President Rhodes has announced a proposal to grant a degree of local autonomy to the 5 all-black provinces in the FWS. The plan will permit their modifying the local governments as they see fit, and it will remove the requirement of english in their school curriculums. Several black residents of West Victoria South Township were quoted as saying "This sounds like a reasonable plan." However not so happy were survivors of the Sarin gas attack on West Victoria City. Several were quoted as saying "This is just a pathetic attempt to keep us quiet, but we will not remain silent for long, we will shake this regime until it breaks."
President Rhodes has urged all inhabitants of the black provinces to as he put it "Put aside your petty disputes and demands and get back to work in the mines, this nation's economy is not going to be allowed to suffer because of your indolence and heathen attitudes."

Also the government has given an explanation for the construction of massive prison camp like facilities throughout the nation. Stating that "If ever again there should be a serious problem we now have the ability to detain trouble makers so they cannot affect our efforts at maintaining civil stability."
