Secession of Acah marred by violence
Over the past few weeks work has been going on in preparation for the secession of The Principality of Acah from the collapsed Community of No-Dachi Yo. From the anarchy that ensued after the No-Dachi collapse, one region on the south coast organised a council of former local politicians, business leaders, religious leaders and other members of the local communities. This council decided to create Acah and would decide the composition of an initial governing council; the process was going well, with a fair amount of support from the general populous, who wanted to get away from the chaos and back to an ordered society.
However once the initial council was announced the trouble began as groups and leaders who felt they deserved more of a say in the way the new state would be run resented power being given to rivals; attacks began on opponents, vandalism, arson and assault; luckily there have been no reported deaths as yet, but it is only a matter of time. The situation is made worse due to the lack of police, only local volunteers act as the make-shift law. There is no military, only militiamen of the council members, which is a concern as escalation of violence is a distinct possibility, the council wants to avoid civil war at all costs.
It is not clear how these events will turn out, more information will follow, as these new events in a fairly remote area have yet to attract any real media interest, therefore information is scarce at this time.
A statement has been released in this last hour by the Council that supposedly control Acah.
“The Interim Council of the Principality of Acah comes to the world to ask for help in this dark hour, we fear we attempted to change too fast and now pay the price, aid should have been sought from the very start.
However what is done is done and the situation is now potentially dire and lawless. Political and religious gangs have begun violence seemingly all over the area, and looting seems to be rife. Now there are reports of bandits in the north robbing and beating people, a situation which can only get worse. We now plead with the International Community and International organisations to aid us, send peacekeepers before this sparks a real civil war.
We know there is no reason for large nations to come to our aid, and spend their taxpayer’s money; however we are in desperate need.”
New facts are beginning to arrive about the situation developing in Acah at this time.
-There are now confirmed reports of criminal bandits in the north of Acah; these gangs are not politically or religiously motivated, they are just taking advantage of the violence and are robbing, looting and assaulting; there have also been isolated reports of rape.
-There have been clashes between Muslims and minority Pagans in the west, with several temples and mosques being desecrated, and one Pagan temple being burnt to the ground.
-In the central areas and the east there have been many politically motivated clashes involving various groups feeling they should have more power on the council, these groups are mainly involving the radical left and the radical right fighting each other and attacking supporters of the council. Also clashes between religious groups and the radical left; with attacks on Pagans by the majority Christians in the east.
There are no deaths reported as of yet, however the system is so anarchic that news takes a long time to come out, and with no official authorities or police this situation is made worse. The fear is that these various groups will get hold of small arms and become more organised, perhaps forming larger militias; at the current time the weapons used are tending to be clubs and wooden objects however it is only a matter of time before things get worse, especially if leaders emerge to channel the violence towards a more coherent cause.
As the gang violence continues in Acah the first evidence of what is happening in the area is beginning to come through, with one of our brave reporters being able to visit a few towns in the east of Acah.
“My assignment was to go travel around a few towns in the east of Acah and to gather information on what was really happening in the area. It was known there had been sectarian violence in this area, along with the political left and right clashing. The economy has crashed here, many are unemployed so generally that means many are on the streets, mostly the young.

This is from the first village I visited, young Christians were gathered around this fire, allegedly burning the contents taken from a local minority Pagan temple.
http://www.abc.net.au/reslib/200304/r2229_4986.jpg
The next day we travelled 8 miles North West to be met with clashes between radical left-wing youths and the extreme right. This battle was in broad daylight and not far from the town centre; there were no authorities of any kind to be seen.

Here a young fascist throws a petrol bomb at the left wing mass.
http://www.donewaiting.com/images/beating.jpg
Here a young Christian is beaten in retaliation for an attack on a local Pagan temple. It is unknown if the unfortunate victim was actually involved in the temple desecration.
This seems to be the basic situation in Acah at this time, we only saw a very small portion of the east, however reports are that the situation is the same almost all over the area. It will not be long before the situation gets even worse; aid is needed now as if strong leaders emerge a brutal civil war is a distinct possibility."

Fourty transport helicopters land on the eastern side of Acah. They unload the troops that attack into the nearest town, stopping the anarchy for a while. Any citizen are not to be killed and teams of soldiers raid many houses, bringing any fire weapons to the newly built camp that worked as a base for now.

