Over the past few weeks, Credonia has been establishing itself as a major player in politics and a widespread user of diplomacy over force. Aside from the recent war in Somalia, which was actaully a peacekeeping and humanitarian operation that was successful, Credonia has not been aggressive in its use of military forces. Because of this policy of diplomacy over force, Credonia has accumulated OVER 60 friends, most of which are allies, and the number continues to grow. More recently, Credonia has used its military force as peacekeepers, most recently in Camewot, to prevent the outbreak of war between the RIA alliance and the nation of Camewot, and also in Allanea, where none of its forces were even used in the conflict to assist allies during a brutal battle in which they were loosing.

Credonia has cutback on the proliferation of its nuclear and biological and chemical weapons, while only creating one new ICBM, the LGM-56B Demonic Fury ICBM tipped with a 25 MT thermonuclear warhead. Only 300 of these have been produced and production has ceased. Credonia will deploy no more than 300 of these missiles at any given time and will be used ONLY as a defensive weapon, which is in line with Credonia's foreign policy on the use of nuclear weapons.

Credonia is still pursuant of the ideal of nuclear disarmament and will list a number of arms reductions below. As Emperor of Credonia, it is my job, my duty, to protect the Credonian people and any allies that my need my help from harm, and in order to do that, we must minimize the threat by being less aggressive, less intimidating, less militaristic, and become more diplomatic, more pacifistic, and more aware of the dangers that lie in the use of military force against enemies. It is for these reasons that I announce a major change in Credonia's military and foreign doctrine regarding the use of military force at home and abroad.

The changes in foreign and military doctines are as follows:

Nuclear Weapons Reductions
1) Dismantle all 40 DF-5 Thermonuclear ICBM's (25 MT Warhead) and their launchers immediately
2) Dismantle 200 of the 400 Minuteman III nuclear ICBM's (5 Mt nuclear warhead) over the corse of the next 3 RL weeks
3) Dismantle 300 of the 1,000 TSW-10B Conventional ICBM's over the course of the next 3 RL weeks
4) Dismantle all 200 SS-25 Sickle Nuclear ICBM's (200 kt warhead) over the course of the next 2 RL weeks
5) Dismantle 200 of the 800 CNW-L6M415T Desolator Thermonuclear ICBM's (20 MT Warhead) over the course of the next 2 RL weeks
6) Dismantle all 400 of the REM ICBM (VX nerve gas loaded warheads) over the course of the next 3 RL weeks
7) Dismantle 200 of the 1200 L6-120B Freedom ICBM's (Chemical or biological gas loaded warheads) over the course of the next 2 RL weeks
8 ) Dismantle 700 of the 3000 L6-120C Freedom ICBM's (EMP warheads) over the course of the next 4 RL weeks
9) Destroyal of all 7 Triomphant Class SSBN submarine over the course of the next 2 weeks

Conventional Military Reductions
1) Reduction of the number of troops in the standing army from 6 million to 4 million men/women over the age of 18
2) Reduction of B-25 strategic bombers from 200, to 100 over the course of the next 2 RL weeks
3) Reduction of B-2 Spirit Stealth Bombers from 120 to 90 over the course of the next 2 RL weeks
4) Reduction of F-117A Stealth Fighter from 200 to 150 over the course of the next 2 RL weeks

Military Spending
1) Cut military spending from 35% down to 25% over the course of the next 3 RL weeks

Diplomatic/Foreign Relations
1) Promote and establish trade
2) Open embassies abroad
3) Forge alliances with friendly nations
4) Provide foreign aid to those in need
5) Provide humanitarian assistance using little military force as possible to nations in need
6) Weaken stance on international terrorism by diplomatically seeking out terrorists and terrorist organizations and their plots by means of working with anti-terrorist nations globally
7) Engage in more positive international activities
8 ) Contribute to the world community by starting world health and science programs that will benefit all nations and all peoples around the globe

This doctrine shall go into effect IMMEDIATELY as some of these policies are already being acted upon already. Credonia hopes to, over time, regain its reputation as a more respectable, less aggressive, and more helpful world power, and we will continue to strive for that until we reach our goal.

Emperor Stefan Is congragulating Credonia and would like to ask about trade with it and asking for a ebassy withing its borders. We ask the ebassy be somewhere Dark as we fare badly in light. We have many metals to trade and would trade for wood and other things of the sort. We await your answer with anticapation.

