With the elections for the first time in many years yesterday, the True Directorate was voted out of power. A recently formed Collectivist party, popular in urban areas, has just come to power. They are promising more political freedom, and more peace.

Furthermore, many changes in policy have been made.

-All troops are being recalled, with the esception of the Red Guard in ViZion, which will remain there unitl the end of the conflict.
-More peaceful means in international conflicts shall be used, eliminating the True Directorate's policy of not negotiating with Imperialists.
-Millitary spending is being cut 1% (down to 5% of combined Commonwealth budget).
-Finnally more peacfull alliances are being explored with other countries.

The new Collectivist Union of Hallad, now must share something with the international community. Nearly 50 years ago Hallad began to develop a nuclear arsenal. A successful test was made nearly 40 years ago. The former government kept this a secret, but the Collectivist Union has choosen to reveal this to the world. We will now allow inspections of any kind in our nation. Granted the numbers of our nuclear arsenal are very small, the Collectivist Union felt it nessicery for the International community to know.