There was a count at the camp, there was counted to be 100 soldiers and 10 officers, 10 small light tanks.

OOC - How do you have so many troops for such a young nation? And how did 500,000 troops land on 40 choppers? How did you afford such a deployment with only a "fair" economy? Sorry to be such a stickler but i want this to be a good RP, i am tempted to ignore, however if the numbers are cut down to a more realistic size it can be forgiven. Also how fast are your trucks? Bloody fast obviously, you didnt give me the chance to set up any resistence, which there surely will be.
EDIT - OOC - Resistance? Well i doubt the fascist and communist elements will take kindly to your troops. And slaughtering them will not really endear you to the local population now will it

OOC: Many countries have 20%-40% of their population as soldiers. I have my sources with my Uranium black market, and I said that I had NOW 500,000 troops. I didn't say that there was as many in the beginning.
But, if you want this to be a good RP, I'll change my post. But like you said, you don't have any military, so what could the resistance be? 20 poorly armed bankers and salesmen?
EDIT-OOC: Better? :?
The head of the Interim Leadership stood as the officer comes towards him, he knew that they were here to see the leader, by name that was him, a former national politician from the old Community, however in this state of affairs "leader" was a term to be used loosely.
"I thank you for coming to our aid, but we must warn you of the complexities of the groups here, this area is on a knife edge, we hope your troops will be very professional in dealing with the local population. The situation is dire as I am sure you have seen and due to this we will have to take a leap of faith and put our trust in you. The fact you proclaim to be a Empire is a worry, however you are the only ones to have offered help so far. We will allow you to start bringing your armed forces into Acah to start peacekeepers, however we wish for assurances that if asked, you will pull your troops back. Again, we stress that this is a tense time, any bad press for your troops could be potentially disasterous, and we urge you to seek to gain the trust of the local population."

A small personal helicopter landed into the airport of the capital. The Emperor walked out of the helicopter and was transported to the "leader". The emperor walked past the officer and looked at the sso called leader.
"I am the Emeperor Darth Tepe, I have come here perssonally to assist you gathering a military of your own. Yhere is allready helicopters going to get the firearms to the capital so you can gather a military from here"
The troops in the east started making assault strikes onto the nearest towns and cities with their tanks as two helicopters landed next to the camp and took aboard the firearms and left for the capital.
Within minutes of the troops from Darth Tepe arriving in Gil, the second town, there was talk of a forign invasion among the townspeople; the troops had dispersed the fighting gangs of communists and fascists, however this had caused resentmeant already.
A gang of about 25 right wing youths were gathering and preparing themselves to confront the "invading" forces. They had taken up rocks and clubs preparing to pelt the troops with whatever they could find on the streets.
They moved out to where a group of troops were stationed and began thier "assualt", shouting at the troops to get out of thier country.

All across the eastern area there were rumours of "foreign invasions" and "imperial troops" marching up to conquer thier towns. THis put the natives in a dilemma, what do they do? Repel the invaders, carry on fighting amonst themselves, or hide and wait it out? Separate groups began to gather as reports of tanks outside the towns began to spread, Christians, Pagans, the right and left wing began to prepare, they were not allied to each other, it could turn into chaos as they hated each other, but they were all determined to defend their homes.
So various bands began to form in the towns, taking up petrol bombs, clubs, knives and anything else they could use. In a few better organised towns the resistence began to set up road blocks, trying to stop the tanks they thought were on the way.

The soldiers retreated into the base camp, but some that came from the other town's, suprised some of the groups . They did not try to kill the people, but some died to bleeding as the soldiers opened fire to scare the people off. Tanks started to shoot at the nearby roadblocks in the city as four attack helicopters hovered across the town, shooting at some houses that were near any resistance units. in the same time, ten transport helicopters travelled towards the base camp with heavy tanks and artillery inside with some soldiers and medics.
Darth Tepe looked the "leader" with curiosity. "What shall you do? Let your people get killed? My soldier's won't shoot to kill except in very bad situations, so they aim for the legs or arms. You need your own military to calm some of the people down"
With the media attention on the peacekeeper deployment in the east of Acah the problems continued in the west and north. Bandits still plauged the northern region, with the tactics becoming ever more sophisticated and brutal. In the west the Muslims were becoming more organised, they now had a leader to rally behind.
Abba Astani had set himself up as the charismatic leader of a Muslim militia, the IAA. They had begun to organise and arm themselves with machetes, knives and rifles. The IAA was preparing for a push to power, not knowing about the foreign presence as of yet. Astani preached an Islamic western Acah, autonomous, potentially independent if his demands were not met; independence was a last resort as he felt that he would be abandoning the Muslims in other areas of Acah if he was not part of a central government.
http://www.usip.org/peacewatch/1998/698/rebels.gif
However Astani did not yet have total control over his zealous followers, the violence was ecalating, attacks on Pagans and Christians increased, with deaths being reported. He knew he sat on a powder keg, he knew it must not be allowed to go off, he wanted power, but not genocide.

