Prossian Peace Talks [invite only]

The nations of Prosse and Rotovia have agreed to negotiations over the current issue in the Prossian area.
These are currently being held in the Ducal Palace in Arn-Maciska.
The area from the airport to the Palace has been secured, and the Palace itself has been prepared.
We are currently awaiting the arrival of the delegates.

The Leader of the Dominion of Prosse boarded his plane. After the short flight the plane landed at Arn-Maciska Airport the Leader steps out and makes his way to a limozine as he makes his way to negotions in person
OOC: I have to go, but if you want Macisikan I allow you to play over the role of my leader for the duration I am away as you seem a fair person and only wish peace.

The GloryBe, the choice mode of transport for the Vice President was already en route to a personal meeting when she was given an alternate destination by order of the President himself.
Julia sat tensly looking out the window watching as the plane began it's approach to Macisikan, where she would take on here greatest diplomatic battle yet.

Less than a hour later a press conferance is called in Macisikan.
"I was given specific instructions from His Eminency to attend diplomatic talks and I do so knwoign there is no greater honour than to represent Rotovia and her intrests. I will attempt to see a reasonable diplomatic outcome without sacrificing our policies on such matter... no questions thank you"

The limousine, escorted by the elite Temple Guard, snakes its way through the streets of Arn-Maciska, to Embassy House, a secure, large building, in the Diplomatic Quarter, designed as a place for foreign envoys without embassies to stay in Macisikan.
At Embassy House, the Dominion's leader is welcomed by the Duke of Maciska, the man who has offered his palace as the venue for the talks, and First Minister Akir Dettaine.
"On behalf of the people of Macisikan, I welcome you to our fair nation" First Minister Dettaine says, "I'm afraid I must leave you now, but his Grace will remain in my place."
With that brief statement Dettaine is whisked away by Imperial Security, probably going back to the Houses of Parliament, where he is due to address the Lords.
The Duke steps forward and shakes the Leader's hand.
"Welcome to my duchy, my lord."
The Leader replies "Thank you, your grace. When do the talks begin?"
The Duke smiles.
"Probably tomorrow my lord. We are awaiting the arrival of the Rotovian Ambassador. Please, step this way..."

The Vice President steps down from the podium, sheilded from the press by a wedge of Temple Guards, to find the Premier and the Archcardinal both waiting for her.
"Welcome to Macisikan, Ms. Vice-President" says the Archcardinal.
"Thank you, your eminence." replies the Vice-President, in neutral tones.
"The negotiations will begin tomorrow, at the Ducal Palace. I hope that the talks are sucessful."
OOC: I'm assuming that you're already at the Rotovian Embassy, as opposed to Arn-Maciska International Airport.
The Rotovian Diplomatic Agency was renowned for two, organisation and extravigence. Both of these higlighted when a four limosine enterage arrived a the Palace escorted by a large fleet of security cars, all organised for rental over the past hour and all quickly dispering before it was revealed only one such car contained actual security personnel.
Out of the second car stepped the Vice President, awaiting the offical greeting party.

The steps into the Palace were crowded with Macisikani Security, and the Temple Guard.
The reason became apparent as they opened to allow the Vice-President and her aides to pass; waiting at the top was the Macisikani official party, containing the Duke of Maciska, the Archcardinal Juan Perez, the Premier Elgiva Vattyen, First Minister Akir Dettaine, and Bishop Serpens Aldir.
And those were only the dignitaries that the Vice-President recognised...

Quickly entering into the building she reached into her pocket instinctively, forgetting for a moment she was one of few Rotovians not to carry a Rosary, at least not in a long while.
With a deep breath she began shaking hands and introducing herself.
Vice President: "Senator Julia Aptiva, Vice President of Rotovia..."

"His Excellency, the First Minsiter Akir Dettaine, Head of Government"
Dettaine smiled and kissed the back of the Vice-President's hand, as was the custom in Macisikan.
"His Eminence, Archcardinal Juan Perez, Leader of the House of Lords" Pereze simply shook hands, one equal to another.
"Her Ladyship Premier Elgiva Vattyen, Leader of the House of Deputies" Vattyen also shook hands, smiling.
"His Lordship, the Bishop Serpens Aldir, Minister for External Affairs"
Aldir was another handshaker; firm, yet gentle.
"Her Ladyship the Countess Katerin Palir, Minister for Defence" Shaking hands and smiling without a word seemed to be in fashion.
The intoductions continued...
When they finally finished, First Minister Dettaine spoke.
"Ms. Vice-President. We are awaiting the arrival of the Leader of Prosse. Bishop Aldir will show you to the Duke's ballroom, where refreshments are being served."
The Bishop held out his arm for the Vice-President.
"My lady?"
Thinking for a moment she tried to remember the breifing she had on the plane as to the custom... she decided to take a chance and attached herself to his arm.

As the two disappeared into the Palace, Dettaine turned to the Archcardinal.
"We await only the arrival of the Prossian Leader, and of course, any other concerned nations observer or delegate."
"Only those delegates Bishop Aldir has approved, of course." The Archcardinal replied.
"Of course".
They turned back to face the street.

An intern, running as fast as he could, shot up the steps.
In one hand he held a sealed communiqué from the Office of MacisInatTelecomm, which was handed to the deputy Minister for External Affairs.
She opened it, read it, then handed it silently to Dettaine.
"Well well, it seems that another nation wants to be involved." he said with raised brows. "Tell them 'Yes'".
The intern sighed, turned, and legged it back down the steps.

