Hamanistan opens borders to international ambassadors

The United Confederate States of Hamanistan has recently finished construction of 235 embassies on Embassy Island. Therefore we wish to open our borders to the international community through the use of ambassadors.

Info on Hamanistan
The United Confederate States of Hamanistan is an island nation consisting of several islands in the Crellian Island Chain. The climate is tropical yet comfortable. The Islands have many different types of plants and animals, and have strict enviromental laws.

Info on Embassey Island
Emabassy Island is an island roughly fifty(50)Xone hundred and twenty-five(125) miles across and long. The entire island resembles an island resort with bustling cities tucked into vast tropical forests.

Info of Embassies
There are currently three(3) different types of embassies that have been constructed on Embassy Island. There are aproximately(sp?) one hundred sixty-four(164) four story embassies, thirty-eight(38) two story embassies, and there are thirty-three(33) five story embassies.

The four sotry Embassies sit on lots that are 75X50 acres. They consist of one four story main Embassy where all the work is done. This building consists of four floors of office space, and a basement which can be usd for storage of files, or for a bombshelter (god forbid). There is a 200x130 foot house for the ambassador and their family, as well as enough housing else where on the compound for 75 of their staff. There is a barracks that can house 50 gaurds, and there is a small armory, where only small arms can be housed. There are also other small buildings that can be used for a variety of things from storage of files, or small office space.


The three story embassies sit on a 50x40 acre lot. They have a main three story office building with a basement. There is a 150x100 foot main house for the ambassador and their family, as well as enough housing for 50 of their staff. There is also a small barracks able to hold 40 gaurds and a small armory for small arms only, there are also a variety of other small buildings.

The five story buildings sit on a 125x65 acre lot. They have a five story main office that includes a basement. The ambasador's house is 235x150 feet. There is enough housing for 100 of the ambassador's staff and a barracks that can hold 60 gaurds, along with a small armory that is only for small arms. There are also a number of small building that can be used for a variety of things.

All lots are inclosed with a 9 foot re-enforced cement wall with a steel gate on two sides, and each embassey has its own helipad.

This document provides the rules for the authorisation of the building of Embassies within the Diplomatic Precinct of The Holy Empire of Macisikan’s (now hence forth known as Macisikan) capital city, Arn-Maciska. For reasons of security 24 hours notice must be given to the Ministry of External Affairs in written format such as teletype, secured e-mail, or secured fax prior to the arrival or departure of Diplomatic staff across Macisikani borders. Travel outside the diplomatic compound must be escorted by Macisikani External Affairs [Secretariat of Imperial Security] personnel.
For conditions pertaining to consulates, where appropriate replace the word "Ambassador" with the word "Consul".
In times where the Cenobriach is female, the phrase "His Holy Majesty's Government" shall read "Her Holy Majesty's Government".

Rules for Diplomatic personnel and stations are as follows:

1. Extra-territoriality of Embassies
Embassies are considered to be extraterritorial. Macisikani personnel may only enter with the permission of the Ambassador.

2. Embassy Law Enforcement
Embassies are responsible for their own security and law enforcement. Embassies are permitted a small armed force up to thirty (30) people to accomplish this. No foreign nationals may carry weapons outside the Embassy compound.

3. Subjugation to Macisikani Law
With the exception of the Ambassador, and his or her immediate family (brother, sister, spouse, parents, children) and the Deputy Ambassador, all of who will be granted Extra-territoriality, all Embassy personnel are subject to Macisikani law outside the Embassy itself.

4. Expelling of Diplomatic Personnel
His Holy Majesty's Government reserves the right to expel any and all members of any foreign government at any time, for any reason. With the exception of active hostilities between Macisikan and the government in question, any personnel so expelled are secure in their persons and personal baggage until after they have been removed from Macisikani territory (in other words, if we expel your Ambassador, he still has diplomatic immunity until he leaves Macisikani territory).

5. Diplomatic Security Outside Embassy Compound
Diplomatic security outside of the Embassy compound is the responsibility of Macisikani External Affairs [Secretariat of Imperial Security] personnel and the Macisikani police. No foreign diplomatic personnel are allowed to travel unescorted within Macisikani territory. All foreign diplomatic nationals employed at the Embassy who object to this are free to live within the Embassy compound.

