<Memo from President of the Federation Colin Wixted to all nations>
Last week their was a war between Feazanthia and Doujin. This war resulted in the carpet nuking of all of Feazanthia. After intensive investigation by UN personnel using robots to gather samples and a review of radar and Early Warning System data the Federation of Morathania has concluded that the following events took place:

First, their was an attempted nuclear strike on Feazanthia by Arba. This was thwarted by the use of anti-missle systems and aircraft interception.

Next, after the attack by Arba, Artitsan nuclear weapons were launched and made to look as if they had been a second attack from Arba. The UN team, headed by Morathania, and the Federation Military concured on this scenario after looking at samples from around the blasts sites brought back by special robots.

In conlusion the Federation of Morathania Artitsa responsible for the nuclear devastation of Feazanthia and calls upon the United Nations and the all the Nations of the World to take action against both countries that launched nuclear attacks on Feazanthia.

Therefore, the Federation of Morathania is starting sanctions and a trade embargo against both Artitsa and Arba and is going to consider harsher action. I hope that all nations will find this deplorable and also declare sanctions and trade embargos against these nations and will also work together to bring a harsher punishment upon Artitsa, Arba or both. Recently, an investigation discovered that the rogue nations of Arba and Artisan launched the carpet nuclear assault that eliminated Feazanthia from the face of the Earth. Their act of naked aggression cost untold millions of lives and needlessly jeopardized the health and well-being of citizens the world over.

That despicable attack is an insult to free people everywhere. We cannot allow the politics of intimidation and nuclear holocaust win against what is right and good in this world. I ask for your support with strategic, logistic, and military aid as we work toward ridding the world of the theat of those two rogue nations launching further nuclear assaults.

The Commonwealth fully supports the actions of Sarzonia and the coalition. We demand (1) a full explanation by Artitsa, (2) reparation totaling the amount of damage and human suffering caused, and (3) periodic UN Atomic Agency inspections, as both nations have shown their utter lack of responsibility in using WMDs. While, we hesitate to use armed force, negotiations are not an option. This vile act that has annihilated an entire nation and its inhabitants is unacceptable. However, further action has not been ruled out. Meanwhile, a full economic embargo has been placed on Artitsa and Arba and we urge the international community to do the same. President Mike Sarzo sat in the situation room in the Gray House, having a meeting with Vice President for Defense Terrence Wilson, Rear Admiral Marcus Patinkin, and various generals in the Sarzonian army. The air was rife with tension.

"Right now, it doesn't look that promising," Wilson said. "We've got two countries that have agreed to support us with military but our combined populations don't even come close to one of the two prospective enemy countries. I'm afraid unless we get more and stronger countries together, we'll be up a creek."

"I wouldn't necessarily say that," Patinkin said. "If we can slap a blockade on one of the two countries and then hit 'em before they have a chance to coordinate their efforts, that might work."

Heads turned as the normally cautious Patinkin showed uncharacteristic daring with his statement.

"Marcus?" Sarzo asked. "Normally, you have to be cajoled to get us into action. That's one of your better attributes."

"I know, Mr. President..."

Before Patinkin had a chance to finish, Mike leaned in slightly and smiled.

"Marcus, you know you can call me Mike."

"Um, Mr. Presi-- Mike that's going to take some getting used to," Patinkin said. His chuckle lightened the tension in the room.

"As I was about to say, we've proven that we can get a lot done against slightly more powerful countries," Patinkin said. "I'm certainly not going to advocate jumping right in, but I don't think we should back down totally if we don't get a larger coalition together."

"We're going to have to figure out something," a general piped in. "Even if it were just one country against our coalition, we'd still be hard-pressed to win the war even if they just used conventional weaponry."

"We had the same problems against Holy Panooly, remember?" Sarzo said, interrupting the talk. "We're not going to be in the business of being the antagonists, but we should still be ready to do what's right if we're in the right.

"On to another subject, what are our demands for surrender terms?"

"Judicious use of their nuclear arsenal," Wilson said. "I don't think we're in a position to dictate terms to them."

"No," Patinkin said. "With all due respect Mr. Vice President, those countries haven't shown the restraint they need to be able to control their weapons of mass destruction. I say total nuclear disarmament."

