As some of you will know, this nations policy has been anti-nuclear. We thought long and hard about how long that policy could stand with the ever-changing world, and decided to start a nuclear program. Just hours ago, we successfully exploded a nuclear bomb, after 5 years of development. We will now only go forward. We will hold nuclear weapons, but only as a deterrent, never will we fire one in unprovoked agression at another nation. Our main focus is now on a nuclear power program. We are still committed to not having chemical and biological weapons.