6. Electronic Communication Outside Embassy Compound
Each Embassy compound is permitted one, and only one, satellite communications station within the Embassy compound. Communications carried on this system may be encrypted or employ any other anti-intrusion measures the Embassy personnel consider prudent. All other message traffic must pass through the Ministry of External Affairs [Office of International Telecommunications] or be carried in the Diplomatic Pouch.

7. Diplomatic Pouch Communication Outside Embassy Compound
Messages between the Embassy and its parent government may be carried by one of the Embassy staff with Extra-territoriality in a Diplomatic Pouch- which may be no larger than a standard briefcase. This pouch will be secure against any search beyond normal non-invasive passive sensors. For safety reasons, the briefcase must be transparent to X-rays. Any anti-intrusion electronics within the briefcase must be demonstrated to Macisikani External Affairs [Secretariat of Imperial Security] personnel before the establishment of the Embassy. Any subsequent changes to anti-intrusion electronics must also be demonstrated to Macisikani External Affairs [Secretariat of Imperial Security] prior to its use being permitted within the Diplomatic Pouch. Any electronics within the Diplomatic Pouch that do not match the X-ray signature of the agreed-upon system will not be permitted entry. Embassy security personnel are permitted unrestricted access to the Diplomatic Security screening station before, during, and after the Diplomatic Pouch passes through to ensure that Macisikan is not attempting and electronic breach of the Diplomatic Pouch.

8. Communication with Foreign Nationals Accused of Crimes
Embassy personnel will be permitted to communicate with citizens of the Embassy's government accused of crimes within Macisikani territory. This communication will be monitored by Macisikani External Affairs [Secretariat of Imperial Security] and the Imperial police, and is not considered privileged information. His Holy Majesty's Government reserves the right to restrict any such communication in the event it may, in the opinion of the Ministry of External Affairs [Secretariat of Imperial Security] jeopardise National Security.

9. Diplomatic Vehicles
Each Embassy will be permitted to import two non-military vehicles for use by Extraterritorial Embassy personnel. Diplomatic vehicles will be considered part of the Embassy compound when in use by Embassy personnel with Extra-territoriality.

Prior to entry, any such vehicle will be thoroughly inspected by a team from the Ministry of External Affairs [Secretariat of Imperial Security] in the presence of Embassy security staff. All equipment installed in or on the vehicles will be demonstrated to TFS personnel. Any additional equipment installed subsequent to approval must also be examined by TFS and its purpose demonstrated. Diplomatic vehicles will be examined at random intervals agreed to by the Ambassador. Any alteration to the agreed equipment will be considered a violation of the Diplomatic Agreement.

In the event of a suspected crime or threat to National Security, the vehicle and its occupants will be detained in place while the Ministry of External Affairs [Secretariat of Imperial Security] requests access to the vehicle from the Ambassador. Failure to grant such access will constitute a breach of the Diplomatic agreement. Under these circumstances and in the absence of a state of war, the Embassy may send Security Observers to ensure that the vehicle is not searched or entered by Macisikani personnel as it is destroyed in place. The remains of the vehicle will be returned to the Embassy once destruction is completed. The Embassy will be closed and all personnel expelled once this is completed. The destroyed vehicle will be permitted to leave with the Embassy staff.

10. Diplomatic Personnel and Espionage
Any Embassy personnel engaging in espionage will be summarily expelled (if granted Extra-territoriality) or prosecuted within the full extent of Macisikani law (all others). Embassy personnel who escape (or attempt to escape) the supervision of their Foreign Affairs escorts will be assumed to be engaged in espionage.

11. Travel Restrictions Placed on Embassy Personnel
No Embassy personnel are permitted to depart Arn-Maciska for any reason other than to leave Macisikani territory.

It was an analogy. (I think thats the word im looking for.)

The Thearans were merely alerting you to the very real dangers of letting your people wander their lands without adequate supplies or a map; the only permanent structure in the country is our embassy, and the Thearans only pass by it once or twice a year.

The simple fact is that your people could wander around the nation for a number of months and never see a single Thearan, and they'd probably starve to death in the meantime.

Their "box" statement was made out of concern for your diplomats, and while it could have been phrased more delicately, they tend to be a rather blunt people.

But the reason you gave them was their nomadic culture.

Once again, we find your lack of tolerance disturbing, and urge you to reconsider, or at least clarify your statement to them.
