Why would you declare war on this nation? What has it done to offend you?

Frankly, the head of the Dragon states has nothing better to do than pick wars with random countries. He operates without rhyme or reason, and is a disgrace to the name 'emperor'. Please refrain from "declaring war" unless you have a reason. Otherwise I (and other countries) will refuse to consider you any sort of threat.

Slytherin States is now a member of the Alliance of Independent States. As such any declaration of war against that nation is a declaration of war against the entire region. Our region consists of 21 nations and boasts a very very strong combined fighting force. The AIS MAY be willing to forgive your trangressions against our brother nation IF you formally and publicly renounce your aggressivestance against Slytherin States and offer to pay it reparations for the damage you have done to it economically.