The intern had barely reached the bottom of the steps when another one ran up, where he whispered in Dettaine's ear for a moment.
"You're kidding. No? That's great! Tell them we're ready and waiting." He said, in relieved tones.
The intern nodded, turned, and ran as fast as he could.
"That, ladies and gentlemen was a message from the Ministry of External Affairs; Marshahnk has agreed to send delegates to the talks" a collective sigh of relief ran around the dignitaries, broken by the Premier's wry observation.
"Actually, sir, that was evidence that Bishop Aldir is making sure that the External Affairs people get plenty of good excercise."

The Marshahnkian diplomat arrived somewhat less dramatically then the VP of Rotovia, riding in the second of a two-car convoy. Torei Varelg, Marshahnk's head of Diplomatic Affairs, strode calmly up the steps, followed by two guards and his personal secretary. The man's light brown hair went down to his ears, and halfway down the back of his neck. His blue eyes peered from behind glasses; he was dressed in a formal jacket and pants, and a light blue shirt. Of average height and slender build, he did not have an imposing appearance, but the bodyguards were primarily ceremonial; Varelg had twice been subject to assassination attempts since he took on his current office, and he had dealt with both personally. Gesturing to the guards, who carried weapons resembling a cross between a fishing pole and a medieval flail across their backs, he said:
"I hope you don't mind those two? They are something of a tradition..."

"Find out what the hell's going on with the other delegations" she hissed.

The heavily modified Boeing 777 banked slightly, descending through the clouds, a quartet of Perseus tactical fighters maintaining a diamond escort around the aircraft as it descended to make its final approach. Painted in the livery of the Dominion of Kotterdam, it was the only aircraft exactly like it in the entire world. As it lined up with the runway, the copilot radioed the tower.
"Arn-Maciska International, this is Dominion Prime on final approach on Runway 27." For the pilots of the customized aircraft, this represented the end of a long but boring flight - Something they were quite getting used to. The two men were essentially there incase something went wrong - Which it never did - And to land the aircraft. Other than that, the big bird flew itself.
The landing was picture perfect, the thrust reversers kicking in to kill the large aircraft's forward momentum in far less space than it otherwise would be able to. Taxiing to a halt on an open square of tarmac just as the last of her escorts touched down, the 777 loomed over the other aircraft surrounding her as the stairs were rolled up to the door. First through the hatch was a quartet of serious looking young men in dark suits.
Next came an absolute giant of a man. No less than six feet, seven inches tall, Sergeant Noonan had recently taken to shaving his head, though his trademark wraparound shooter's glasses remained in place, despite the business suits. Even in diplomatic situations such as this, there were only so many concessions he was willing to make. In his left hand, he carried a black attaché case exactly like that carried by each of the four agents who had preceeded him.
Noonan paused at the bottom of the stairs, taking a second to perform a quick visual sweep of the area before whispering a few short words into his shirtsleeve. Finally, at the top of the stairs, he arrived. His long, black greatcoat hanging open over his immaculately tailored suit with its power tie, the Right Honourable Scott Haley, Prime Minister of the Dominion of Kotterdam made his way down to the tarmac.

A nervous Maciskani functionary approached the Kotterdam delegation.
"Excuse me gentlemen? The Ministry has arranged for transport to the Ducal Palace. Um. We weren't sure how many people you were sending, so we arranged for a rather large motorcade." he indicated the four limo's and the horde of police cars that waited to escort them.
"If you'll just come this way please?"

Noonan turned to the Prime Minister, who gave an imperceptable nod. Following him down the stairs were a distinguished looking older lady in a Dominion Navy dress uniform bearing the rank of Admiral, and a younger gentleman in a business suit, followed by another quartet of guards carrying attaché cases. On orders from Sergeant Noonan, they split up, with the first quartet of guards taking the lead limo, the second quartet the tail limo. Noonan, and the Prime Minister slipped into the second from the front, and the Admiral and the civilian man took the third.

The motorcade snaked its way through the streets of Arn-Maciska, which seemed curiously deserted, until they arrived before the bulk of the Ducal Palace.
Macisikani Temple Guards, in full dress uniform, hurried forward to open doors for the Kotterdam(ian?) delegates, saluting as the people inside climbed out, and stepping away to allow Kotterdam security to sweep the area before their delegates emerged.

The guards in the first and last limousines disembarked first, sweeping the area. As none were in uniform, no salutes were returned, but respectful nods were passed as they performed their checks. Then, and only then did the Kotterite delegation leave their vehicles. Slipping easily into the protective formation known as the Diamond, Prime Minister Haley followed whatever guide was provided to the conference.

A Maciskani Protocol officer led the PM's delegation up the marble steps, where the Macisikani dignitaries waited.
If the functionary at the airport had been intimidated, the same could not be said of the Macisikani leaders, nor of the Temple Guard for that matter.
"Prime Minister Haley, I am First Minister Akir Dettaine. Welcome to Macisikan." The First Minister's eyes flicked over the PM's security.
"I must inform you that weapons are not permitted in the conference room, and you are personally responsible for the conduct of your escorts. All delegates here have their safety guarenteed by the Empire." Dettaine paused to allow his words to sink in, then
"Lord Adrian here will show you to the ballroom, where refreshments are being served while we wait for the other delegates to arrive."
The young noble in question stepped forward.
"This way Prime Minister."

The Prime Minister nodded graciously at the Maciskani First Minister's conditions. Tapping his hulking bodyguard on the shoulder, he nodded, then turned back to his host. "That's understandable. To tell the truth, I'm not sure I'd want armed guards lining the room either."
"My men'll wait outside the conference room, but I'm afraid that's the best I can do, unless you want to wait for Ms. Berezhin to arrive from the Dominion. Security regulations and all." He smiled his most dazzling smile, the one on all his campaign posters. "Sergeant Noonan will accompany me into the conference room, as will Admiral McInnis and Mister Mahan. We'll leave our weapons at the door."
The towering Sergeant handed off his attaché case to one of the other guards, then produced a Browning Hi-Power from inside his suit jacket and similarily surrendered it. Likewise, the Admiral surrendered her own service pistol and - Surprisingly - The Prime Minister himself reached inside his jacket and produced a weapon. It was a VSp-9 Tactical, the new Personal Defense Weapon issued to helicopter pilots in the Dominion. Passing it off to one of the guards, he smiled.
"Better?"

