With it's position growing ever tenous with the majority of forces being pulled from duty in the far flung posts of the Commonwealth of the Republic to the mainland for more important duties, the Senate has agonized for hours over news of the Traileric proposed expansion. It is well-known that with the sheild of the Republic, the Navy, currently is situated in force only in the home waters, preparing for deployments in an imminent war (not these theoretical ones, a different one), the overseas possessions of the Republic make very inviting targets to any growing Empire.
Without the Navy, these small enclaves scattered around the world, with some minor exceptions, have no ability to sustain themselves, even less so now that Regular Federal Army units are being returned to the mainland and Commonwealth units are taking their place (Conscript like forces, compared to the all volunteer Fed. Army). Discussion was heated over what the Republic could do, in the hypothetical situation that Traileric attacked Republic possessions. With the Republic ensnared in a much larger war with her homeland at stake, rather then just overseas posts, many felt the Republic should put up a bit of a fight, but retire and hand over what colonial possessions that were asked. Others felt the Republic should fight highly defensively in the event of war until victory in the full scale war, then turn it's Regular forces and Navy to decimate Traileric forces.
However there was a third theory on how to handle the situation, the Republic certainly could not adequately defend it's overseas possessions spare the current larger conflict coming to an end. And many would simply not allow a hit to the Commonwealth's prestige by handing over territories to another power, and realized the public might not support another war after the current one was over. So if the Republic could not stem the tide of expansion, perhaps it should aid or join it. With it's possessions scattered on all corners of the globe, the Republic's Commonwealth of Territories certainly offered many prime staging bases for invasions and operations in nearly any theatre, and even the meager Naval forces left in the Commonwealth still, when concentrated, represented a large and effective battlefleet.
Eventually in a deadlock, the Senate had to call an end to discussions for the day, with the debate to be taken up again tommorow. The Foreign Ministry has been called upon to send a request to Traileric to define exactly what lands it intends to conquer, and make clearer it's intentions. Pending the Traileric response, and other developements, could decide the Senate's position.

In regard to The Sword And Sheild's senate,it was made known that the Empire wished for lands bordering it,that which is necissary,and nothing more..For now..

Wouldn't a plan of sex education and birth control have been a better preventative measure then having to solve the problem now by invading other nation's for territory and resources.

A novel approach to your problem might be to reclaim land from the sea, assuming you have coastline. Granted this takes time but surely if you have a population issue you have sufficient manpower to do the work?
If it's money you lack, Durtistan can and will provide financial assistance and any material aid you might request.
Please, do not consider war as an option; there are a number of large, well equipped and well led nations who would see aggressive expansion as an excuse to unleash their armed forces on you just for the heck of it.
