain rate, the infected will collapse to the ground, they will appear dead at this point. For all purposes, they are dead at this point. While they are in this state of what is actually a hibernation of sorts, the virus takes full hold and spreads throughout the host. A short time after, the DNA has been altered and the main purpose of the host is to feed. The host will rise from the hibernation and will seek out and attack those that are uninfected. Thus the virus spreads. Those infected will be immune to fear, pain, emotion.

They are essentially walking dead. They will be incredibly difficult to stop with small arms. Our experiments show that as many as 15 pistol shots may be required to stop one Walking Dead. So far we have determined the most effective way to stop them is massive trauma to the head or severe loss of blood.

They do not respond to verbal communication, but they can hear and smell. They are particularly attracted by the smell of blood. The Hunter prototypes are even more resistant to damage, requiring as many as 20-30 rifle shots to kill.

Most resistant is the Tyrant prototype, which I shall discuss in detail. The Tyrant is truly a monster. They are very expensive to produce and few have the DNA compatible with becoming a tyrant. The Tyrant is produced by injecting the T-Virus directly into living tissue. The host must be kept alive while the virus takes hold, hibernation must be prevented. The measures to prevent hibernation mean that each Tyrant costs a minimum of 10 million dollars. But the Tyrant is indeed a masterpiece, a work of art. Unlike the Walking Dead, the Tyrant can understand basic commands, but they are often dangerous to their commanders as well. Early combat tests show that the Tyrant can easily destroy several squads even a platoon of infantry before sustaining damage that results in his retreat to allow time to heal. Its wounds automatically heal. However while well-placed RPGs can be fatal to the Tyrant, small arms are essentially worthless against it. The Tyrant has no organ for sexual reproduction as these are cut away to reduce aggression; it is already so aggressive that controlling it is nearly impossible. But the Tyrant shows great promise. However thus far we have only been able to identify 20 people in Mobutoland and 30 people in FWS who have DNA that might be compatible with mutation into a Tyrant. I will send a list to General Kruger and he may arrange to have them detained and brought to the lab.

power and war is a fairly largish country. If i didnt buy anything (just paid the cost of maintaining my existing forces) with my defense, id be able to afford that virus in large quantities.

Dear Hendrik,
Indeed research and development will be greatly sped up by this massive boost in funding. The first thing I want to do is to expand this lab into another of the abandoned shafts that the mining companies haven't been using in years. This will be costly as all labs are essentially hardened bunkers. I suggest you beging getting the construction materials and workers sent here immedialtey, building a bunker-lab 7 miles down in an abandoned diamond mine is no easy task. As to research in the current lab, my estimate is now somewhere between 3 and 4 weeks for the virus. 3-5 weeks for the Hunter. and 3.5-4.5 weeeks for the Tyrant.

Anticipating your request, we began weaponizing the virus hours ago. Also the RSBW Project is going quite well, we had about 100 billion surplus from the IG-Project and we just diverted it to the RSBW project. I will need 100 more test subjects though for it. Both Arabs and blacks are needed so that I can make sure the virus is properly tailored to each group. After successful completion of the virus, I suggest we give samples of the anti-Arab version to Israel, as they have been most friendly towards us recently.

FWS now has a prototype of Strain 1 of the IG-Virus (this is the T-Virus but just with a new name). Strain 1 has about a 91% infection rate. 91% of those exposed to the virus in the airborne form will contract the virus. Those attacked by carriers are guaranteed to become infected. Samples of the virus and other viruses are under study currently to tailor them to certain specific groups of people.
