President Fletcher, leader of the Communist Democrat Party of Technocracia, would like to make the following statement:

"Comrades of Technocracia, and of our other brother nations. A crime has been inflicted upon the innocents of the Eurasian blok, where our nation is based. A henious crime, committed by those who seek to undermine socialism and international democracy and good-neighbourlyness.
I of course refer to the so called "pirates" that have attacked various vessels, leaving 64 Technocracians dead, most of these soldiers and sailors. We can now reveal, with evidence from our Yibokian friends, that this was the work of none other than PHALLANXIAN SPECIAL FORCES". He finishes the sentence slowly, to wait for the news to sink in, before he continues:

"Technocracia finds these actions hostile and cowardly. For this reason, we are recalling all Technocracian troops currently on foreign duty on international (NS Forum) matters.

The Phallanxian government is a ruthless, dictatorial anti-communist and anti-socialist regime, which was to cowardly to admit to attacking us. However, whilst we consider what action to take, we will return all our armies to our homeland. Most of them have now left our glorious Socialist nation, however 17 Phallanxians did not leave Technocracia before the deadline and so have been arrested, though they will be treated humanely. We have also successfuly moved our fleet into waters surrounding Phallanx and request permission to let some of our planes land in Yibokian air bases, as if a strike against Phallanx is to take place, then we must be ready.
However, citizens of Technocracia, BE WARNED! For the enemy may decide to attack us first. Therefore Technocracian citizens are requested to take place in air raid and nuclear drills as if they were real. We advise all Technocracians to stand by and fortify their homes, as it seems at this moment that a major blok conflict will erupt as tensions have long threatened to boil over.

Yibokian Forces, the defenders of Eurasian Water, have moved up to form the mainstay of the battle line along side Technocracia. We have deployed both the Northern Fleet Alpha and Beta to combat this threat.

The Technocracian government is extremely frustrated at the lack of progress from Phallanx in providing any proof or presenting any suspects in the latest case. Therefore, our fleet is preparing to remain in blockade around Phallanx for the long term. We are occupying the smaller islands outside of Phallanxian waters, and building small bases on them. Technocracia is now at Defcon 2 alert.

Several more ships have moved to join the blockade:
12 Trotsky Class destroyers
2 NKVD frigates

We are extremely dissatifised by the actions of the fascist Phallanxian government and continue our embargo of all trade to Phallanx. Technocracians are also barred from visiting Phallanx, and no Phallanxians are allowed into our lands. 12 Phallanxians are still under arrest, as they failed to leave Technocracia.

Yibokian Forces are rapidly constucting make-to docks on some of the smaller islands around Phallanx. In some cases, entire prefab units are being airlifted by chinook carriers from Yibokian hives themselves. We invite any coallition vessel to dock and refuel if needs be, as well as giving crews some R&R if we are here for a long time.
Priority on docks will be given to damaged ships.

Thus far, neither Embrelion Mountain nor Proctos have been willing to take Phallanx at their word. Proctos has positioned their army (I forget the exact numbers) to prevent any further attacks from Phallanx, but are willing to wait for Phallanx to provide an explanation for the pirate attacks.

Embrelion Mountain has, as of this point, still not deployed any troops into the area surrounding Phallanx, but are instead focusing on the home front and insuring that no foreign army will be able to force a landing on our shores.

Also, Embrelion Mountain has tripled their forces in the waters immediately surrounding their nation, as the number of blockade runners trying to reach our ports has intesified seriously in the time since Phallanx's involvement came to the forefront.

The phallanxian government has begun a full investigation of these attack as has begun to uncover a neo facshist splinter faction within the phallanxian government. so far inquisitorial troops have made over 200 arrests including 2 members of the ruling council of 12. we are currently waiting for officials form proctos and yibok to arrive and oversee the investigation to prove that the people responsible for these attacks are being punished

Now the investigation into the piracy has been completed the 324 traitors are taken to the firing squads this includes 4 members of the council of 12 who wanted to take power and raise a Nazi state within the blok to oppose the socialist alliance. Along with a further 50 high ranking members of the government.

