"So, whats new?" Clark asked, walking into the office for foreign relations. Mr. Morden sat behind his desk, seemingly busy.
"Nothing. It is as it always was: Nuclear weapons abuse everywhere. Whenever a nation tries to join the club of nations with deterrance capabilities, the big ones stomp it, to keep their position."
"Ah, well, that`s how life is, isn`t it?"
"Well, yes, but I think we might be able to do something against it." Mr. Morden smiled at Clark, who looked at him, half intrigued, half bored.
"How?"
"Well, it is pretty simple, really. This young nations need a way to protect themselves from WMD abuse. We can give it to them. That is, we give them... deterrence"
Clark grinned. A bit. "Well... this is true. And it would be a good deed, too, wouldn`t it?"
"Certainly. When everyone is able to wipe out all life on earth, no one will risk it. And useless murder of civilians as we see it happen... well, daily, when nations don´t have the capability to strike back are subject to ruthless genocide by mass- murdering regimes... Well, it will end. Instantly. At least this is what I hope."
Clark nodded. "I see your point, and will discuss this with the other councils."
With that, he left the office, to set things into motion...
And soon enough, results could be seen.
A few weeks later
Mr. Morden stood at the front of a rather large building, coloured in some sort of shifting black. He looked around, satisfied. Broadcasting companies are there. Good.
Then, he begun his speech.
"Angstians! Humans worldwide! Sapient species everywhere! In the past, nations capable of WMD use, or rather, abuse, have often decided to abuse the power they wield to commit genocide, to destroy nations not having the capability to retaliate.
There were many so called reasons to do it. Sometimes, just out of boredom. Sometimes, because they wanted to end a conflict, quickly, rather than negotiating. Sometimes, because the victims tried to obtain the means necessary to protect themselves from this sort of insanity."
He hesitated, just for a moment. Then he continued, knowing that this would likely result in many, many cries from the so called 'powers' wanting to keep their exclusive position.
"We can no longer watch the murderous crimes commited by so called powers in the interest of their own dominance. We simply wont accept acts of genocide in the name of peace, a green- glowing peace.
For this reason, the three councils have officially endorsed the NBC Weapons Proliferation Treaty. From now on, DA shall ensure the lives of countless innocents, by giving their governments the ability to defend themselves against the maniacs roaming around this world, killing countless people for their mere amusement!
We can only hope that as many nations as possible will join the treaty, to guarantee peace... Peace in our time."
He stopped, having finished.
"This is a great day for humanity! No longer shall we suffer from the arrogance threatening the world! We, and all others, shall be free from threats by irresponsible, insane leaders using WMDs for no reason at all!
Heil the machine!"
Finally, he turned around, leaving, while the crowd in front of him cheered.
NBC Weapons Proliferation Treaty
In this age of neverending bloodshed, and almost daily nuclear holocaust, the signatories of this document realise the necessity of preserving peace by preparing for war.
In the recent past, many young nations, relatively small nations, at least compared to some other ones, have been attacked without any reason, their populations being sacrificed for the amusement of emperors, presidents, dictators.
They have been attacked to keep the status quo, and the past has proven that the so called 'established' nations are willing to sacrifice everyone, men, women, and children, to their quest for dominance.
This shall no longer be the case. We, the signatories of this document, shall give the young ones the means to defend themselves, to deter the genocide before it actually happens.
The signatories of this document commit themselves to grant nations of relatively small size (Between 5- 100mio citizens) access (that is, selling them to nations matching aforementioned criteria, OR helping them to develop the capability to build them) to NBCs, that is, nuclear (radiological), biological and chemical weapons at a maximum price of production costs + 10%.
Exceptions for particular nations (for example, if the nation wanting to buy/ develop NBCs is currently in a state of war with the a signatory of this treaty) may be made, reasons as of why this exception was made may or may not be given.
