We're looking to establish a strong littoral force for home defense. We have domestically produced FAC's and Enkranoplans, but the Freethinker SSK's would do great.

Although we don't appreciate the current sales pitch of FDI, we would like to start sending in our Centaur class destroyers into refit to update them to Batch 2 specs. We ask the the Mk44 CAMDS not be touched, but that's the only exception to the refit we request. The destroyers will be sent in a flotilla (32 ships) at a time and a total of 256 ships need to be refitted.

We're also interested in purchasing the schematics for the Mk72 VLS, we need wish to switch out the Mk41 system for it and know FDI doesn't have the facilities to refit our whole navy in a timely manner.

FDI doesn't, but Doujinshi Corporation does (and FDI is still a subsidiary of DC)

As the Omzian Navy begins to envision a new type of navy in response to new threats around the world today, the Omzian Navy Procurement Department and the Omzian Ministry of National Defence shows our interest in the new type of Ocean class naval carrier vessel, as these offers us what it is needed for the requirement of a pair of flagships for the Omzian Navy fleets at last. As we hoped for such vessels to be a stable and safe platform for flagship duties, this exceeded our requirements and needs as this psports not only the basic requirements, but also power projection capabilities for the Omzian Navy today.

With this, the Omzian navy also expresses their interest in the Centaur (Batch II) destroyers along with the highly-capable Clan Grant replenishers and Trident class SSNs, to not only improve the capabilities of the Omzian Navy with the presence of new and capable strike platforms to replace older and less capable ones, but also provide a force to accompany the two proposed flagship vessels. The SSNs will hopefully be capable to endure escort duties for the two vessels -- along with other submarines of superior design. Therefore, we hope that this contract would become a package order from FDI if possible, granted with the possibility that FDI would accept our contract proposal.

Additionally, a separate document has been sent regarding the possibility of a purchase of nuclear submarines, by the Omzian Army Missile Corps.

Therefore, the Omzian Navy Procurement Department would like to place an order for the following, along with the possible base cost of such:

Currently, the Omzian Navy only fields a limited number of outdated Ohio class SSBNs, which are in relatively poor states for deep seas operations to deter nuclear aggression and perform various other operations. As Omzian nation meets new threats and faces new demands, the need for upgrades of the aging missile submarine fleet is imminent, as we hold out longer we would lose such capability, and therefore degrade the effectiveness of both the Army Missile Corps in deterring nuclear aggression, and the Omzian Navy in conducting "non-lethal" operations.

Therefore, the Omzian Ministry of National Defence expresses a most important interest in the four retired Neptune SSBN vessels, to improve the capabilities of the Omzian Long Range Missile force as means to both deter nuclear aggression, and to conduct both conventional and "unconventional" (in terms of various special operations) warfare in deep seas.

Our reason for keeping the low profile for such purchase is not because we want to completely put this purchase in secret, but to keep a low profile for the development of both our Missile Corps force and the submarine force. Both subjects have high importance for us, as these tools are cruical, especially in special cases of low-profile and small scale operations and large-scale defensive operations. Therefore, we thank the FDI if they can make efforts to "de-popularize" this deal, although we do not, in any way, ntend to make this a top-secret deal without a single record. We must hope that the FDI would grant the contract, as we have much trust in the Freethinkers through the OMP and UnAPS.

As the conclusion for this propusal, we would like to order:

Upon receiving the news regarding the availability of production license for "second-hand" vessel and designs, we would be highly interested to negotiate a second contract to acquire a special production license to produce a limited number of submarines with certain Omzian modifications. As the Neptune vessel meets our requirements not only for a SSBN but also a SSGN, and the Superb SSK meets our requirements to replace a line of much older diesel submarines for the National Guards fleet, the contract is very important to us if the deal can be signed. Our proposal and wishes are the follows:

Neptune class: As we require the Ohio refit to be replaced in the future in the active fleet, an additional production requirement of 11 Neptune vessels is needed. Therefore, we require a license to build a maximum number of 18 vessels (with the rest probably being "dedicated" SSGNs to downsize the SSBN fleet). Our wish for this batch is to replace the Falltech Control Bloc with an all-Omzian variant, and the Type 2019 to be placed with a domestic-designed Noran-Omzian Marine Systems Unit 701/A sonar system. Additional modification also may include a Special Operational Forces delivery system, perhaps a small version of those on the Ohio. This modified variant will be hopefully produced under the name of Omzian Type 506A Nena class. (OOC: Yeah I heard about it)

Superb class: A requirement has been placed to replace the obsolete Omzian Type 486C Improved Amur SSKs and a limited number of Interdictor class SSGs within National Guard service for coastal patrols. We had only bought a limited number to satisfy the requirement as an interim solution, but an additional number of 14 is needed. Because of this, we require a license to allow the building of up to 30 vessels at the Dakanorsa and Horan Shipyards, along with the Neptune. We wish to add an array of new data processing centers as a new electronic package, along with two Honjak Electrics HN022 diesel engines, origionally intended for another refit of the Improved Amur.

As financial issues is not much of a problem, and such domestic manufacturing can benefit us on the long run. We eagerly await for an response. Once the contract is approved and the license is delivered (both electronic and "hand-to-hand" methods are accepted), we will start the production to meet the basic requirement immediately.

The Hammerian Planetary Navy has been a crucial element in the defense of Hammerian territories. However, having gone at least 200 years without completely renovating the fleets, we have run into a snag. The technology factored into the designs of our current vessels is now 100% obsolete. We require multiple fleets of many new classes of vessels.

To start off our order, we require Capital Warships. We have checked up on the schematics of the Doujin Super Dreadnought and have found this to be a worthy selection for the Capital vessel of each fleet.

Carriers such as the Ocean-Class Nuclear-powered Carriers suit our needs just fine. We also require vessels such as the Centaur Guided Missile Destroyer, as well as Frigates, Cruisers, Submarines, and Fleet Replenishment vessels.

Estimations show that 10 fleets of vessels will hold us over for another century. We require one Super Dreadnought, one Carrier, two Destroyers, two Cruisers, a Submarine, two Frigates, and other neccesary support vessels for each fleet. We do realize that you do not sell Cruisers, and we would prefer to have our vessels custom-designed and custom-built by your team of engineers. We also realize that this takes time and money. How much funding would you require for a project as large as this?
