Using newly invented GEL fuel systems, Layarteb has developed a new intermediate range ballistic missile. This missile, the MGM-181 MacArthur will be set to replace the MGM-31C Pershing II missiles employed by Layarteb. A test fired the missile northeast of Layarteb, the target being a tank. With enhanced GPS guidance and inertial navigation, the missile landed 50 ft. from the target. The missile was inert and will be armed with a single 150 kT or 5 mT warhead. The target area was in uninhabited land.

What better could I possibly have that isn't modern US tech? It has a CEP of 50' and a nuclear warhead. It's not meant for pinpoint accuracy it's just meant as an IRBM, defeat the enemy prior to an offensive.
