Alexander Rhodes is requesting monetary assistance. His government is not collecting any significant taxes due to the massive labor strike. Without the money he will have no options should the army start a civil war. With the money, he will have the option of hiring foreign mercenaries. He predicts he will need enough money to hire at least 100,000-200,000 foreign mercenaries in the event civil war breaks out.
