For months Macabee sattelites had picked up signs of construction and the use of chemical and biological WMDs in the nation of Huzen Hagen. Thus, the Macabee Intelligence Agency (MIA) had looked into HH alliances abroad, or even signs of normal correspondence. It was found that Holy Panooly, although not directly in the loop with Huzen Hagen, had basically the same beliefs against the Concordia Alliance.

Emperor Finegold VI would not allow such a break in humanitarian regulations.

We are incredibly aware of your production of WMDs. Although we do not know if you are selling them to smaller or rogue nations the Empire does not approve of the production of such weapons.

Thus, the Macabee Empires make the following ultimatum: Open your nation to 20,000 Macabee Infantry and allow the destruction of your WMDs and of your WMD plants or face possible military intervention.
