OOC: I put the most important bit in bold for those of you who don't want to read the entire thing.

Extract from a speech by the Dyelli Beybian Chancellor to Parliament,
"...It has been noted over recent months that several Nations deem it their personal business to institute regime change in States accused of terrorism. This practice is wrong.
It cannot be denied that some States are involved in criminal acts against Democratic Nations, but who can say whether these attacks are justified. Dyelli Beybi has long pursued a policy of non-intervention, indeed in cases a policy of assistance to illegally invaded states, and indeed it cannot be denied that Dyelli Beybi has over it's history suffered only two terrorist incidents caused by outside factions.
Then why is it that Terrorism is so rife in other Nations? I suggest that the reason is that these countries follow a policy of meddling, constant meddling, which angers the opressed people's of Nations which are then accused of funding terrorism.
Indeed it is Dyelli Beybi's view that if we are to remove the threat of terrorism from the global stage, we can only do so by halting policies of intervention.
The arrogence of interventionist Nations can also not be disputed. Therefore it is clearly in Dyelli Beybi's interest, indeed in the interest's of the world and of global security to intervene of the behalf of invaded Nations."

To say that the Klatch isn't ridden with spies, especially in Parliament buildings, would be naive. Of course, some places are more secure than others and the Klatch is one nation. So everyone knows what everyone else is up to - to a certain extent.

The Vrakian managed to pinch a copy of the speech that the young, and quite lavacious, intern handed to him. He smiled, and as she turned on her heel out of his office he cast his eye over her well shaped figure.

Then, turning his mind and eyes back to the report he sighed. He would have to courier this out today, since the contents did signal an important policy shift on the part of Dyelli Beybi. He sat back and quietly snickered - wondering if a Dyellian counterpart was doing the exact same thing in Vrak.

DB, im not saying that I would, as i see where your coming from with this, but nations who are too arrogant and gung-ho about defeating terrorists will wind up labeling you as a terrorist supporter if you try to assist the terrorist states. I believe that the best policy for you would be to just not intervene until the government topples then establish by the people. Let them decide for themselves how they want the government to be run instead of letting the invading nations decide.

OOC: That is the idea to a certain extent. Dyelli Beybi is a democracy, but a very belligerent one that has recently had a big blow to it's National Pride (Nekoa Bay Negotiations) and is basically trying to restore it via one method or another.

Iuthia has generally kept a policy of non-intervention, however we aren't above using comdemnation, trade embargoes and diplomacy to change a nations ways.

It's just that we concider war to be a last resort to be witheld until there is no way we can accept a sitation to continue, an example of this is when one nation used a nuclear device to assasinate another nations leader using diplomatic channels, because they wanted to support homophobic terrorists in that nation. Such actions are an outrage to everyone as using a diplomat to nuke someones leader (not even concidering the additonal lives lost) is something we cannot ever accept.

Our policy is to aid our allies and friends with defencive tactics and assistance when nessicary... careful diplomacy is far better then threats and we never threaten a nation if we can help it.

Monte Ozarka

Official Press Release

The government of the Grand Duchy of Monte Ozarka officially condemns the use of terror in any situation. Furthermore, we find that states whose sole purpose is to carry out terrorist attacks against other nations for their beliefs and/or freedoms present an enormous hazard for all sovereign nations of the world.

With that policy in mind, the GDMO will strive to not intervene in affairs of such terrorist states while no attack has been made but will pledge its support to any nation that is subject to such an attack. In the event of a terrorist attack, the GDMO sees such terrorist states from which the attack originiated as having proven to the world their ruthlessness and the immense threat that it poses to all nations, great and small. At that point, not only is that terrorist attack aggression against the victim country but also against the world. The GDMO feels that it is its duty to aid in ridding the world of such known terrorists and will take actions that may include military action.

We wish peace on the world and beg all nations around the world to help stamp out the stain of terrorism.
