NUCLEAR Feasibility Study Complete - PHOTOS and DECISION

As promised and previously stated, due to recent actions by foreign governments, National Commonwealth has pursued a study on the feasibility of a nuclear program. Our general conclusion is that a peaceful power generation program and small nuclear defense arsenal is in the best interest of the republic. As such, the RNC Legisstrom has passed allocation of funds and constructed a state-of-the art nuclear research facility in New Verum, our capital. This new organization is a new beurocracy, the Nuclear Energy Institute with a publicly elected board of supervisors. Here is a peak inside the facility:

Power Stations are being built. The first weapon, of the neutron variety, will be delivered in 3 NS years. After this date, pending a successful test, weapons will be produced in quantities of one per year. Only neutron weapons will be built.

Due to a breakthrough from our very intelligent scientist at the NEI, National Commonwealth is quickly pressing through with its arsenal plans. A small neutron bomb has been built secretly over the past few months following the study. The NEI board has revised the plan:

*The arsenal will be sequentially constructed until a quota of 700 neutron bombs and delivery sytems is met. (Estimated Completion: 5 years)

* :twisted: Our first weapons test will take place on a small, remote island of low inhabitance (we think)....in international waters....this evening. While the republic values most, morals and human life, unfortunately, in order to successfully test a neutron weapon, human targets must be available. And therefore this island is just right.

Well, as it appears, everyone approves of my plan. Therefore, the bomb is dropped tommorrow at 12:00 EST on the remote island of Templura.

No you don't. You can only conduct tests on your own territory. Not outside your territory.

What island...it is probally doomed. We should start evacuating the citizens before the drop. We have less than 12 hours.

No, the island of Templura?
Please do not pursue your own evacuation tactics. It would prove detrimental to our original, peaeful intent. The weapons test is to insure that the defense detterent is functional.

The NEI assures us that there are no major inhabitance on the island. Less than a hundred perhaps.

Our bomb is not even designed for nuclear devastation, but uses neutron particles to cuase painless and nondestructive death. In theory, there is and can be no radioactive fallout associated with these types of bombs, designed solely to knock out power and military personnel while keeping infrastructure intact. The weapons also allow the deceased to have proper honorable funeral arrangements with their families as there is no abnormal radioactivity following their use. I believe these to be the reasons the board chose this location and such design of weapons.

Now, becuase our own small territory (a Austrailian-style island) is too sparsely spread and substantially populated for a test, and this uncclaimed island is the only sensible location, the NEI board has reccommended annexation. The Legisstrom will vote on it today and is also considering evacuatory operations for island inhabitants and a costly organic replacement. We have pushed back the delivery until 9:00 PM EST 5/23.04, when decisions are final. We have noticed smoke departing from the chimneys of several embassys on Panxum Ave. in New Verum. Do not attempt to seize the island, which is less than 45 miles from our coast. This will be viewed as an imperialistic act to threaten RNC. We do not wish for an escalation to war, as for most in our nation, war is dishonarable.

The government has come to a finite conclusion.

*The island of Templura will be annexed as a new state of the republic, placing it within our territory.

*No concensus could be met on an evacuation plan for the isle. The island is too saturated with perilous terrain to properly rescue anything, and as such, no survey can be made until after the drop. We do not have the resources.

*The bomb (neutron variety) will be dropped tommorow at 9:00 AM EST, without delay on the new test site.