OOC: You meaning that the battles in the east stopped and the groups calmed down?
IC: The soldiers advanced with helicopters and APC's throught the towns now peaceful. The North and West areas were informed to be under anarchy for now, and so the troops were now headed towards the Western area.
http://www.aeronautics.ru/chechnya/videocaps/mi-8/images/0049_jpg.jpg
Darth Tepe was pleased that the anarchy was going away. He hated to see the anarchy's... ...anarchy
The tank and helicopter attacks had left a number of people dead, there were three fascist dead in one part of town, this increased their determination to attack rather than lessened it. Running battles between natives and troops started, with youths still throwing stones and bottles at troops, any dead just increased anger and more began to join in. there were now 200 people joining in the resistance in the town, generally in groups of 10 or 20.
Total dead - 17
Wounded - 34
OOC - Ok, lets say things in the east are beginnig to settle, apart from the major city. Jayna - ill carry on resistence there for a bit, and the odd raid where troops are thinly spread.

The imperial troops started to lock people away. They would just get their gun off, arrest them and leave them to rot, giving them only some bread and water sometimes. In the same, the troops were advancing and newer treoops were coming, not much, but enought to cover some of the losses
The leader, Smai, knew that in order for Acah to not be burnt to the ground he was going to have to start leading, not let the troops do it all for him. He was being pressured to start an army, but where would the troops come from, where would the money and arms come from? He was also aware that the west may well reject his leadership.
A decision was made, he would order a recruitment drive for troops, starting in the east the troops could be trained and take over policeing and peacekeeping from the Empire's troops. However the west was going to be the tricky area. He wondered if Darth Tepe would support his plan.
Smai also protested to the Emperor about the treatment of those detained, he added that once the poulation found out about this then things could be even worse.

"Smai, we shall not keep the prisoners for much longer. We have treated them bad enought to them to learn their lesson. We shall get them out of tthe prisons in the mornig. Now, we must make a plan. I suggest that you would give us your full cartography, so we can make a better plan"
The troops of Darth Tepe had now strayed close to the territory controlled by the IAA, a small band of 10 militiamen were the first to see the foriegn troops, they were camped out, hidden by the side of the road in order to catch and rob any passing Pagans. They were stunned and angered, they launched ambush on the passing troops, spreading out and opening fire with thier rifles.

The tanks started firing at the group and the APC's unloaded tens of troops. They engaded in combat with the IAA as the leading APC sent a message about armed hostile movement to Darth Tepe and Smai.
The firepower of the troops was too great, four were dead, two fled under APC fire. Four hardier men stayed to fire at the troops as they came out of the APCs, two of them were killed before they fled.
Smai layed out his initial plan, an army is not something that will be made quickly, not in such a divided place such as Acah.
-750 men within 2 weeks, with the same number coming through every couple of weeks.
-Training and equipment (rifles, uniforms etc) supplied by aid.
-2 weeks basic training and then troops move to secure areas gradually out from the capital, relieving the troops from Darth Tepe.
-Vehicles may be needed via aid. (the rail network is shattered, the roads are poor and the govenment has hardly any funds to buy materials, production is all but shut down due to violence)
That gives the first deployment of Acahen troops in 4 weeks.

The men got back into the APC's and continued towards the next city, but turned towards the north, then back west and so were at the side of the city. There the soldiers were let out. The soldiers attacked the city with the tanks. The new hostility was well formed, there was no anarchy in this town. only the IAA.
As the tanks rolled in the militiamen knew they did not have the capability to attack, they melted into the general population, for now. They knew the troops would have to come out of their tanks some time.

