CONSTITUTION OF THE BURNSIAN DESERT

We the People of the Burnsian Desert, in Order to form a more perfect Queendom, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the Burnsian Desert.

Article 1
Section 1

Clause 1: All legislative power in The Burnsian Desert rests with the Queen, and She is Advised by a counsel of Wizened Scholars.

Section 2

Clause 1: The Counsel of the United States shall be composed of two Scholars from each Region, chosen by the Queen, for three Years; and each Scholar shall have one Vote.
Clause 2: No Person shall be a Senator who shall not have attained to the Age of thirty Years, and been nine Years a Citizen of the United States, and who shall not, when elected, be an Inhabitant of that Region for which he shall be chosen. He must also Attain the Directorship of One University or Intellectual Stature.
Section 3
Clause 1: The Scholars shall receive a Compensation for their Services, to be ascertained by Law, and paid out of the Treasury of the Burnsian Desert. They shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of the Advisories, and in going to and returning from the same; and for any Speech or Debate in an Advisory, they shall not be questioned in any other Place.
Clause 2: No Scholar shall, during the Time for which he was elected, be appointed to any civil Office under the Authority of The Queen, which shall have been created, or the Emoluments whereof shall have been increased during such time; and no Person holding any Office under the Burnsian Desert, such as a Mayor of the Region, shall be a Member of the Counsel during his Continuance in Office.
Section 4
Clause 1: The Counsel shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the Burnsian Desert; but all Duties, Imposts and Excises shall be uniform throughout the Burnsian Desert;
Clause 2: To borrow Money on the credit of the Burnsian Desert;
Clause 3: To regulate Commerce with foreign Nations, and among the several Regions;
Clause 4: To establish a uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the Burnsian Desert;
Clause 5: To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;
Clause 6: To provide for the Punishment of counterfeiting the Securities and current Coin of the Burnsian Desert;
Clause 7: To establish Post Offices and post Roads;
Clause 8: To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;
Clause 9: To constitute Tribunals inferior to the Queen;
Clause 10: To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations;
Clause 11: To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;
Clause 12: To raise and support Armies;
Clause 13: To provide and maintain a Navy;
Clause 14: To make Rules for the Government and Regulation of the land and naval Forces;
Clause 15: To provide for calling forth the Militia to execute the Laws of the Queendom, suppress Insurrections and repel Invasions;
Clause 16: To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seal of the Queen of the Burnsian Desert, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the Region in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;
Clause 17: To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Queen of the Burnsian Desert, or in any Department or Officer thereof;
Clause 18: To relinquish Power of all these Powers to the Queen at Her Choosing.
