Sweeping Changes in Theohuanacu

OOC: After I received this nation from HP a few weeks ago, I decided to finally do something with it instead of leaving it just sitting there.

IC: A short while after the Holy Panoolian government turned over the state of Theohuancu over to Kelonian control, the interim leader and Kelonian foreign minister Dimitri Onoshin has declared that there will a full-time governor of the region within the next month - The appointment will be made by Premier Romaninko on the advice of the Kelonian Board of Governors and representatives of the native Theohuanacuan people.

The candidates are:
Dr. Uwe Illin - Government advisor to Dimitri Onoshin and an expert in the Panoolian area - A doctor of philosophy, he is also in the running for the governor of the Gurov region in western Kelonia, having lost the last round of governorial elections in that province.

(+) Is an expert on the Panoolian region and it's peoples.
(-) Was voted out of the running for Gurovian governor due to perceived racist and imperialist views.

Mihail Romaninko - Premier Romaninko's son and professional psychologist, with skills in sociology, too - his inexperience in the area could be his downfall, as could his age, as the people may not view a man in his early 20s as sensible enough for the post of governor in such a potentially volatile region, but his father's influence could get him the job.

(+) Young and eager, and with an excellent line in people skills.
(-) His inexperience could be a problem, and, if elected, it could be seen as favouritism on the part of his father.

Gen. Igor Sejanovic - A retiring general of 57, he is by far the oldest of the three candidates, but this could be in his favour as the other two's young age could hint at a lack of inexperience. The military man was a general for 16 years of his 38-year army career, and so has a rich vein of experience in dealing with people under his command.

(+) Clearly the most experienced at man-management.
(-) A military man being in charge may stir up trouble in the area, as well as give a bad image out to the world.

However, whoever is elected as leader, there are a few points that Premier Romaninko will insist are followed up...

Main Points
Distance Theohuancu from the rumours (and we emphasise the term rumours) of terrorist links that plagued Holy Panooly.
Creation of a full-time, highly-trained police force under Kelonian control but with enough autonomy to be a genuine Theohuancuan force.
Formation of a 'Theohuanacan Guard', an elite unit of the Kelonian army specially trained for jungle warfare for use in Theohuancu and abroad.

Preparations for this election will be building up for the next few days, with the actual elections expected in the next few weeks. Premier Romaninko hopes this will be a great step forward for both Kelonia and Theohuanacu...
