A woman of aging beauty sits behind a broad black news desk with a fake smile pasted on her face and a small stack of paper set in front of her. She turns to the camera as the spotlight is passed to her from the co-anchor Tom Hertz.

"In international news, leaders of the region known as Valyka Kraina met in Kolstov, the capitol of Czechniya to make an official announcement of the start of their own nuclear arms program."

The screen cuts to photage of Emperor Niccoli and Paramount Conductor Jalovic smiling widely at each other and shaking each others hand before signing a document in the capitol building as lights flicker in the crowd from photographers.

"The leaders of the two founding nations of Valyka Kraina" narrates the woman over the video "announced the "Arms For The Strong" program and signed it into action today. The program calls for the construction of nuclear weapons and a significant increase in the military budget, training, and increased production of general arms. Emperor Niccoli was quoted as saying "A nation without arms is a nation without power. A nation without power will not stand.""

The screen cuts back to the woman as she procedes to deliver other, less important news.

OOC: I lack knowledge on what you need to develop nuclear arms in this game, but I am almost certain that a nation of 8 million with an economy rated "fragile" is incapable of producing nuclear weapons.

OOC: That would most probably be true... but that country has three other allies in the deal too... and there is enough money, population, and Uranium to go 'round.

OOC: It's a general rule that no nation under 100 million or less than a month old can handle nuclear weapons. (It allows for time to acclimate newer, non puppet nations, with the nuances of the NS forums and roleplaying.)

OOC: Valyka Kraina has both arms manufacturing facilities from before The Revolution as well scientists which were taken captive during raids on them and so they are fully capable with the combined wealth of the entire region of creating nuclear weapons, the only thing they lacked was uranium - which they now have. This was posted as a regional announcement because none of the nations alone would have been capable of creating them alone so they made a joint effort. As for the 100 million population, oh well, we weren't informed, announcements been made, nukes are in development.
