My fellow leaders, I step before you today to ask for your help. These words do not come easily to me, but despite my sincerest efforts, our economy has plunged yet further into debt. Therefore, we ask for your help. Anything would be gratefully accepted, but the things we need most are:

I also must rebuff the offers made by Imperial Brits and Shildonia. I cannot make any promise as to whether the money will be paid back. Not will I allow a signifcant military presence in out peaceful region.

IC The Government of Falastur has decided to give the nation of Cax a one-time funding of $20 billion, with no pay-back necessary. However, further loans (if required) will have repayment clauses and interest rates. Furthermore, we offer the designs for the production of a number of agricultural vehicles and industrial mechanisms, as well as a supply of medical samples which can be studied and repoduced. These are free, but further samples or technology will cost (not very much though).

I had changed it before I knew he was posting. I thought about repayment and the use of a military base. But, I decided that he could use unconditional help. So therefore all I want is an embassy, which I pay for myself, and he gets all the goodies I posted above.

The embassy is no problem. You may have a site in any city, except my capital, Cax City, due to the security risk.
The garrison is a minor problem. I will accept only if the number of soldiers at all times is below 100, with no more than 5 military vehicles on the premises. All soldiers must also be checked to ensure there is NO risk of an attack by them on my nation.

We apologise, but Cax has no petrol-driven vehicles. This is one of the founding ideals of our society, and so I must regretfully turn the offer down.