The troops fortified one quite big house at the end of the city and made a small base there. They made some small attacks into the town when they noticed any hostility, but for some weeks, the city was peaceful,
Resistance in the east had all but stopped, but for a few isolated incidents in the more remote areas, but these were really just stone throwing children rather than any more widespread or organised violence. The violence was less here also due to the depleated food stocks, people were having to concentrate on gathering what they could rather than resist the troops.
Smai plans to release a plea for aid later today, to ask for military aid, food and medical supplies as the situation is poor all over the country.
Secret IAA meeting
Astani arrived at the small house in the far west just after dark, having with him four armed bodyguards; the rest of the leadership awaited his arrival. As he stepped into the room there was a hush....
-"Freinds, allies, let us begin"
The aim of the meeting was to decide upon a course of action for IAA. Various proposals were put forward and discussed, one was agreed upon, the IAA would give a show of force and then demand a meeting with Smai.

The quietness in the city was disturbing. The imperial troops started making quick searches across the buildings to try unarming the people to be sure there wouldn't be any huge battles in the city. They knew that the IAA had hidden armories across the city, so they couldn't get allmost any of the weapons. hardly 2% of the IAA weapons.
Ten planes landed on the capital's international airport. The planes were filled with food supplies, water and medical supplies enought for some of the towns, but not all of the citizens would get those supplies. There just was a limit what the Empire of Darth Tepe could give.
EDIT-Deleted and changed some things
OOC - I didnt RP what the IAA did yet! They are not going to attack in a mass - they are guerillas.
Breaking News - Leader of the Council Assasinated
Within the last two hours news has begun to come through that the leader of the Interim Council has been killed by a lone gunman who was also killed as he tried to flee the scene. The gunman was able to get close to Smai and fire 3 shots from a handgun into him, also one bodyguard was hurt. The assasin then attempted to flee but was gunned down within 30 yards. It is unknown as yet which group was responsible, the most likely culprit is the IAA, however Smai had many enemies on the radical right due to the foreign presence.
This is a potential disaster as it could lead to a total disintergration of the Interim Council via a power struggle leading to more violence.
The news of the assasination had reached Astani reletively quickly, this was not good, he knew it. He also knew that the attacks must now be called off as that would heap blame upon the IAA for the assasination. He sent messages out as soon as he could, however communications were poor to the scattered troops on the ground so not all would get the message.
Astani also released a message to be taken to the capital
"The IAA denounces the assasintion of the Leader of the Council, this was not an act ordered by us, the capital is outside our sphere of influence. We wish that the occupying forces secure a mass council of all groups, however small, security must be tight as tensions will run high.
Abba Astani"
He watched as the messenger drove away, he hoped he the message would make it to the capital.
The message from Astani had circulated to the majority of the IAA gangs, however some did not recieve it and continued with the original plan. In the more western areas of IAA territory a number of attacks were set in motion, four bands containing between nine and twelve men launched hit and run attacks on troop patrols, attacking the weaker patrols; armed with rifles, petrol bombs and two of the groups had obtained some homemade grenades.

The attacked troops were helpless. Some were killed and many were wounded.
Darth Tepe was thinkig of leaving this country alone, or conquering it. He was not going to conquer it... now. The anarchy would be too much for the empire.
The soldiers of the Empire were attacking the groups back when they were fleeing. Bombs bombed the small camps they have founded and helicopters flew cross the cities and forests, looking for any hostile movement.
OOC: Who was killed? Smai? :?
OOC - Yes, was Smai who was killed. I have sent you a telegram about the situation and options.

OOC: For those who may reading this... I have been given the rights to decide for the future of the Principality of Acah.
IC: After the word flooded throught the country that Smai was killed, The Emperor took the control to himself for a moment to crush the activists. Many months later, Darth Tepe sat down to a conference table with Astani.
"I have made a pact of trustworthy with the principality of Acah. I won't give the power to IAA, that I fear to become a huge terrorist faction in the world, but instead, I am giving the power to you, Astani. You collected every soldier in IAA and organized the whole western area under your control. You will be a great leader. Don't waist the opportunity" Darth Tepe spoke and saw Astani nodding. Few weeks later, when Astani had claimed himself as the leader of Acah, and many cities were rebuild, the Empire of Darth Tepe withdrew their forces out from the country. The IAA was now the spine of the military in Acah. Darth Tepe was pleased to see that Acah would grow nicely with it's new leader.
OOC: Acah, It's up to you what do you want to do now
