Dawn of a new era in economics and government

As the 2004 Congressional and Presidential Elections in Germanicapan come to a close, the newly elected moderate left-center enthusiastic and charismatic Reform Party president from the state of Cydonia approaches the podium of the Germanicapanian Madison Square Garden (Germanicapan is composed of Americans, Germans, and Japanese people). This is an exciting moment as because no president has been elected from the Reform Party. Everyone is silent as he starts to speak about the future.
"Ladies and gentlemen of the Democratic Republic of Germanicapan, a new era is approaching this great land. The kind of free land where dreams are made that our forefathers could've only imagined. Recently, as you all know, we have been involved and associated with socialist and communist states in such groups as the CACE, TPC, and the ACA. But that is all done for! We will fight for a new Germanicapan! As your president for the next four years, I will vow to do everything in my power and your power to make sure that the moral fabric and the greatness of this land does not shatter or break like it has in the old America. We came to this land migrating from such industrialist nations of America, Germany, and Japan searching for new hope. But what we have found is only misery and pain done to us by a crippled economy left over by the previous socialist and communist system that has been imposed upon us by the old congresses and presidents of this free state. That is why I, George Hoffman of the Reform Party, am pleased to be elected your president and to serve you, the people, instead of the state. As you all know, communism and socialism are all about state control: control of the means of production, healthcare, housing, and many other things which have crippled our economy. Marx in the 19th century may have had some great ideas, but as we have seen from the fall of the CIS and Soviet Union and the fall of our own economy, communism does not work. I regret to you all that we have had to bear it for the past 45 years. Nevertheless, it is over!

This new congress, which is composed of 100 Reform Party members, 200 Social Democrats, 40 Republicans, 20 Democrats, 50 Greens, 15 Communists, and 35 capitalists will now embrace a new form of gov't that is neither 100% capitalist or 100% socialism. I like to call it "CAPCOM", mainly because I like to play video games and capcom makes great games, and more importantly, CAPCOM is a great acronym of the words "capitalism" and "communism" rolled into one easily memorable word. I believe this is the only true and effective way to satisfy both communists, capitalists, and even those in-between. In a capitalist society, people work hard for the advantages and compete, but that can sometimes produce some terrible results such as child labor of the early industrial revolution in America or sweatshops. Communism also is flawed, as too much state control of a nation can cause the nation's gov't to be corrupted with power and take bribes from corporations and become power-greedy, as we have seen in the past. Neither of these systems, when implemented totally, can work 100% without the help of the other system. That's where CAPCOM comes in. For example, in the CAPCOM system, workers will own the business and take control of it, but they will not receive the exact same pay. Pay will be decided by how hard you work. The harder you work in your specific job, the more you get paid. What this does not entail is that a person slacking off during an office job 24/7 will make tons of more money than someone who works hard at Mickey D's for instance."

"When it comes to healthcare, there is no real easy solution. You can have either privatized healthcare where insurance companies pay for your health care if you qualify and register for a certain company, or universal health care, which we all know, while cheap, is not that effective. Places like Britain and Germany have socialized health care, and while they can get free health care whenever, there's no real definition of what an emergency health crisis is, so there's a big waiting list for everyone who tries to, say, get an operation on their heart or a transplant, and people end up coming to places like the U.S. to get fast health care. It is also imperative that we do not tax our citizens to death with socialized health care by taking away over 3/5 of their income away via income tax to pay for it, because what is the point of working hard to make a lot of money if most of that is gonna be taken away every year by the government? And privatized health care is not perfect either. Privatized health care means that an insurance company or doctor or hospital can charge you anything for their services with no regulations, and insurance companies can increase your premiums anytime they want without asking you first. The cost of health care for many people is crippling to their income without insurance and that's why we need affordable health care that is available to all without nationalizing it. For my system, it would be proportional pay. Insurance companies would pay their fair majority share of your health care if you are registered to one of the companies, and income tax would be a little bit higher but not too much higher in order for the gov't to pay for it and the insurance companies pay for it as well assuring that every working american can afford health care. If you don't have a job, get one, so that you can afford it. Of course, I'm not gonna be insensitive to lower class people either by refusing an operation b/c they don't have the money. If an operation costs 1000s of dollars and someone who has a heart attack is poor or lower class, they will be referred to a less-costly doctor or if they qualify, their health care for the moment could be free.

We need cooperation and competition together. Some say that cooperation is needed in order to create a fair society but a "fair" redistribution of wealth, the elimination of private property, and getting rid of competition and the possibility of a variety of industries with multiple corporations and businesses only means bringing down society with the rest of the lower class into poverty. That's not what we want. We want to grow! We need growth. We need to cut down on defense spending by a few percent and up spending for things like agriculture, better and more affordable health care, government-regulation programs and some socialist programs but not too many, competition and cooperation paired together, and privatization of some things people may fear in order to increase productivity, bring up the economy, and increase efficiency.
That is why I am proud to be your president for the next 4 years and if my plan works out as planned and I please you people as much as I hope to do, you will reelect me to help you out for another 4 years. This also means that I am officially proposing to congress this very day that we remove ourselves from TPC, ACA, and CACE at once and develop market and economic growth on our own.
Integration, not separation!"
The crowd goes wild as he makes his 45 minute speech to 3500 lobbyists, politicians, and reporters while it is being aired nationally on The Real News Channel, GCBS, GNBC, and FOX. "The dawn of a new age in Germanicapan is upon us. Several economists and analysts say that this CAPCOM system just may well be the answer to all our economic problems. Will it? Will other nations follow suit in this newly proposed system as a means of combatting total socialism and total capitalism to couple the two together as one system and renew their governments? Will there be a CAPCOM revolution? No one knows for sure, and we have to only wait to see how things turn out. Barry Jeffwater, FOX News, Madison Square Garden."