Dettaine smiled in return.
"Of course," he nodded, "we fully understand the need for security, especially in these troubled times."
The other Macisikani delegates' faces might as well have been carved from stone, a fact that did not escape the First Minister, who gestured urgently at the protocol officer.
"Mr. Prime Minister," he nodded in the direction of the unsmiling Macisikani, "it's just a cultural thing." not raising his voice above a whisper.
The Prime Minister looked out of the corner of his eye at the protocol officer and titled his head inquisitively.
Spurred on by the glare he was recieving from Dettaine, the officer continued in a wretched whisper.
"In our culture, it's considered a sign of bad faith to bring a obviously armed escort to a peace conference. But since you're not from our culture they shouldn't mind."
As if he heard the officer, Archcardinal Perez stepped forward, his face easing into a smile of his own.
"Mr Prime Minister, I am pleased to meet you. Welcome to Macisikan."
As if it were a signal, the other Macisikani dignitaries defrosted, and, if they didn't smile, were at least no longer as stiff as boards.

"I understand." he answered in kind. "Likewise, my bringing an armed escort is as much a cultural matter as it is one of security. Amongst my people, if I was to meet with an enemy unarmed, it would be a grave insult - As if I were saying that I had no fear of him, that there was no way he could possibly do me harm. By coming armed, I acknowledge my opponent's strength."
Turning at Perez' approach, the Prime Minister smiled broadly, wondering what the protocol was on greeting an Archcardinal. There hadn't been time to find out before he was on the aircraft and over the ocean, en-route to the conference. Finally, he decided the best route was to offer his hand to shake and see how the man reacted. "And I you... Your Grace?" he asked. "I apologize if I don't know how to greet you properly. I'm not Catholic, and even if I was, I'm not terribly observant. There wasn't time to be briefed on the proper protocol before the flight over."

"Your Eminence." The Archcardinal corrected gently. "I understand completely; we do have somewhat complicated standards of propriety. "Your Grace" is for the Duke here-" indicating a youthful-looking man "-whose palace we are using for these talks."
The Archcardinal bekoned to the somewhat deflated Lord Adrian.
"Please, show our guests to the ballroom".
"Right this way my lords" the youthful Macisikani noble escorted the Kotterite delegation into the depths of the Palace.
"What an interesting people" Premier Vattyen commented to Perez.

Sketching out a small bow to the Archcardinal, the Prime Minister turned and followed the young noble deeper into the palace, flipping a small silver coin in one hand as he went. He seemed to pay no attention to the coin at all, and yet even on the move, he was able to flip it without missing a beat. Catching it in his hand, he rolled it over his knuckles, starting it one way, then back the other as he moved.
The Kotterites put a near religious significance on gambling, and this was just one more instance of it. Minted on the day of his birth, the coin held the Dominion's twin emblems - The star on one side, and the maple leaf on the other. His lucky coin. Not every Kotterite carried one, but many did in some form or another, be it a custom minted coin, legal tender, or a casino chip. Haley, however, fidgeted enough with his in public that some pundits wondered how many state policy decisions were made with that coin.

and a woman that apeared to be a person in authority also disembarked, she wore the same uniform as the soldiers but carried a pistol like weapon.
Suddenly a blue hopper landed next to the yellow.

As the Kotterite delegation dissapeared, an interchangable protocol officer hurried up to the Premier.
"We're just waiting for the Prossian Leader, and one or two others"
Vattyen turned on the unfortunate man a glare that would have scorched paint.
The officer gulped.
"Yes, madam-"
He was interrupted by the arrival of the Veskan (?) delegation.
"Here's another." glare from the Premier. "I'll just... go and checkontheProssiansmadam." the officer almost ran away.
"You enjoyed that." whispered the Archcardinal, who turned his attention to the Veskans (?).
"And that must be... their president I beleive."
The Dominion Leader, Mr.Elston made his way to the Palace after a quick look it was obvious the Macisikan Duke had fine taste. . .

Dettaine looked around as the Prossian Motorcade arrived.
"Excellent."
The ranks of Maciskani security parted to allow the leader up the steps.
"Leader Elston, pleased to meet you," Dettaine shook hands "If you shall come this way, ah, Bishop Aldir-" who had just returned to the entrance "-could you show Leader Elston to the Hall of Vines please. We'll be along in a minute. Your Grace-" the Duke smiled politely "-could you collect the others from the ballroom, we'll be along in a moment. Someone wait out here and welcome the Veskans in please."
The Official party melted away, the Premier and the Archcardinal to the Houses of Parliament, the others on various tasks.

"Yes I am Elayeth Wren president," the tall man said as he nodded slightly to Captain Maydine, she barked an order and the Colonial (Veskian External Police) hopper took off and flew away.
"I didn't know you could fly that," said Maydine, pointing to his craft.
"I used the Jesus Christ method," Wren said.
"Ah, yes." said the Archcardinal. "In Ancient times, many pilots used to say that Jesus Christ was their co-pilot."
"That's not what I meant ." Elayeth said. "I just pointed the nose of the shuttle straight down, and when the protocol officer yelled 'Jesus Christ!', I knew it was time to level off and land!"

