Recognizing that the Allanean and Edölian people cannot continue to bear the current bloodshed and that the warring sides are at an impasse,

The governments of the Free Republic of Allanea and the Socialist Empire of Edolia, as well as all other combative nations fighting on either side hereby agree to abide by the following terms:

1. All forces will immediately withdraw to pre-war borders, excluding the territory of The Prophet, now under Allanean control.
2. All combatants will agree to a pact of non-aggression, expiring in two months (July 27, 2004) [RT]. Any aggressive act on the part of any side will be construed as a violation of this treaty.
3. The Socialist Empire of Edölia, and all nations allied to it will recognize Allanean claim to The Prophet.
4. The Allanean government will agree to abide by an internationally recognized code-of-conduct when dealing with the people of The Prophet. Any violation of their natural rights will result in the nullification of this treaty.
5. All prisoners of war taken will be returned to their nations of order as soon as is possible.
6. A program of exchange will take place between the governments of Allanea and Edölia, whereby any citizen of either country who wishes to migrate to the other will be granted the right to do so immediately. Edölians living in Axackal who migrate to Allanea will have their property bought by the Edölian government at 150% of market value.
7. The government of Edölia will pay $526,000,000 in total compensation for destroyed property to individual citizens of Allanea due to bombing campaigns.
8. The Allanean government will recognize the claim of Haven nations over the resources of the Haven Straights.

This is the updated version of the treaty agreed to privately by Edolian and Allanean representatives.

In Allanea, Imperial troops marched with the rest of the Accord, many of them armed with musical instruments. As they marched through the town they sang both the Imperial national anthem and the Allanean one. When that was over, they all saluted thier comrades and prepared for thier next assignment.

"The treaty is severely flawed. It is the position of the government of the Democratic Arcologies of Feline that treaties should never include monetary reperations. Money can never make up for the loss of sapient life" said Foreign Minister Anafai. "Also, it is not in line with the official policy of the Democratic Arcologies of Feline of Axackali statehood. (OOC: I actually think I got the spelling right, correct me if I did not) This treaty is certainly not the treaty we would write. But it does bring peace. The Democratic Arcologies of Feline announces its intentions to sign and adhere to this treaty."

As soon as Allanean forces have verifiably withdrawn from Axackal, and Accord members have withdrawn from Haven, I will recommend to the Republican Council that my mandate has been fulfilled and order a withdrawal of all Retaliatory Guard from foreign territory.

3. Hattia does not, and never will, recognize territory taken through force (IE: Imperialism) as owned by the conquerer. (Allanea did conquer this I believe, if he didn't just ignore this part. This whole damn war was too confusing...)

7. If anything, Allanea should pay Edolia. Considering the fact that he started the whole thing.

Otherwise, it looks fine to us...

OOC: Although we ourselves are technically in civil and military meltdown and currently engaged in civil war, we nonetheless feel the treaty puts an *acceptable* end to bad business.

We ask that you sign the treaty anyway. We believe that at this time, the best course of action for Haven is to secure peace. The Prophet is a relatively minor concern as it is not economically significant. Furthermore, the money that we are using to pay the Allanean citizenry and others will come from the fund set up by Austar Union. Therefore, the money shall come from the Allanean government.

The Island States agrees to the terms and will call back it's four army groups. May peace be with us for a long time.

We will ratify this treaty, if for no other reason than we are tired of war.
