we need fixed or mobile artillery with a minimum range of about 350 miles. what we rreally need is something that can launch a 5 or 6 foot long Canister containing Mustard Gas over Enemy lines.
we will pay up to one billon dollars per piece.

Thats not artillery you are after, thats a intermediate range missile system.
I have a vague idea for a truck mounted tomahawk launcher but from your requirmeents what you are really looking for is a Scud style system.

OCC: There was a special on the history channel about a peice of artillary that could shoot a shell quite a few miles. It was made by the guy who designed artillary peices for NASA to shoot into the upper atmosphere for a cheaper alternative to launching rockets and all that. But NASA stopped the funding and the guy went to work on the cannon for Saddam.

The doomsday gun? they made a movie about that. Straight to Tv. Not the point though.
What about project Orion? Small nuclear explosions which can propel whatever used far, far further than a standard artillery piece, technically more efficient than rockets. Consider that.