The Special Forces have been reorganised and placed out of control of the government also they will only be committed if the entire council of 12 agrees to their deployment.

Phallanx is willing to pay for the cost of repairs to or the replacement of vessels damaged by the pirates also $1000000 to the family of each sailor or solider killed by the pirates and $500000 to those injured by the pirates.

We have since been threatened by Phallanx that if our ships do not move, they will be sunk. The communist party feels this goes against good international and Eurasian Blok relations and so we are strengthening the blockade. Our forces are now on constant alert and are ready to deliver a counter attack. We will not respond to terrorist threats from rogue states such as Phallanx. We also have the backing of many of our Socialist friends, whom we thank, and an unlikely treaty wit Yibok, whom we also thank. We have no intention of capitulating to Phallanxian demands.

Why would you class Phallanx as a rogue state. there was a rogue element to our government which after it ordered attacks on allied shipping was purged and no longer exists. the reason for technocratias blockade it to stop furthur pirate attacks however as the polititicans responsible are now dead there will be no more attacks and this blockade is unnessassary and is harming Phallanx's Economy. You gave us NO requests. You threatened us ONCE, and NEVER, EVER made a peaceful request, apart from where you watered down your threat to make it look like a request on the forum, when in fact it was a threat.

We refuse to back down until we are sure you are not lying. If you attack our blockade, we shall declare war on your nation.

We would like to remind Phallanx that the Yibokian and Hogsweatian navies are also present in the blockade, and not just Technocracian forces. If you attack our allies, this will count as a declaration of war against us. We warn you our fleet is very strong, and you will have a significant amount of trouble sinking it. The Mattvian government is sending 50,000 standard troops, 50 cheetahs (air craft) 20 standard tanks. And 70 Super Donner Do 17s. As well as the 3rd nuclear submarine fleet. You declare war on Phallax, you declare war with us.
So stop the blockade!

We will not back down to military demands or pressure from Mattvia or Phallanx. We WILL withdraw the blockade IF and only IF we are satisfied that Phallanx will not threaten us again. We must ask that Phallanx's navy be restricted as we fear that, as soon as we leave, we shall only be attacked again. Hence, we will not leave until we are certain the Phallanxian navy will not be able to strike again.

However, we are aware that our sanctions may be harming the innocent people of Phallanx, the workers. In order to show this is NOT against them, we will permit aid ships to pass after they have been searched, but only if they contain aid for the workers of Phallanx. If they contain anything else, they will be sent away. With Phallanx's permission, we will also airdrop food supplies to the civilians in order to show that we are their friends, not enemies.

The only quarrel we currently have with Technocratia is their unjust navel blockade of our nation. The fascist who ordered attacks on allied shipping in the Blok have been executed for their crimes. We request that Technocratia remove their blockade once again. We will not reduce our navy under any circumstance as this is a threat to our nation and our ability to defend ourselves. The Phallanxian government was not responsible for that attacks but a few extremists why is a whole nation being punished for the actions of a few.

I do not wish to go to war with other nations in the blok but your un-cooperation is forcing my hand. I will extend the deadline by 24 hours as a gesture of goodwill to show that I don’t want the war that Technocratia appears to be trying to provoke.

The navies floated into position, almost 80 Ships of the Muscovian Defence League alongside their Technocracian comrades - a great sight.

Because of this threat, we will refuse to move our blockade. We will remove the blockade, as soon as we are sure that:

A. Phallanx will not repeat the attacks

but mainly

B. When we stop receiving THREATS from BOTH Phallanx and Mattvia.


We are willing to make concessions and gradually withdraw the blockade IF we are sure it wont happen again. We would like to know how Phallanx plans to stop another extremist faction from doing the same thing? We would like to see more government regulation of the special forces and navy.

Any more direct threats such as Mattvia's will result in a Technocracia declaration of war. This will not be solved through idle fascist threats.

The spies from Embrelion Mountain report that Mattvia is not a threat. The nation is small, their influence on this conflict will be negligible. Should Phallanx come out on top, they will owe a great debt to a small nation in a small region... a region where the total population of all nations scarcely equals that of Embrelion Mountain itself. If Phallanx is defeated, however... well, we will handle the matter of having the eastern end of the Gulf of Eurasia and the Southern Sea UNPROTECTED later, should it become an issue. Regionally, I think that action needs to be taken on the part of the Eurasian Blok, before we slip into the worst status of all, anonymity.