The Archcardinal smiled politely, and hurried away, ignoring the chuckles of the Premier.
"Right this way President Wren".
The various delegations were ushered through the vaulted marble corridors of the Palace. Whatever else Macisikan might be, it was not a poor nation.
At long last the delegates were ushered into a richly-carpeted room, panelled in what was clearly very old wood. At the far end windows with bullet-proof glass showed a magnificent view of the city, with the dark brooding mountains beyond.
A large mahogony table had been placed in the centre. The Macisikani took the end in front of the window, sitting between the two sides. On their right sat the Prossians, on their left, everyone else.
"Ladies and gentlemen," Dettaine said, "we are gathered here today to work out a peaceful settlement to the current difficulties off the Prossian coast. Firstly though, some housekeeping notices; we will all remain civil, no shouting, no swearing, and try not to interrupt each other. Such things are unbecoming of civilised people.
"If I may begin the proceedings? Leader Elston, why have you announced this blockade of international waters?"
OOC: Sorry, my computer was hit by the Sasser Trojan and I only just got the net back. I think I'll jump in here before this is lost in the annals.

It was clearly not a question by the way she leaned into the table. The curt smile had long since faded from her face and the joyous private Julia was gone, now it was time for Vice President Ice Queen as a newspaper had so quaintly refered to her as.
VicePresident: "A Naval Blockade in international waters is not strcitly illigal, it is however an Act of War. The action of blockading a nation from international waters has been a long standing practice of many nations, citing The Cuban Missile Crises in which the action was endorsed by the United Nations as well as the numerous occasions the method has been used by our nation as a preferance to war.
However as to the cause itself, it is no doubt the same reason our nation choose to involve itself. I broad international threat and senseless destruction of a helpless vessel.
That said, let's get straight down to bussiness... we have only one condition. A complete and unconditional surrender Prosse"

OOC: ouch. Glad to see you're back though.
Dettaine's face stiffened, but Bishop Aldir touched his arm, and whispered something into his ear, which made the First Minister's face relax slightly.
"Madam Vice President" the Bishop said, leaning forward "At no time the the Prossians actually blockade international waters. No vessels, to my knowledge, have been sunk by the Prossians in international waters. The vessel that was destroyed was in Prossian Territorial waters; we have sattilite pictures to confirm this-" his fingers drummed on a folder in front of him "-I'm afraid that although they made the threats, all that the Prossians did with regard to international waters, was to make a statement of intent." Aldir smiled.
"And that is most certainly not an Act of War".
VicePresident: "Thank you for that point of order..."
Shifting back in her seat she tapped her nose in what would soon become a telltale sign there was more to add, and that it would be sharp.
VicePresident: "However I was intending to give referance to the blockade enforced against Prosse..."

Aldir's smile took on a predatory edge.
"Your own blockade? Would you please elaborate on that my lady?"
VicePresident: "I am of course giving referance tot he Naval Blockade currently enforce by our allies."
With a cold stare that could send chills down the spin eof even the most battle hardened soldier she finished her sentance.
VicePresident: "But surely that is not what we are here to discuss, so let me be frank"
Julia took the time to turn slowly to face the Prossian Delegate establishing a kind of domininece by rising slightly in her seat.
VicePresident: "There is only one term we seek, and only one term to end this stalemate. Your surrender. Complete and undconditional"

"The Surrender of what? my lands. How can one be asked to surrender for defending his nation. The blockade of Prossian Waters is a matter of Prossian interests only its not our fault if a ship did not head our warning but along came other nations involving them selves in national defence and then going as far to say that they would invade our waters and attack our own ships in those waters. If any thing we demand an apology for these threats of invasion which may I add would of been carried out if it where not for Macisikan's peaceful stance on the issue" Mr.Elston then raised himself to be at eye level with the VicePresident

VicePresident: "It would be in your people's best intrests to comply, irregardless of your own personal veiws on the nature of this situation"

"My lord, my lady, please."
The two subsided back into their seats.
"Now, I understand the difficulties involved here. My lord-" this to the Prossian Leader "I believe that Madam Aptiva meant the unconditional surrender of your military forces. And-" the Vice-President made to speak "-we shall deal with that shortly. But I, my lord, would ask; what on earth made you want to blockade all international waters?"
"The blockade of international waters was a wide spread way of dealing with the threats that face the modern world years ago there would not of been nuclear weapons in the hands of civilians the death rate was no where near as high as it is today in some countrys and this is all due to the smuggling of arms and other harmful stuffs through these unprotected waters the harm that could be caused by terrorist cell operating in another nation getting hold of these weapons would be unthinkable it was the only effective, quick and logical way to go about such a full scale combat against terrorism. If you dont mind I would like to ask why it is that Rotovia wishes to engage in conflict for an attack on terrorism in waters it had no juristicion over, we dare not to think that Rotovia is supporting these actions? "
The cold stare of the VicePresident suddenly hardened as it was clear fire was building in her eyes.
VicePresident: "I... assure... you... that we support no such actions. Our nation has never stould for, or tolerated acts of terrorism."
She quickly calmed herself before continuing.
VicePresident: "Our response was to your open threat to the international community, which was followed by and act of aggression. This was sufficant for our government to feel your nation a threat to international security and warrent a declaration of war"
"But it was nothing more than just a threat if we had gone along with these plans we could of hit numerous ships by now the waters are vast it would not be hard to find a ship? if you may allow me to say a qoute

"My lord, you original declaration did state that you would extend this blockade into international waters... and one civilian ship, the Marshahnkian merchant-ship Merril, that these," he touched the folder in front of him again, "confirm was damaged and in need of repair. It is possible that this ship could not recieve your warning; but we are now sure that all hands were lost. I put it to you, my lord, that there are other ways of protecting your nation from 'terrorist activities' without blowing up every vessel to enter your waters".
"Yes but they are just that Our Waters the ship enterd our waters and was acted apon in our way if ships do not want to be attacked then do not break our laws there is only one way a ship enters our waters and that is having permission which involves the ship being met by one of our teams which searches the ship head from toe then places a special device onboard to emit a signal that the ship has been cleared if other nations where not so culturaly unknowing the action would never of had to been taken" the lord shuffles around in his seat a little bit