Examples of our use of diplomacy is shown in the UnAPS vs Allanea war and the RIA vs Camewot standoff. Under former military doctrines and foreign policies, Credonia would eagerly take an aggressive stance almsot immediately towards nations, to try to force them to back off or go to war if they refuse. In these two recent conflicts which have gone on for the past 3 weeks or so, Credonia has admittedly deployed troops to allied nation, HOWEVER, our ever chaing foreign policy warranted us to take a diplomatic approach. Negotiations were held with both parties in both conflifts to try to resolve differences. In the UnAPS vs Allanea war, it was found that peace between my allies and Allanea was not possible even after exploring and exhausting EVERY possible avenue of diplomacy that would leave both sides satisfied with the results. It was then my decision to pull out of the war as an aggressive stance would only drag it on longer than it already had. With the Camewot conflict, Credonia entered on Camewots side as we are Concordian allies, however, we were not gun-ho about the situation as we would have been if it were to have taken place in the past. Instead, we engaged in active negotiations over the course of a few days to just over a week, before a final arrangement was agreed upon by both parties, thank in part to Credonia, Camewots only ally that dared enter the conflict (others did but deserted Camewot). If this is not proof of Credonia's exteded efforts to use diplomacy over force, then I dont know what is.

Also, as a result of this, Credonia has gained quite a few unofficial allies because of its honorable and peaceful actions. Only were troops used to stabilize the situation once I gained the trust of the RIA in the situation.

While I agree in concept I lead my empire to disagree in practice. I think that this is a great move on a moral basis, but the ultimate goal of The Dominion of Lord Edward is to control as much of the universe as possible.

Feckels: Interesting that Edmund Warspite should start with a hostile question today.

Mourn: Would the Government like to explain where four hundred million Oobles has gone, that was earmarked for disaster recovery and emergency?

Warspite: I would indeed. I would direct the honored representative to the statement made yesterday by the Treasury, which indicated that the funbd would be used in its entirety to relieve the citizens of Durtistania who have laboured far too long under a government that provides no services and takes no care of its people. The sum of 465 million Oobles was made available and has been diverted to such causes as health, education and social protection in order that Durtistanians might have some basic systems of care.

Feckels: No follow-up question from Mr. Mourn, and next on the agenda is John Craybourne of the 31st district.

Craybourne: How does the Government feel about the statement made recently by Credonia?

Warspite: Credonia is a highly visible nation. The move towards limiting and reducing the number of nuclear warheads they possess can only increase world peace and security, and is very much in line with our own philosophy of limiting warfare.
Additionally, the Credonians are greating greater links to the world around them through diplomacy and trade. In this they are adopting a leadership position, showing the world that a formerly aggressive nation can and will adopt a peaceful stance and make that stance work. It is an effort to be applauded by every nation that values peace, trade and diplomacy.

Craybourne: And will the Government be seeking to create links with Credonia?

Warspite: Of course. To not welcome their new initiative with open arms would be folly. This is an opportunity to show support and admiration, and at the same time create lasting links with another nation. I will state now that we will be seeking an Embassy with Credonia at the first opportunity and that Credonia may expect diplomatic communication in the near future.

The Five Civilized Nations will continue to not diplomatically recognize the nation of Credonia and will not seek to rebuild our severed relations. We will continue to watch Credonia and we will act positively when we see that Credonia lives up to these new policies...

oh, i assure yo my friend that credonia isnt stopping its leadership against terrorism. in fact, at this very moment, Credonia is in talks with a group of national leaders from around the world in Credonia City to discuss a pro-active, anti-terror organization that will be backed by the international community, legalizing actions taken against terrorism and terrorist nations/organizations. ;-)

The statement of nuclear weapons as a defensive weapon only is a common statement and such a statement is difficult to prove without the obvious happening.
However the idea of a defensive intent for nuclear weapons is that they would never be used, otherwise the object of having them would be defunct, in which case the employment of multiple delivery systems would not be needed.
The use of multiple delivery systems, a second strike option in other words, leads us to the conclusion that these weapons are not purely defensive and of deterrant value but have the primary intent of giving Credonia maximum striking ability.