To the nations on either side of the blockade, please stop throwing words back and forth... if you intend to have the war to end all wars right here and now, go for it. Our great nation is developing a collective headache from the recon in and around the Phallanx coast.
To keep potential conflict in Phallanx from spilling into the Blok as a whole, we ask our allies in Chilly to deploy their fleet to the west of the blockade as we will deploy ours to the north, to ensure that ships involved in the war do not retreat into Blok waters without a resolution to this conflict.

Technocracia itself does not want a war with Phallanx, had the nation which committed the pirate attacks been a non-blok nation, then it is likely we would've invaded immediately. However, in the interests of Eurasian Blok peace, we have delayed any attack or invasion in favour of a more peaceful blockade. Therefore, we will not withdraw until Phallanx finds a way to show us that another splinter group of special forces will be able to do it again. We want some form of security and we want the Phallanxian government to ensure it never happens again, not just getting rid of those responsible this time. As soon as Phallanx begins making moves towards this happening, we will gradually reduce the blockade in strength. However, if we are threatened again, then we shall deploy more forces and if one more threat is thrown our way we shall refuse to move the blockade until there is a regime change in the nation responsible for making the threat.

The nation of Yibok would like to ask the diplomat from Mattvia to explain how 20 whole standard tanks are going to aid him in any way, shape or form in a naval conflict.
So you sent a whole submarine unit...my entire army is submarine based, aircraft carriers included, and so you are most likely outgunned by one of my fleets, let alone the two in the blockade, or the three reserves held back within regional waters. Any act of aggression will be met with the full, blunt force of my fleets against anything without a recognised marker beacon operating on it (ooc: any allies of myself or technocracia will have received correct transmission codes on entry to the blockade.)
Phallanx, we have no wish to harm your nation, but we will stand by the blockade until Technocracia leaves it, purely now due to the "bring it" factor of Mattvia's threats. Yibokian High Command finds it highly ironic that when a peaceful solution was so near, your new best friend chose to rub us up the wrong way.

The troops will stay, in case of any type of invasion. We did not want to course trouble, but we did, we will not aid in a blockade, we are to be peace keepers (OCC: that's funny coming from us, we nearly started a nuclear war! But we do mean it this time). There will now be a total of 4 aircraft carriers, all armed with cheaters and 6 battleships. Seeing that Mattvia's threats were as hollow as they sounded, Reichscommandant Haber laughed...The pitiful remainder of the Mattvian fleet would be haunted by fleeting contacts on their radars as Yibokian u-boats speed through their range.
'If the crew panic every time a contact is made, they are not going to get any sleep for the next few days.' thought Haber gleefully as he crossed the bridge of the huge Leviathon. 'And should they be foolish enought to attempt to attack our craft...hmm...' he mused. He knew full well that just outside radar ranges of the 10 Mattvian craft sat 4 whole 5-strong Wolf Packs.

*Dawn breaks across the sky, and on the bridge of Proctovian vessel 'Ray of Hope' Merchant Captain Peterson surveyed the horizon. Phallanx was looming into view, and they had made no contact with any hostile craft. He sighed with relief as he saw the land looming up to meet him, when his Lookout cried a warning. Then he saw the breakwater against the squat grey tower appearing ahead of them.

"ALL STOP!" he cried turning to his 1st officer, he said "get the lifeboats ready, and get the aid workers and doctors ready to leave."