Bishop Aldir settled himself, comfortable now. He opened the folder and extracted a few photos.
"I would draw your attention to these-" a protocol officer took them and handed them to the Prossians, "- Image 2 clearly shows that the vessel did not have communications capabilities; the radio mast is broken. Also, the Marshahnkians did lose contact with the vessel before you made the declaration. They had no way of knowing that you would act this way; as they are your waters you have a duty to inform those vessels that enter them of these conditions." Bishop Aldir leaned back, and First Minister Dettaine leaned forward.
"My lord, the men of that ship had families. Surely something must be done, if only for their sake?"

Surely you are not to proud to save the lives of the millions that would die should I war break out?"

Dettaine held out his hand again, and a dossier with the words "Macisikani Red Cross Official Report" was placed in it.
"Interesting you should mention the subject of civilian deaths Madam Vice-President," he said, laying the dossier on the table in front of him and opening it. "On that the subject of acts of agression, what, exactly are you proposing to do about the-" he scanned the page in front of him "- 43 civilian deaths that your air-strike caused?"
Julia turned her deadly frozen gaze on Dettaine.
"The blame for those deaths lies with Prosse; if they hadn't attacked civilian merchant shipping, we wouldn't have declared war."
Dettaine was neither intimidated by the stare, or impressed by the argument.
"I would remind you that no Rotovian vessel or citizen has been attacked by Prosse; you are lacking a valid casus belli. A statement of intent is not an action which warrants war; only if that statement is carried out, and only if it was carried out on your ships or those of your military allies, would you have a valid casus belli. And it didn't so you don't." Dettaine paused to allow everyone to digest that, then- "If anything, he has casus belli on you as a result of that attack."
Julia sat stone-still.
"However, the Prossians did commit an act against another nation, and threatened all maritime trade. That must be addressed, and so must be the matter of the civilian deaths."
Dettaine held out his hand again, and a functionary slipped another folder into it.
"Ladies and gentlemen, here is what we propose as draft peace accords."
He opened the folder and cleared his throat.
"The nation of Prosse, within one day from the date of the acceptance of these accords, will issue a complete, public and formal retraction of the Prossian Naval Blockade, with regards to international waters and non-Prossian territorial waters.
The nation of Prosse is to allow the free flow of international maritime commerce and trade beyond the bounds of its territorial waters, without hindrance, [unless required to do so under a peacekeeping mandate, e.g. blockade of arms shipments to a war-ravaged region]
The nation of Prosse, whose territorial claims upon the ocean are acknowledged and respected, is to assist all damaged and/or distressed civilian vessels to the nearest safe port if possible; this port need not be in Prosse.
The nation of Prosse, for ten RL days from the date of the acceptance of these accords, is to accept the following military restrictions;
- not to build or maintain any submarine force
- not to build or maintain any carrier force
- the navy to be limited to a force of [12]20[50] warships
- the navy to be limited to 100,000 personnel in total.
- not to initiate or maintain, a nuclear program, or seek to acquire those weapons by other means.
After the expiration of that time, they may develop whatever forces they deem necessary.

Dettaine looked up.
"That covers Prosse," he looked at the Rotovians "As for you...
The nation of Rotovia and its allies and those nations who have contributed to the Rotovian task force, are to withdrawal all forces within one NS week of the signing of these accords.
The nation of Rotovia to pay indemnities to the families of the 43 Prossian civilians confirmed dead by the Maciskani Red Cross as a result of the Rotovian air strikes; each family is to receive compensation of 100,000 Prossian dollars, to be paid in full within a month of the signing of these accords.
The nation of Rotovia is held blameless for any damages to the Prossian state or Prossian industry."
Dettaine laid the documents down and beamed at the others, who didn't notice how many teeth the smile contained.
"I believe that is a moderate, mutually acceptable agreement; we all get what we want- Prosse gets to keep its sovereignty, its army and air force, and gets its navy back in 10 NS years. It also gets the Rotovians out of its territory, and indemnities for the families of those killed. The Rotovians and others get to have passage through international waters untroubled, and the Marshahnkians get compensated for the deaths of their citizens.
And we all go home happy that we've averted a war."

Dettaine's face froze, as if he'd been slapped.
One of the other Macisikani, who had been silent until now, leaned forward.
"The Duchess of Intan, the Honourable Justice of the House of Lords, Lady Velhima Neskahn" announced a protocol officer.
"That was hardly the phrasing I would have expected from a lady." she said in tones that would have cut glass. "And I would remind you, madam, that this is not Rotovia, nor, last time I checked, was the Dominion of Prosse subject to the nation of Rotovia. Furthermore such laws appear to me to be..." she waved a hand in the air vaguely.
"Claiming the right to launch unilateral pre-emptive strikes." said Bishop Aldir softly his eyes fixed on Julia.
"Exactly. And that, my dear, is far more of a threat to the international community than an announcement of a blockade is, which I would remind you, the Prossians have already indicated they would withdraw." the Law Lady leaned back in her chair, yielding the floor to Bishop Aldir.
"A claim to the right of pre-emptive strikes is highly dangerous. Especially one as open-ended as yours. It is in itself a statement that may be perceived as harbouring 'future risk to the international community'."
Dettaine, his temper firmly under control, now took over.
"Now, your Grace, my lord, let us consider this calmly, after all that is the way that ladies and gentlemen behave."
He flashed a smile at the Vice-President.
"Madam Vice-President, I understand that you have reservations about allowing the Prossians free hand with anything, but remember, I did say draft accords; these are by no means final. If you like, the Prossians can be subject to further military sanctions, restrictions on the air force, total military personnel, that sort of thing. And these conditions can be monitored by a third party. That, of course, includes neither yourselves, nor your allies, as you are, I am afraid, belligerents in this conflict.
"But I am interested. Why do you call our proposal 'ludicrous'?"