"Are you crazy?! Newman snapped. "They'll never go for that."

"Let's not even give them a choice," Sarzo said. "If we can build that coalition, we will be in a much better situation to dictate terms. If not, let's use that demand as a starting point. If we have to negotiate, I'd rather start there and then work our way down than start with some weapons and try to drop down."

"But Mr. President." Wilson said with a sharp tone that quickly changed when Sarzo glared at him. "How are we going to get one country that size to back down, let alone two?"

"Remember, we're not going to go in on this alone," Sarzo said. "Also remember that we can and should negotiate from strength -- or presumed strength. They don't have to know that we're as small as we are. Besides, our defense forces should be able to knock down a bunch of ICBMs if either or both countries decide to launch them. Besides, Mark and I can probably convince them to back down if need be."

Wilson shook his head, still doubtful. But Sarzo, showing a quiet confidence that belied a nervous feeling calmly said, "this meeting is dismissed."

Sarzo walked back to his office in the Gray House. He was about to draft a letter to the two rogue countries that would be signed by the presidents of the coalition.

Doujin points to the fact that right before Feazanthia agreed to a summit, they fired 200 missiles at our forces - and before the government itself could relay a message to stand down, the Admiral in charge of the fleets took rightful action and made a show to the world - you do not fire on a Doujin vessel and not expect to be beaten back like the pesky fly you are.

On the request of its close ally Muktar the nation of Nellisland will help. Nellisland will also petition for other nations is USN to help.

A kind thank you to all countries that support mine and Sarzonia's actions against these two rogue nations. I do not think a full investigation of the de facto ingaugement of Feazanthian and Doujini forces is what were looking for all the nations Morathania and Sarzonia represent are looking for justice and we want to send a message to Arbra and Artitsa. If we need to embargo we will, if we need to blockade we will if we need to go to the UN we will and if we need to fight to rid the world of these poor excuses for countries we will. If I may ask because I don't think I have the full idea of the situation, would someone explain to me why we are doing this, what exactly are we doing and when will we begin doing it.

Statement by the Minister of State:

The Commonwealth of McQuaide, being a small and peaceful state, desires to condemn in the strongest possible language the use of nuclear arms. This particular action was deceitful and deplorable.

The Commonwealth off McQuaide will immediately join a total and complete embargo of all goods to and from the states in question, and is hereby imploring any McQuaide citizens in said states to return to the Commonwealth post haste. Furthermore, the Commonwealth desires to commit the following resources to any peacekeeping or rebuilding operations:

1x Mobile Medical Hospital Battalion
2x Reserve Military Police Battalions
1x Reserve Command, Communications, and Control Battalion
1x Reserve Logistics Support Battalion
15x Merchant Marine cargo/transport vessels

These units, although small, should provide some humanitarian assistance in the region affected. However, they will not be immediately authorized to participate in any offensive military operations.

In regards to the possibility of military action against the states of Arba and Artitsa, however, the Commonwealth desires to call upon the international community to exhibit restraint. The Ministry of State is proud to offer the McQuaide capital of New Dublin as a possible location for a peace summit, should the states involved desire a location for such talks.

Me and most of the other Antarctic nations strongly support the embargo upon the nations of Arbra and Artista. Morathania, if any kind of support is needed whatsoever in this embargo, you can rely on the Snowy Antarctic nations to help.

Gaia Rodina, the hasty actions of Doujin against the 'ex'-nation of Feazanthia have not gone unnoticed, so you are not to worry.

The nation of Kikoskriat, knowing that the actions against Feazanthia involing it's carpet nuking are despicable, is also putting up sanctions against those two countries mentioned. We fully support all other countries who have also put sanctions up.

But this embargo will only get us so far we must stand up against these rogue nations and use any type of force to make these terrorist nations stop their inhuman practice of carpet nuking. 2) Are you blockading me or placing an Embargo on me?

3) If you ARE blockading me, you have 24 hours to move your ships, or they will be towed... to the bottom of the Green Sea. If you are blockading me, I need to know ship numbers, types, locations, and etc. Im not one of these wussie nations that will crumble from a blockade, since I tend to trade only with my land neighbors.