As the ship slowed another u-boat appeared along side, and a launch set out from it containing 6 men. They climbed up a rope ladder that was thrown down to them and the officer approached Peterson. To Peterson's suprise the stocky man in the grey stormcoat saluted, and spoke.
"I am Lieutenant Krellsburg. I am here to inspect your cargo for any contraband."
Peterson nodded, suprised by the civilty of the Yibokian, and one of his men showed the inspection detail down to the hold. An hour later the officer returned, threw another salute and said "All is ok here, here are the necessary papers, and the days transmisison code. You should broadcast this for today only, and you shall not be bothered again on this trip."
The detail returned to the u-boat, and the two submarines sped away, watched by the crew of the Hope, as it was not every day one saw the grace of Yibok's navy

The Technocracian Communist Party has announced that it wishes to continue negotiations with Phallanx as to the situation of ensuring that making sure there will be no more extremeists in power. President Fletcher said this today:
"We are more than prepared to begin withdrawing the blockade, and becuase of the precautions Phallanx has taken to prevent it from happening again, we have once more withdrawn 20% of the blockade, though we remain vigiliant due to the agressive threats made by Mattvia, but we also are glad that they are slowly withdrawing their forces and helping defuse the situation.

However we do make 1 request to Phallanx. We ask that we be allowed to travel to Phallanx and observe this new inquistion and how it works to stop extremists. We simply wish to ensure that it is a viable force to prevent the interference of extremists factions in Phallanx. If this happens, we shall continue to reduce our blockade until the situation is completely defused, and we are now confident of a peaceful outcome"

The High Delegate received news from the "Assent to Truth" today that the blockade of Phalanx continues. Crowds gathered around the central government building in Proctos Prime this morning in preparation to collect their compensation from Phalanx.
"You think I can use this money to buy back my loved one!? I've lost something that even millions of Proctavian Pounds can't replace!"
There were other outraged citizens in the plaza as the High Delegate gave his speach:
"Citizens of Proctos. Those responsible for the crimes against our people have been brought to justice. My condolences go out to all the families affected by this tragedy."
The High Delegate was said to have sent this message to the Technocracian embassy.
"We, the Proctavian people, no longer support the blockade against Phalanx. Justice has been done, and those responsible have paid for their crimes. As socialists, you will realise that this blockade only causes the ordinary Phalanxian people to suffer. We feel that this is now becoming a humanitarian issue.
To reflect the fact that we no longer support this blockade, our naval task group is being withdrawn.
Also, we will be sending in aid teams with five cargo shipd full of food. This will be given directly to the Phalanxian people. Any interference with this convoy will result in swift military action against the aggressor responsible.

Whilst we realise that you are unhappy with the conclusion of this dispute, you must realise that the only alternative is a complete Blok war. If you are the nation responsible for starting such a conflict, it will regrettably result in our withdrawal from the treaty which we signed.

The Proctavian people wish to express their concern for the ordinary people of Phalanx, who are suffering most from the food shortages caused by this blockade.
We have sent in cargo ships full of food and several humanitarian aid teams to prevent a catastrophe. The Proctavian aid workers request that other nations join in the effort if the blockade does not end soon.

John Myers, Chief Aid Organisor, gave this statement.
"Phalanx was initially blockaded because they were the source of these attacks. However, this has turned into an effort to starve Phalanx into submission. This can only have a detrimental effect on the ordinary people of Phalanx...and will leave the government unaffected for some time to come. We beg of Technocracia and its allies to stop this human catastrophe...many old people have died as a result of hunger in some inland areas of Phalanx."

Phallanx would request that mattvia makes no more threats as we are trying to resolve this confilct peacefully as we have no wish to see Phallanx or any other blok nations melted down to beaded glass which is where this could have easily gone.

We accept that this blockade is causing problems to the ones we are trying to protect: the workers of Phallanx.

Therefore, the Technocracian government will be reducing the blockade by a further 20%, making the blockade 40% reduced. We look forward to being able to inspect Phallanx's inquisition and if all goes to plan, by tonight another 20% of the fleet will be withdrawn.

Also, to show goodwill, we will send in 10 aid ships with food and medicines for the WORKERS of Phallanx.

We are glad this debate has been concluded diplomatically and we thank all sides involved.

After the extended periods of patrol duties, and supplies running low on most ships, the stir-crazy bordom risks set in. Haber wiped his brow in relief that Technocracia was pulling back.
"Send those vessels that have been out the longest back home Lietenant." He ordered, and 40% of Yibok's presence melted away into the gloom of the ocean.
He hoped that he would soon be following them back to the massive, cathedral like docks of Yibok Prime.
