Not excactly. The US Special Forces Green Berets fills much the same function. Not only do they train soldiers form places like Columbia, the Philippines, Iraq, Afghanistan, and etc. But also they instruct NATO, and UN allies as well.

Although, it can be done. But there is also alot to offer to 1st world nations as well.
