It has come to the attention of the Turkic People's Qaghanate of Daylam that nuclear weapon usage has spiraled out of control lately. People use nuclear weapons with reckless abadon, slaughtering billions of women, children, and innocent men when a conventional invasion could save innocents.
Today, to address this problem, Daylam will be hosting a conference on the Use of Nuclear Weapons in War, or UNWW, to determine when it is and is not acceptable to utilize nuclear weaponry in war.
First of all, for those who refuse to attend because your want to keep your n00ks, this conference will no power for forcing or even suggesting that nation's destroy any of their nuclear weaponry. It is simply to lay down some guidelines for the use, distribution, and conflicts regarding the use of nuclear weaponry.
The UNWW will be hosted at the capital of the TPQD, Samarkand, in what was formerly Uzbekistan. It will be held in the Grand Palace of the Qaghan, which he has not used for some time. The Qaghan will be leaving command of his armies in Xinjiang, leaving full control to General Rao, to attend this conference.