Julia simply cocked an eyebrow and interjected, hiding the anger brewing inside.
VicePresident: "Do not presume to lecture me on how a lady should behave. If you wish to continue negotiations with our delegation I will be treated with the respect afforded my office and standing. I will not tolerate any less"
Her eyes were fixed on Lady Neskahn breifly, delivering her iron strong message.
VicePresident: "Now, if you would presume to call our actions premptive or insinuate they are the catilist for the situation we now find ourselves in I think it only fair I am entitled to explain the laws for which our actions are bound. And with all due respect, all nations are subject to declaration of war should the situation warrent it."
VicePresident: "No amount of this."
Imitating the gesture previously made she continued.
VicePresident: "Will change that fact. Now, I find your claim of Rotovia's so called 'threat to the international community' obsurd and insulting. However I am not a petty woman and will not lower myself to your level dear sir, but instead I shall spell out to you my concerns with Rotovia's end of the Accord.
The nation of Rotovia and its allies and those nations who have contributed to the Rotovian task force, are to withdrawal all forces within one NS week of the signing of these accords.
We feel Prosse stands as too great a threat to remain unmonitered.

Neskahn's face went pale, and she turned to Dettaine.
"My Lord-"
"Now, your grace, be reasonable. She does not come from our culture, and-" the next few words were spoken too softly for anyone to hear.
"Madam vice-president," Dettaine's tone was conciliatory, "Of course these terms are negotiable. In fact I agree with you that Prosse should be monitored. But not by Rotovia; you are a belligerent party, and, though this isn't my opinion, there are some who would say that your monitoring would be, shall we say, biased somewhat. Perhaps another nuetral power should take this role.
"Now, as to you being held blameless for the damages to Prossian industry, that must be stipulated; we cannot leave any loopholes here, and it confirms what we all know in stone."
"But, as to the civilians... perhaps you didn't know this Madam Vice-President; a total of 107 people were killed in your air strike, and at least twice that number were grievously injured. Now, granted, the majority of the casualties were military, and so your nation is blameless, but of the 43 Prossian civilian dead, at least 12 were beneath the age of 18. Children."
Dettaine paused to hand photos, taken by the Red Cross, of hideously charred and ruined bodies, many of them small, some of them dead, most all too alive, to the Vice-President. Copies were handed to other delegates, who blanched or winced.
"And I am afraid that this warrants some gesture of reparation. Not to the Prossian state of course, but to the families, and only to the families. We do, of course expect greater reparations to the families of the Marshahnkian dead, but some parents are now without their sons and daughters. Surely this would go some way to assauge their grief? And the amount is negotiable too."
Julia closely examined each photo at great length, stopping even on some to analyse them from various angles. The time in which it took her to complete her examination may have caused the shock when she slid them back and answered.
VicePresident: "I do not see how this is our business. I pray that no more deaths will come of our assaults, however unless our terms are met we will be back at hositilities, with hostilities come unfortunate, civilian deaths."

"I don't..." she clamped it shut, and abruptly stood, gathered the papers in front of her, and walked out.
Dettaine watched her go, and shrugged.
There was a pause.
"Moving on..." he said in brightly brittle tones "If the act of paying is an issue, perhaps a simple statement of condolence to the families will do.
"However, I find your unwillingness to compromise in these negotiations... unsettling."
The doors at the far end of the room were flung open, admitting a women, clad in traditional kilted skirt, white blouse and black velvet short jacket, with a flustered Macisikani protocol officer in tow.
The protocol officer managed "The Mater Cel-" before he was cut off.
"Dettiane! I had just run into Her Honour, Lady Neskahn in the corridor. She looked very angry. I couldn't quite make out what she was saying but I thought -"
Dettiane gave here a subtle hand gesture.
"that I might take her place, as a impartial party of course."

VicePresident: "Good sir, when one holds a Royal Flush they do not fold. This condolence statement does seem negotiable, it could not state that we were in any way at fault. Or else there is no way in which the Senate would allo a member of the Armed Forces or our Government to make it"
"Excuse me" the 'Mater' said, she continued in a tone of polite interest.
"I wonder why you do not accord Dettaine the respect he deserves? He holds a title, he holds power, he has respect, and above all he is obviously your elder"
Her face held no sign of agression, or intent to offend, merely polite inquery.

The Prime Minister had sat in silence as he watched the goings on about him, listening to the arguments and counter-arguments. The naval restrictions that were to be leveled against Prosse... That was less than two of his destroyer groups. He focused on the Prossian delegate, trying to get inside the man's head. His government was staring down the barrel of a combined task force that could potentially dismantle their capital brick by brick and remove them as a political force. Of course, one would almost have to posture, but now was a time to begin taking any deal offered.
"The naval restrictions..." he murmured, flipping his lucky coin. "They bring to mind Versailles, and a defeated German enemy being forced to restrict their military might in an attempt to keep them defeated. What assurances do we have that in ten years, we won't have a Prossian version of Adolf Hitler trying this all over again?"

