40 million negroes are in danger of starving.

Railroad companies are refusing to authorize trains to go into the black provinces. Citing security concerns following the recent failed rebellions. Also the majority of the roads are still closed down due to security reasons.

President Rhodes went on the record as saying "We would love to help our negroes, we're not monsters here. But I am afraid there is little we can do as of now. Our airforce is busy on full alert, so we cannot get them the food via the air. However if I knew there was no need to expecpt possible attacks, then perhaps the airforce could get the food in. We shall have to wait and see if the FWS are attacked. If not, then the airforce will be taken off alert and food delivery can begin".

I tell you we have 6 million whites and 40 million blacks. We don't count the blacks in our census though.

Also the Red Cross is more than welcome to get involved. But we cannot guarantee the negroes won't attack you as they attacked those who tried to help them in Somalia. We will attempt to provide you with security. You will not be harmed by whites, of that you can be assured.

We are sending in the 3rd Infantry Division and the Red Cross to distribute food to the population.

I'll send my 44th Red Cross Division. It has 1,350 Members and can be airlifted in and out by the First Task Force which is stopping at the base they are at.

Sounds fine. I will dispatch several local militias to help guarantee everything goes over smoothly.

I am also ordering the 4th and 5th ParaCommandos regiments on standby incase of incident.

I would highly recommend that you let us do the work, they resent you enough, and I don't want senseless bloodshed of my Red Cross workers.

FWS, we will handle security. We feel more comfortable using our own forces, plus I don't think that your militias will be welcomed with open arms in the affected areas.
