i have some ultra high tech stealth subs i could trade, i will need to swap them for something though, say a fleet of F-117A stealth bombers if you have them? or maybe a squadron of F-22A raptors.

Granted, and I apologise for the oversight. Looking at your profile, however, brings your catastrophic treatment of your own people to light. Varessa maintains its support of Matich and ViZion, although now for moral and ethical, rather than economic reasons.

But you, however, have broached our standards of fair and decent conduct, and as such, in keeping with our national standards, enshrined in the principles of being "Forever Just", we will not allow anyone else to sell you military technology of that calibre.

Hmm... Take a look at some real world nations of comparable size. Israel has a couple of subs, I think. But those came from the US, maybe at reduced cost. As long as all he's doing is attempting to purchase a couple of subs, it's fine. If he starts attacking anyone with them, well, let's see... the reserves should get some combat experience, or at least a division or so would.