"Mr Prime Minister, I am afraid that the answer is that we have no assaurances. But we also have no assaurances that if you go in and destroy the Prossian army, remove their government and establish military bases, that we won't have the situation you describe in 20 or 30 years, unless you wish to establish a perpetual military base in the area, and enforce a regime of your choosing."
The Bishop shrugged.
"And that, I am afraid, would definately result in a Prossian leader determined to destroy us all, merely delaying that development. However, if we have a date for the lifting of these restrictions, than we can all use the intervening time to prevent such a development. One day you may count the Prossians as your most loyal allies.
"The purpose of the naval restrictions is to nullify the immediate threat; once this has been done, ten years will pass before Prosse will be able to pose a naval threat, and by that time other members of the international community will have had the time to engage Prosse.
"Also one of the key features of Versailles was to make Germany pay the cost of the entire war; all that this treaty asks is that Prosse indemnify the families of the dead aboard that Marshahnkian merchantman."
Aldir shifted his attention to the Vice-President, and his tone went from matter-of-fact to cool, yet remained impeccably polite.
"And, Madam Vice-President, you have been asked a question."
VicePresident: "I do not know the policies of your nation, however in Rotovia we hold women and men in the same regard. Should you choose to request I behave in a manner consitant with some warped standard of 'how women should behave' then you have lost all respect in my eye, good sir."
Julia turned dismissively away from the Maciskan delegation and squarely at Prosse.
VicePresident: "Let me be blunt, surrender uncontionally now and you may maintain your own administration rather unencumbered. Fail to and we will place a Providential Governor in place who will rule for you. It remains your choice"
The "Excuse me" of the 'mater' was heard once again.
"I was not implying that the Macisikani believe that men and women are unequal." Said the women. "No where was that said. Forgive me for being blunt, but the Holy Empire is a country where politeness and manners are paramount. I see that Dettaine constantly gives you your title, or honourific as custom demands, but you seem unwilling to return this basic sign of respect."
The woman was looking at the Vice President over the top of her reading glasses.

We're talking about a shooting war, and if we're not successful here, there are going to be a lot more..." He reached across the table, grabbed a handful of the photographs, and held them up for a second before tossing them down on the table. "...Of these, so excuse me if I'm not too terribly concerned with politeness so long as we get the job done. Now, as for the Dominion's position, so long as Prosse poses a threat to the Dominion shipping interests, so long as Dominion citizens and ships passing through the region are in danger of being engaged and sunk, we will not consider this situation resolved. What are we going to do about that?"

Bishop Aldir stared at the Rotovians, white to the lips, and then pulled out a blank piece of paper, wrote something, and handed it to a protocol officer, who left the room so quickly that the word "fled" would be more accurate.
Dettaine, on the other hand, was looking at the Kotterdite Prime Minister with sudden respect.
"An interesting way of putting it, Mr. Prime Minister." Dettaine was pointedly ignoring the Rotovians, "But an accurate one nevertheless."
"Our purpose is to prevent more of that unpleasentness, and so I reiterate our-" a glare at the Rotovians "-draft accords. Please keep in mind that these are draft accords, and are still under negotiation.
Dettaine's gaze now took in the other delagates.

However," and he looked at the Kotterdites, "you indicated concern about the fourth component, the military restrictions. Mr Prime Minister, what would you suggest we do in this area?"

"Tonnage restrictions." he answered. "The definition's too broad. To tell the truth, I don't care how many patrol boats they have. What I'm worried about are ships capable of carrying the fight to the enemy. Also, I don't have any problem with the Prossian army or air force. What I'm worried about is their navy." Lifting his own attaché case - A case disturbingly similar to the one his bodyguard had to surrender to enter the room - And sitting it on the table, he popped the latches and retrieved a few sheets of paper before returning it to its place by his chair.
Prime Minister Haley fished a pair of reading glasses out of his pocket and slipped them on. "As such, I propose we redefine the naval restrictions to require that Prosse construct no more than twenty ships with a total displacement, fully laden greater than three thousand, five hundred tons, with no more than five of these being greater than eight thousand tons. Furthermore, I propose that Prosse, for the period during which these naval restrictions are in force be prohibited from constructing or operating any naval vessels with a displacement greater than ten thousand tons."
Setting the papers down, he looked up, eyeing the diplomats over the top of his glasses. "Ladies and gentlemen, this restricts the Prossians to fifteen ships in the destroyer or frigate range, and no more than five cruisers, but lets them build however many coast guard ships and patrol boats as they need to enforce their laws. As well, I'd like to talk weapons. The nuclear weapons ban is a good idea, but I'd like to add another requirement. I would like to restrict the Prossian Navy from carrying any missiles on their vessels with a range greater than eighty nautical miles. This lets them carry Harpoon anti-shipping missiles, but no cruise missiles, no Tomahawks, nothing purely offensive."
"Finally, I'd like to expand the definition of a nuclear program to include attempts to acquire nuclear power rather than simply weapons." he suggested. "I don't do this out of spite. I have a number of reasons for it. First, nuclear powered naval vessels can stay at sea far longer than their conventional counterparts with less of a need for resupply. If we include a requirement that Prosse operates no tenders or supply ships of any kind, then Prosse will be unable to reliably operate beyond their territorial waters, something that a lack of nuclear powered vessels would make even harder. Second, it's hard to tell the difference between a facility intended to produce fissionables for a nuclear weapon and one meant to provide power. Does anyone have any objections to my alterations?"

