OOC - So did Credonia's emperor shout inside the conference room to have Midlonia's emperor arrested or not?

Alexander yells at the guard to arrest the Mildonian Emperor. The agents acknowledge the order.

Or is all this stuff going on in other threads to which many of us are not privy, including msn conversations?

I'd love to figure out what's actually happened and what hasn't, but with all of the stuff taking place offstage that's really quite bloody difficult!

If we're going back to the terrorism talk with all of the Midlonia stuff never having taken place, that's fine - put me back in my seat.

C Edward Adams struggled to get an assistant to Emperor Sutton. He was finally able to persuade one to enter the meeting and deliver a message:

My official guests and I must know how much longer until the wedding. There are PRESSING domestic matters we must attend to and accomplishing such tasks outside Tarqys is impossible at best. If the wedding does not start soon, we will be forced to leave you with our blessings and make our flight back to Tarqys.

Emperor Sutton watches the diplomat head for the door, then orders the agents to stand aside and let him leave. He turns back to the group of assembled nations.

"Well my idea has been proposed. Id like to hear what you all have to say about it please."

The Tsar of Dr_Twist will be staying in Credonia to repair any relations that may be have hurt from what has happened, We suggest all to stay as well with the hope relations can be repaired and built on.

Well I've got to admit, there are alot of relations to fix concidering recent events...

Lord Tyranus voices his opinion on the matter. "Emperor Sutton, your plan has merit to world security however it does seem to me that with the recent downsizing of your military this may just be a ploy by you and your government to get out of its international comitments, however I would not be object to joining such a venture if more nations appear interested. So iam afraid I must make this question frank. Is this just an attempt to lessen Credonias burdens internationaly?

The sleek black jet used personally by Cousin Eddie pierced the airspace above Credonia. It contained Cousin Eddie, five bodyguards, a corpse, and two unwanted guests; both of whom were tied up and looking slightly stunned.

The plane swooped down and made a perfect landing, attracting the attention of the guards. As they ran towards it, the door opened and the five bodyguards walked out. Eddie followed them.

The corpse was thrown down at the floor in front if the guards. Eddie addressed them.

"Take this body away and do with it what you will. He disgraced his country and so has no rights to the customery burial offered by our state."

He gestured to the other two men.

"Four of my guards will accompany these men to your nearest holding cells. They will interrogate them there, and they are not to be disturbed. One of you will escort myself and my Head Guard to the hotel where the others are staying."

The Republic restates its primary objection that to fight terrorism, you first must provide an adequate definition of what terrorism means to you...

"While we agree that the plan proposed by the Emperor is not without merit, we must echo the question posed by the delegate from Ozymandius IV. Without a definition of terrorism, we can go nowhere.

"Goobergunchian statute defines terrorism as the commission of violent acts that would in violation of the Goobergunchian Criminal Code if committed in Goobergunchia or as the commission of acts intended to intimidate or coerce a civilian population, influence governmental policy by intimidation or coercion, or affect governmental conduct by mass destruction, assassination, or kidnapping. I propose we adopt this as a working definition."

"First and foremost, I must state that I am total agreeance with goobergunchia on the definition of terrorism as that is exactly how Credonia defines and views terrorism.

Lord Tyranus, it will have no effect on Credonian military operations. We are simly downsizing the number of standing troops/men we have. We have not touched the actual weapons i.e. vehicles, naval vessels, aircraft. IF anything, we will increase the numbers in order to balance it all out. We have, admittedly reduced the nmber of stealth bombers, but again, i must repeat that that downsizing will have no direct effect on Credonian military operations at home or abroad. We will be just as aggressive as we have in the past in regards to carrying out government funded military operations. We are merely showing the world that Credonia is no longer a militarily aggressive nation, but we will be just as aggressive if not more, should we be called to fight for ANY reason. I can guarantee that.

Also, as a final comment about this, Credonia will carry its share of the burden as it always have. We are loyal and honerable fighters and that will stay that way for as long as i am head of Credonia."

"Whatever our definition of terrorism is, the key to success of this type of scheme is cooperation. For too long, intelligence agencies within governments have been loath to share their information with fellow agencies and other foreign agencies even they are allies. It is time we stop this selfish mentality and allies government intelligence agencies start cooperating. Without this, our efforts to stop terrorists who move from nation to nation will not work. I suggest we start helping our fellow ant-terror agencies first before committing too much military might into to the wrong conflicts. Information is key to winning this war, without we are as blind to our follies."

We suggest removing the first clause in this definition as it would apply to any soldier in combat as killing an enemy combatant would not be regarded by most nations as an act of terrorism.

The Republic of Ozymandias IV also has concerns that the definition of terrorism only apply to the actions of nongovernmental organizations.

As such, we would favour the following definition and move for its adoption as the basis for further discussions on this topic:

Terrorism shall be defined as the commission of acts by nongovernmental organizations intended to intimidate or coerce a civilian population, influence governmental policy by intimidation or coercion, or affect governmental conduct by mass destruction, assassination, or kidnapping.

The Tsar will take up your Offer, His son is presently in Vizion attending school, we are looking towards Vizion to take him into exile for his protection.

The Tsar no longer has any way to travel around as everything in Credonia was ordered to leave the nation and Return to Dr_Twist. The Tsar still has some Secret Service Agents protecting him.

Very well. USIH Secret Service Agents can be brought in from the C-5 Galaxy we currently have at the conference to beef up security if needed by the Tsar.
The Tsar is invited to fly home with President Anderson after the wedding, or alternate transport can be called for so that the Tsar may be taken to a safer location prior to the wedding.
