The Dominion of Kotterdam has been contracted to design and erect coastal fortifications within the African Commonwealth to counter the threat of amphibious assault from hostile forces. At this time, we will be designing and constructing a series of 410mm/L60 naval cannon emplacements, as well as camouflaged Strike Surge Anti-Shipping Missile sites. As well, prepared, permanent, and semi-permanent heavy, general purpose, and grenade machine gun nests will be built on the likely approaches, with the permanent nests fully enclosed, camouflaged, and manned year round. These will be connected to the 410mm cannon emplacements and subterranian barracks bunkers by underground tunnels
The semi-permanent emplacements will be unmanned during peacetime, but located in close proximity to the permanent emplacements. If threatened by an amphibious force, they can be brought into service in no more than fifteen minutes. Finally, the prepared emplacements will simply be positions with clear lanes of fire where a machine gun team can set up as needed to oppose an enemy landing. Furthermore, in places, we will be reshaping the terrain and creating defiladed tank positions. Dominion specialists will also pick sites for artillery to be positioned to oppose beach landings and analyze and improve approach lanes to the beach to allow for prompt reinforcement while setting up plans to destroy those lanes should the defenders be overrun. This would slow the enemy advance.
While most of these systems can be manufactured by domestic suppliers either in the Dominion or the African Commonwealth, the Dominion of Kotterdam will be accepting submissions for medium, long-range, and theater defense Surface-to-Air Missile emplacements to be built by foreign subcontractors in positions sited by Dominion engineers. Only serious submissions with specifications of some sort will be accepted, and links to storefronts will be frowned upon unless concrete suggestions are made. Only the above types of SAMs are being sought. Neither the Dominion, nor the African Commonwealth are looking for tanks, battleships, or aircraft. Just Surface-to-Air Missiles. The winner of the subcontract will be granted payment somewhere in the excess of one to two billion dollars.

Not quite, Praetonia. You are simply recieving the 410mm/L60 cannons and the Strike Surge emplacements. We would be willing to construct the tank defilade positions for free, but I believe you have contracted Crazy Marines to provide the machine gun emplacements.

Ever keen to strengthen Lusakan-Commonwealth ties, and no less keen to promote African self-sufficiency, President Igomo's government wishes to at least offer the possibility of incorporating AFRISAM or a derivative there of into the new coastal defence network in the Commonwealth.
To quote the initial release on successful trials of the system, "AFRISAM is a mobile medium-range area defence surface-to-air missile system developed by Lusakan state arsenals during the first four years of the C21st."
The system, its core components being the native LS-8 missile and Scavenger fire-control radar, and an updated Soviet Long Track search radar, would certainly not provide long range or high altitide coverage, but in Lusakan service does fill a gap in the air defence grid. The military contract called for a mobile system to display, “superior performance to the comparable Soviet-origin SAM systems currently in Lusakan service at lower cost than would result from importing modern systems from the developed world.”
AFRISAM recently achieved its first battlefield kill, taking down a United Elias jet aircraft over Gabon.
AFRISAM is equipped with electronic counter-measure equipment to cut through jamming, and employs command and optional terminal guidance with a semi-active radar seeker in the terminal stages (around 3-5 seconds) of flight. The new Scavenger radar that accompanies LS-8 battalion is capable of detecting aircraft flying at tree top height, and the LS-8 missile of engaging the same. Scavenger can track forty-eight targets and attack four at a time, guiding up to eight missiles against them.
Integral ramjet rocket propulsion allows for a fairly small, lightweight missile with an impressive payload. A solid-propellant booster initiates the LS-8 missile’s flight, carrying it to above Mach 1 in a matter of seconds before being jettisoned as the ramjet motor takes over. Speed is then in excess of Mach 3.2. Launch weight is reported to be just over 600kg and warhead-weight generally around 50kg. Reaction speed is said to be quite good, with perhaps less than fifteen seconds between detection and firing.
The LS-8 Surface-to-Air Missile’s range is up to roughly 28km, and ceiling 14,500m.
AFRISAM’s core component, the LS-8 missile launcher, is mounted upon a modified Luskan-built BMP-2 chassis and carries three launch-ready missiles. Scavenger radar and command unit is aboard a modified OT-62B APC. Zil-131 trucks are probably to be used as primary reload vehicles.
In current configuration for Lusakan service an AFRISAM battalion typically consists of one improved Long Track early warning radar (150km range, 30km altitude), one Scavenger fire-control radar (65km range) and command unit, two Zil-131 reload-vehicles, and four launch vehicles. Long Track(L) may serve more than one battalion operating in the same area. It would be presumably be conceivable to develop a static version of the system (or to simply dig-in traditional systems) if so desired/required.
It is unknown to City whether the 28km range/14.5km ceiling LS-8 missile has a medium-range place in the grid to be established, but Lusaka is happy to have been able to offer her services.

The Dominion hearby offers the Lusakans the medium-range SAM contract. We offer $1.5 Billion Dollars to construct an interlocking network of dug in AFRISAM emplacements. As well, you will be required to negotiate a resupply contract with the African Commonwealth to keep their stocks of LS-8 missiles from being depleted.

Lusakan State Arsenals are delighted to accept the Kotterdam/Commonwealth contract.
Defence Secretary Colin Olongwe has appeared, near Old Lusaka, at one of the plants involved in AFRISAM production to speak before workers. He reassured citizens that -in light of the Gabaonaise conflict and tensions with Al Khals- Lusakan defence will not suffer as a result of diverting production to the African Commonwealth, and that in fact production will increase, which is a benefit to all.

General Ndelebe is very pleased with the proceedings thus far, commending Kotterite engineers for designing a nigh-untakable coastline. He has accepted Lusakan AFRISAM integration, as has the Defense Council, on the condition that one domestic ADI-AV-400 long range SAMs are also built per AFRISAM launcher battery, to provide needed long-range anti-missile/aircraft capability.

It's not so much similar to the French Maginot Line concept as it is built around the German Fortress Europe concept. The CDI bunkers are being constructed along the primary amphibious assault approaches - Those places where an enemy could concievably land on African Commonwealth soil. They're designed to prevent landings when possible, and if not, to allow Commonwealth troops to destroy as many of the enemy as possible before they can land on Commonwealth soil. The CDI might not stop the enemy, but it would definately slow them down, and make an amphibious assault commander's life a living hell. Win, lose, or draw, the enemy would know he was in a fight.

Roycelandian East Africa already has an extensive Coastal Defence Network, although, given the huge area to be covered, a lot of the coastline is undefended...
The Truittian Forces have currently 5,000 X-55 Merlin Hawks that we have reserved for any relations in the North Western African Area.
We may send these with pilots to any location within Syrian (closest base) range. All that is needed are Hangers, Fuel source, Airports (private and close to coast for ultimate protection), and anything else you may find that is needed.
If you like, the Truittian Forces could also set a small embacy near a large air base to hold trainning of your own personal.
Also, we wish to keep friendly relations with the Commonwealth.

The fortifications are set up primarily by the flat stretches near Port Banan, my largest military and commercial port, although I do not have so much coastline, so any and all likely amphibious attack sites are covered(or rather, will be covered) with the above fortifications.

We accept the fact that there are more technologically advanced aircraft and forces we may face, and also, as soon as Aircraft Production is revived back to 100%, we will start trainning your own pilots for the X-55 (and the new modle, T-150 Ironshard, very advanced compaired to the X-55)
You may construct an embacy in our capital of Rapior, the location is very close to the International Relations Office, which will give you full supply of Tax-free land and prices for land is paid for already.
