West Victoria was largely destroyed in what is being called the 7 day Civil War in the Fascist White States. Most of the dead were blacks, and most of them were killed when Sarin Gas missiles along with conventional missiles were fired into the city in response to the black rebels threatening to cross the provincial borders and attack the white provinces directly.
The city had a population of 3 million. It lost 300,000. And about 1/4 of the buildings were destroyed.
It is estimated it will cost upwards of 10 billion USD (8 billion Rand) to rebuild the city.

No offensive aircraft of any sort and no long range air defence system (That could be used to fire over borders and into white provinces). You may have small shoulder launched Stinger type AA weapons with a limited range.
