...Prime Minister Yun Ren of the People's Republic of Kay Son has formally signed into law SB 205, which gives full legal rights to gay/lesbian/transsexual couples. Although this has outraged many citizens from the Zhang Tao and Kay Son Provence, the bill was passed in both Houses of Parliment by an overwhelming amount.
...What is more unusual about this Bill is that the registration and the marriage duties have been entrusted to the 7th Lancer Company- a unit formed for the specific rites of death when a soldier dies in combat/any other sitituation.
Statement issued in the Zhang Tao News (2 NS days later)
Dear Editor-
We of the Zhang Tao are of a socalist lot; we are all for the State and for the People. However, the matter upon executing such a law by the miltary would prove a danger to our citizen base. To do so would give them even more power, and the oppertunity for our fair nation to become a military state.
It is my opinion that these procedures should have been adopted:
1) the responsiblities given to the Cay Suhn Church of Heavenly Peace
2) that foreign couples should not be allowed the rights and certification of marriage
3) that a limitation should be placed on the idea of transsexuals; having them decree their status as eunuchs or gay/lesbians.

...The Cay Suhn Church of Heavenly Peace has successfully lobbied the Zhang Tao City Council on accepting their 4 Clause "correction" in next week's agenda. Opposition to this Clause has been made by the Kay Son Civil Rights Union and other civil rights group on the limitation that it has on the gay/lesbian community.

...whereas all transexual/gay/lesbian couples are to show identification wherin upon applying to for marriage liscenses, and within the case of their foreign identiy, they wilt be suggested for to be married elsewhere, due to the communal safety of this Commune.

Paragraph 1
I, Yun Ren, by the rights as instated in the Kanabian Treaty, do order the Zhang Tao Provisonal Commune to rescind their rulings. Such a measure is in full violation of the Treaty and the Consitution, as evident in Clause 9, which stipulates:
...That although Zhang Tao shall have freedoms that of a Provincial government, it shall not abridge the rights of others, and if so, the power is invested with the Parliment and the Prime Minister to repeal such a law by any civil measure that he/she see fits...

My Fellow Communalists-
T'sing T'sau has proven it's greed by decreeing that we shall not place prohibitations on SB 205. They do state that our actions are heresey against the Treaty. They also demand the rescinding of those rules.
I will not say that the Treaty has been violated. However, it is violated by T'sing T'sau and not us.
My Fellow Communalists- for 5 years Zhang Tao prospered as a seperate nation. We were mighty and we fended off any incursions by the rebellious Army in the name of the Commune and the State. We were strong and we were mighty.
The rules that I proposed were not an "abridgement of one's rights". Rather, they were for the Commune. Such pollution by foreign elements would forever marr our Greatness.
That is why such rules were passed.
It is my opinion, then, that these rules shall be kept, not for the mere reason for the Commune, but for our Pride-

Presidential Edict 114
In accordance to the Kanabian Treaty, the Commune is hereby suspended. In it's stead, a new Provencial Parliment shall be founded in order to establish civil order. The 4th, 5th, and 6th Reserve Guards have been sent in to prevent any riots from happening.