"Mr. Prime Minister, how would you reccommend that these restrictions should be enforced?"
"May I suggest that a third party be approched to keep an eye on the Prossian armarments and naval production, as well as on their nuclear capabilities."
Her eyebrows knitted, the Mater continued.
"I don't think the third party should come from this table. I would propse approaching say, the Greater Irish Isle, or someone similar. They not have gotten involved with this confilict, but that just makes them more impartial observers."
VicePresident: "May I suggest the Aztec National League, they are a large nation with an armed forces capable of acting. They have no intrest in the conflict and have acted in this capacity before"

The protocol officer once again stepped into the meeting hall.
P.O.: From the People's Republic of Veskaland I present President Elayeth Wren.
Elayeth stepped in to the hall and proceeded to the table and sat next to the Rotovian delegation, he glanced up to the door where Captain Maydine was being asked to surrender her Phaser Pistol.
Maydine: This is rediculous! How am I supposed to protect President Wren with no weapon?
Guard: Are you saying that I am incappable in doing my job?
Maydine: No, I just feel more comfortable knowing that the president is guarded by both you and my...
Wren: Captain.
Although said softly Elayeth Wren's voice echoed through out the hall and Captain Maydine imediatly tensed up, handed over the weapon and stood behind President Wren.
Wren: Now... let us continue.

Dettaine waved a hand, and another interchangable protocol officer handed President Wren a transcript of the conference so far.
The delagates sat in silence while she read, and then laid them down to one side, with a soft "thank you for that".
Dettaine now leaned forward, his tone and bearing impeccably polite, if somewhat cool.
"Madam Vice-President, prior to considering your suggestion, the Aztec National League will be required to provide proof, to the satisfaction of all present, that they have had no military, diplomatic, or economic alliance or similar with your nation or any nation allied with your nation for the past decade, and must undertake not to enter into such an agreement for the next ten years.
"Only then, may we be assaured that they are nuetral."
"Ahem, before this turns nasty, I believe that ANY third party asked to be an observer proove that that have or have had no military or economic interest in both Rotovia and prosse?"
Suggested the 'Mater'.
"That way niether party is being favoured"
"May I also ask what measures are to be taken if Prosse is found in violation of the final accords? They should be stated lest someone step over the lines."

Dettaine half-turned to face the "mater".
"Thank you for pointing that out, honoured one." He swivled back to face the other delegates.
"Any nation to be considered for this third-party monitoring would of course be subject to those conditions."
Bishop Aldir leaned forward as Dettaine leaned back.
"The penalty for non-compliance should, ultimately, be invasion and occupation, but preferably not by a nation with a, shall we say, previous interest in the matter."
There was a soft cough from the VicePresident before she went on.
VicePresident: "In which case we will remove the Aztec National League as our candidate. Their affilation with our nation goes quite deep, could the Macisikan delegation suggest a nation?"

Bishop Aldir flicked through a heavy folder that another P.O. handed him and then looked up.
"Might I suggest the Democratic Republic of Shang-Ti? Their military is not the greatest, but they seem to be a capable people." and idea struck him.
"Perhaps the monitors should be multi-national, to minimise chances of bias."

The Bishop made a curious hissing sound through his teeth and went back to flipping through the ledger.
"No, no, no, definately not, no, maybe..." he looked up. "Does anyone have an objection to The Omnipotent Federation of Stephistan? They are located in the same region as Wolfish, but they are also respected members of the RPU..."

Wren: I believe that The Omnipotent Federation of Stephistan would be an excellent choise, considering their reputation as a very diplomatic type of people, why just a month ago Captain Maydine was leading an archealogical expedition to Stephistan and the countrymen and women were more than helpful. However... I would like to know what action will be taken if and/or when a nation violates the accords.
Wren then turned to Julia, she gave him a satisfactory nod and turned away.
A massive explosion was heard outside.

Several of the delegates were halfway to their feet when rain began to pound against the windows, and lightning split the darkened sky, followed by a rumble of thunder.
"Storms often sweep down from the mountains at this time of year." Bishop Aldir called over the rain, and beckoned a protocol officer to him. It was almost impossible to hear what he said, but one of the delegates overheard the words "and tell them to turn up the heat". The officer left the room.
Dettaine raised his voice.
"If no-one has any objections, we shall contact Stephistan and ask them if they would be willing to monitor the situation in Prosse."

Raising her voice to be heard over torrential rain the 'Mater' suggested...
"I believe that if Prosse violates the agreements, with regards to Militray and nuclear capacity, they should get the diplomatic version of a slap across the cheek. However if the voilation conitues, Rotovia gets full rights to unimpeded invasion, personally I wouldn't stop Rotovia."
She paused while the thunder pealed out across the city, deafening the diplomats.
Before she could start again, an interchangable Macisikani protocol officer entered bearing a "document" which looked more like a ream of paper, and handed them to the Mater.
"Thank you, but I'm rather more interested in this, I'll read them later."
"Now," the officer hurried from the room, "Does anyone have any objections to Stephistan?"

"Then, Mr. President, we ask someone else. There will be, out of the one hundred thousand plus nation-states, someone with the ideal military strength, and no prior involvement or special interest in these proceedings."

---3 weeks later---
Two weeks after the Veskaland elections. The new president and military head Fleet Admiral Benjamin Buck, looked out his window at the Presidential Gardens. He is interupted by Major Christine Johnson, head of the Presidential Protection Unit (PPU).
Maj. Johnson: Sir? She saluts The Macisikan government is on chanel Alpha.
Ben nodds to Major Johnson Thankyou Christine.
She leaves. And Ben presses a blue button on his desk. A holographic display of the Macisikan flag appears out of his desk, and the Macisikan Head of State begins to speak.
Bishop Aldir: President Wren?
Benjamin: No, we just had our election and he unfortunatly lost to me. I am Fleet Admiral Benjamin Buck.
Bishop Aldir: He nodds Well, we are continuing the conference.
--12 hours later--
Fleet Admiral Buck's shuttle landed out side a Macisikan castle.
Ben is escorted into the Great Hall.
Benjamin: Gentlemen, He nodds in the Rotovian VP's direction Ladies.
